The Government of Selangor, officially the State Government of Selangor, refers to the government authority of the Malaysian state of Selangor. The state government adheres to and is created by both the Malaysian federal Constitution, the supreme law of Malaysia, and the Constitution of the State of Selangor, the supreme law in Selangor. The government of Selangor is based in the state's capital city of Shah Alam.
The state government consists of only two branches – executive and legislative. The Selangor State Executive Council forms the executive branch, whilst the Selangor State Legislative Assembly is the legislature of the state government. Selangor's head of government is the Menteri Besar. The state government does not have a judiciary branch, as Malaysia's judicial system is a federalised system operating uniformly throughout the country. [2] [3]
The Menteri Besar is the head of government in Selangor. He is officially appointed by the Sultan, Selangor's head of state, on the basis of the latter's judgement that the former commands the confidence of the majority of the State Assemblymen in the Selangor State Legislative Assembly. [4] The Menteri Besar and his Executive Council shall be collectively responsible to Legislative Assembly. The Office of the Menteri Besar is situated inside Sultan Salahuddin Abdul Aziz Shah Building in Shah Alam.
The Menteri Besar of Selangor is Amirudin Shari of the Pakatan Harapan (PH) coalition that holds the most seats in the State Legislative Assembly among the three coalitions in the state assembly. Amirudin assumed office on 19 June 2018, having been elected as a Member of the State Legislative Assembly in the 2018 and 2023 state elections that also returned PH to power. [5]
The Selangor State Executive Council forms the executive branch of the Selangor state government and is analogous in function to the Malaysian federal Cabinet. The Executive Council is led by the Menteri Besar and made up of between four and 10 other State Assemblymen from the Selangor State Legislative Assembly. [4] Aside from these, three other ex officio members of the Executive Council are the State Secretary, the State Legal Adviser and the State Financial Officer.
Following the 2023 Selangor state election, Amirudin Shari was reappointed as the Menteri Besar after Pakatan Harapan (PH) and Barisan Nasional (BN) were reelected to power and formed a coalition state government. [6]

The Selangor State Legislative Assembly is the legislative branch of the Selangor state government. The unicameral legislature consists of 56 seats that represent the 56 state constituencies within Selangor, with each constituency being represented by an elected State Assemblyman. The Legislative Assembly convenes at the Sultan Salahuddin Abdul Aziz Shah Building in Shah Alam.
The legislature has a maximum mandate of five years by law and follows a multi-party system; the ruling party (or coalition) is elected through a first-past-the-post system. [4] The Sultan may dissolve the legislature at any time and usually does so upon the advice of the Menteri Besar.
A Speaker is elected by the Legislative Assembly to preside over the proceedings and debates of the legislature. The Speaker may or may not be an elected State Assemblyman; in the case of the latter, the elected Speaker shall become a member of the Legislative Assembly additional to the elected State Assemblymen already in the legislature. In Malaysia, the Menteri Besar is the head of government of each of nine states in Malaysia with monarchs. For four states without a monarch, the title Chief Minister, is used except for Sarawak where it uses Premier (Premier). The title "Menteri Besar" is usually untranslated in the English media in Malaysia, but is typically translated as 'Chief Minister' by foreign media. According to protocol, all Menteris Besar, Chief Ministers and Premier are styled Yang Amat Berhormat, which means "The Most Honourable".
Abdul Khalid bin Ibrahim was a Malaysian politician who served as the 14th Menteri Besar of Selangor from 2008 to 2014. He was the Member of the Selangor State Assembly (MLA) for Ijok from 2008 to 2013, and MLA for Pelabuhan Klang from 2013 to 2018. At the same time, he served as Member of Parliament (MP) for Bandar Tun Razak from 2013 to 2018.
The Menteri Besar of Selangor, also referred to as the First Minister of Selangor is the head of government in the Malaysian state of Selangor. The Menteri Besar acts as a majority leader in the Selangor Assembly. According to convention, the Menteri Besar is the leader of the majority party or largest coalition party of the Selangor State Legislative Assembly.
