The Selangor State Executive Council (Malay : Majlis Mesyuarat Kerajaan Negeri Selangor; abbrev: EXCO/MMKN) forms the executive branch of the state government of Selangor, Malaysia. It comprises the Menteri Besar, appointed by the Sultan on the basis that he is likely to command the confidence of the majority of members of the Selangor State Legislative Assembly, and a minimum of four up to a maximum of ten members of the State Assembly. Additionally, the State Secretary, State Legal Adviser and State Financial Officer, who are civil servants that serve as exofficio members.
Members are nominated by the Menteri Besar and appointed by the Sultan. The State Executive Council has no ministries, but instead a number of standing committees that members chair; each one overseeing specific state government departments and agencies.

It is similar in structure and role to the Cabinet of Malaysia, while being smaller in size. As federal and state responsibilities vary, there are a number of portfolios that differ between the federal and state governments.
All members were sworn in on 21 August 2023 [1] following the 2023 Selangor state election on 12 August, while portfolios were announced on 23 August 2023. [2] The appointment of Rizam Ismail marks the first time in 15 years that Barisan Nasional was a part of the Selangor State Government since their defeat in the 2008 Selangor state election to the then Pakatan Rakyat coalition.

This State Executive Council was created after the formation of the Seventh Mahathir cabinet, which saw Azmin Ali appointed as the Minister of Economic Affairs, meaning that he had to relinquish his post as Menteri Besar. [3] Subsequently, Azmin's protégé and close political ally, Amirudin Shari was nominated and sworn in as the next Menteri Besar on 19 June 2018. [4]
Due to colon cancer, Prof. Dr. Shaharuddin Baharuddin passed away [5] and was replaced by Mohd. Khairuddin Othman on 10 December 2018. [6] Following the Sheraton Move, Abdul Rashid Asari and Haniza Mohamed Talha were removed from the State Executive Council. [7] As a result, a reshuffle took place on 17 September 2020, with the appointments of Borhan Aman Shah and Zawawi Mughni as new members of the State Executive Council. [8] The final makeup of the State Executive Council was completed on 7 October 2020, with the announcement of the portfolios for its members. [9] After the Selangor State Legislative Assembly was dissolved on 23 June 2023 to pave the way for elections to be held, [10] the State Executive Council was disbanded and members served in a caretaker capacity.

Abdul Khalid bin Ibrahim was a Malaysian politician who served as the 14th Menteri Besar of Selangor from 2008 to 2014. He was the Member of the Selangor State Assembly (MLA) for Ijok from 2008 to 2013, and MLA for Pelabuhan Klang from 2013 to 2018. At the same time, he served as Member of Parliament (MP) for Bandar Tun Razak from 2013 to 2018.
Dato' Seri Ir. Mohammad Nizar bin Jamaluddin is a Malaysian politician and engineer who has served as a member of the Perak State Executive Council since November 2022 under Saarani Mohamad and from May 2018 to March 2020 under Ahmad Faizal Azumu, and as a member of the Perak State Legislative Assembly for Sungai Rapat since May 2018. He previously served as the 10th Menteri Besar of Perak from March 2008 to the collapse of his administration in February 2009, represented Changkat Jering from May 2013 to May 2018 and Pasir Panjang from March 2008 to May 2013 in the legislative assembly, and represented Bukit Gantang in the Dewan Rakyat from April 2009 to May 2013.
The Menteri Besar of Selangor, also referred to as the First Minister of Selangor is the head of government in the Malaysian state of Selangor. The Menteri Besar acts as a majority leader in the Selangor Assembly. According to convention, the Menteri Besar is the leader of the majority party or largest coalition party of the Selangor State Legislative Assembly.
Mohamed Azmin bin Ali is a Malaysian politician who is the current State Leader of the Opposition of Selangor and member of the Selangor State Legislative Assembly for Hulu Kelang since August 2023. Formerly a member of the Malaysian Parliament for Gombak from 2008 to 2022, Azmin served in the cabinets of Muhyiddin Yassin and Ismail Sabri Yaakob as Senior Minister of the Economic Cluster and Minister of International Trade and Industry from 2020 to 2022. A member of Parti Pribumi Bersatu Malaysia (BERSATU), which is a component party of Perikatan Nasional coalition, Azmin also served as a member of the Selangor State Legislative Assembly for Bukit Antarabangsa from 2008 to 2023. Azmin is also widely regarded as a key figure in the 2020–2022 Malaysian political crisis.
Dato' Haji Phahrolrazi bin Haji Mohd Zawawi is a Malaysian politician who served as Member of the Kedah State Legislative Assembly (MLA) for Alor Mengkudu from May 2018 to August 2023 and for Pengkalan Kundor from March 2008 to May 2018 as well as from December 1999 to March 2004, Leader of the Opposition of Kedah from July 2020 to October 2022 and Member of the Kedah State Executive Council (EXCO) in the Pakatan Rakyat (PR) state administration under former Menteri Besar Azizan Abdul Razak from March 2009 to February 2012. He is a member of the People's Justice Party (PKR), a component party of the Pakatan Harapan (PH) coalition and was an independent, a member of the National Trust Party (AMANAH), also a component party of the PH coalition and a member of the Malaysian Islamic Party (PAS), a former component party of the PR coalition. He also served as State Chairman of AMANAH of Kedah from November 2019 to his removal from the party in October 2022. He was also the State Deputy Chairman of AMANAH of Kedah and State Deputy Commissioner of PAS of Kedah.
The 2009 Perak constitutional crisis was a political dispute in Malaysia over the legitimacy of the Perak state government formed in February 2009. It began when three Pakatan Rakyat state legislators defected, causing a collapse of the state government. The Sultan of Perak then refused First Minister Mohammad Nizar Jamaluddin's request to dissolve the state assembly and call elections. Instead, the Barisan Nasional (BN), with support from the three defecting assemblymen, formed the new state government.
Rodziah binti Ismail