Mahdzir bin Khalid is a Malaysian politician and teacher who served as the Minister of Rural Development in the Barisan Nasional (BN) administration under former Prime Minister Ismail Sabri Yaakob from August 2021 to the collapse of BN administration in November 2022, Minister of Education, Deputy Minister of Energy, Green Technology and Water in the BN administration under former Prime Minister Najib Razak and former Minister Maximus Ongkili from May 2013 to the collapse of the BN administration in May 2018, Chairman of the Tenaga Nasional Berhad (TNB) from May 2020 to October 2021, Member of Parliament (MP) for Padang Terap from May 2013 to November 2022, the 9th Menteri Besar of Kedah from December 2005 to March 2008, Member of the Kedah State Executive Council (EXCO) from March 2004 to his promotion to Menteri Besar in December 2005 and Member of the Kedah State Legislative Assembly (MLA) for Pedu from March 2004 to May 2013. He is a Member of the Supreme Council and Division Chief of Padang Terap of the United Malays National Organisation (UMNO), a component party of the BN coalition. He has also served as the State Chairman of UMNO of Kedah since March 2023. He also served as the Vice President of UMNO from June 2018 to his defeat in the party elections in March 2023.

The State Assembly is composed of 56 members representing single-member constituencies throughout the state. Elections are held no more than five years apart, and by Malaysian political convention, are conducted simultaneously with elections to the federal parliament and other state assemblies.
The Perlis State Legislative Assembly is the state legislature of the Malaysian state of Perlis. It is a unicameral institution, consisting of a total of 15 lawmakers representing single-member constituencies throughout the state. It is the smallest legislature in the nation in terms of members.

Rodziah binti Ismail is a Malaysian politician who has served the Member of Parliament (MP) for Ampang since November 2022. She served as Member of the Selangor State Executive Council (EXCO) in the Pakatan Rakyat (PR) and Pakatan Harapan (PH) state administrations under Menteris Besar Khalid Ibrahim, Azmin Ali and Amirudin Shari from March 2008 to her resignation in August 2014 and again from May 2018 to August 2023 as well as Member of the Selangor State Legislative Assembly (MLA) for Batu Tiga from March 2008 to August 2023. She is a member of the People's Justice Party (PKR), a component party of PH and formerly PR coalitions.
The Pahang State Legislative Assembly is the unicameral state legislature of the Malaysian state of Pahang. It is composed of 42 members representing single-member constituencies throughout the state.
Dato' Seri Amirudin bin Shari is a Malaysian politician who has served as the 16th Menteri Besar of Selangor since June 2018, Member of the Selangor State Legislative Assembly (MLA) for Sungai Tua since May 2018 and Member of Parliament (MP) for Gombak since November 2022. He served as Member of the Selangor State Executive Council (EXCO) in the Pakatan Rakyat (PR) and Pakatan Harapan (PH) state administrations under former Menteri Besar Mohamed Azmin Ali from September 2014 to his promotion to the Menteri Besarship in June 2018 as well as the MLA for Batu Caves from March 2008 to May 2018. He is a member of the People's Justice Party (PKR), a component party of the PH and formerly PR coalitions. He has also served as the Vice-President of PKR since July 2022 and State Chairman of PH of Selangor since March 2020 as well as of Pahang from September 2022 to August 2024.
The 14th Selangor state election was held on 9 May 2018 to elect the State Assemblymen of the 14th Selangor State Legislative Assembly, the legislature of the Malaysian state of Selangor.
The Selangor State Executive Council forms the executive branch of the state government of Selangor, Malaysia. It comprises the Menteri Besar, appointed by the Sultan on the basis that he is likely to command the confidence of the majority of members of the Selangor State Legislative Assembly, and a minimum of four up to a maximum of ten members of the State Assembly. Abdul Rashid bin Asari is a Malaysian politician who has served as Member of the Selangor State Legislative Assembly (MLA) for Selat Klang since May 2018. He served as Member of the Selangor State Executive Council (EXCO) in the Pakatan Harapan (PH) state administration under Menteris Besar Azmin Ali and Amirudin Shari from May 2018 to his removal from office in March 2020. He is an independent. He was a member and State Chairman of Selangor of the Malaysian United Indigenous Party (BERSATU), a component party of the Perikatan Nasional (PN) and formerly PH coalition as well as the United Malays National Organisation (UMNO), a component party of the Barisan Nasional (BN) coalition.
Ng Suee Lim is a Malaysian politician who has served as Member of the Selangor State Executive Council (EXCO) in the Pakatan Harapan (PH) state administration under Menteri Besar Amirudin Shari since August 2023 and Member of the Selangor State Legislative Assembly (MLA) for Sekinchan since March 2004. He served as the 11th Speaker of the Selangor State Legislative Assembly from June 2018 to June 2023. He is a member of the Democratic Action Party (DAP), a component party of the PH coalition. He has served as the Assistant National Organising Secretary of DAP since March 2022.
Rizam bin Ismail is a Malaysian politician who has served as Member of the Selangor State Executive Council (EXCO) in the Pakatan Harapan (PH) state administration under Menteri Besar Amirudin Shari since August 2023 and Political Secretary to the Minister of Investment, Trade and Industry Tengku Zafrul Aziz from April to August 2023 as well as Member of the Selangor State Legislative Assembly (MLA) for Sungai Air Tawar since May 2018. He previously served as the Leader of the Opposition of Selangor from June 2018 to June 2023 and Political Secretary to the Minister of International Trade and Industry Tengku Zafrul from January to April 2023. He is a member of the United Malay National Organisation (UMNO), a component party of the Barisan Nasional (BN) coalition. He is also presently the sole Selangor BN and UMNO EXCO Member, the first one since 2008 as well as one of the only two BN and UMNO Selangor MLAs alongside Dusun Tua MLA Johan Abd Aziz.

Papparaidu s/o Veraman is a Malaysian politician who has served as Member of the Selangor State Executive Council (EXCO) in the Pakatan Harapan (PH) state administration under Menteri Besar Amirudin Shari and Member of the Selangor State Legislative Assembly (MLA) for Banting since August 2023. He is a member of the Democratic Action Party (DAP), a component party of the PH coalition. He has also served the State Assistant Organising Secretary of DAP of Selangor since November 2021. He is also presently the only Selangor EXCO Member of Indian ethnicity and the younger brother of the Member of Parliament (MP) for Klang Ganabatirau Veraman.
Anfaal binti Saari is a Malaysian politician who has served as Member of the Selangor State Executive Council (EXCO) in the Pakatan Harapan (PH) state administration under Menteri Besar Amirudin Shari and Member of the Selangor State Legislative Assembly (MLA) for Taman Templer since August 2023. She served as Member of the Ampang Jaya Municipal Council (MPAJ). She is a member and Division Women Chief of Gombak of the National Trust Party (AMANAH), a component party of the PH coalition. She has also served as the Deputy Women Chief of AMANAH since December 2023. She is also presently one of the only two AMANAH Selangor EXCO Members alongside Izham Hashim, one of the only two female Selangor EXCO Members alongside Jamaliah Jamaluddin and the daughter of former Hulu Kelang MLA Saari Sungib.
Dr. Mohammad Fahmi bin Ngah is a Malaysian politician who has served as a Member of the Selangor State Executive Council (EXCO) in the Pakatan Harapan (PH) state administration under Menteri Besar Amirudin Shari and a Member of the Selangor State Legislative Assembly (MLA) for Seri Setia since August 2023. He is a member of the People's Justice Party (PKR), a component party of the PH coalition.
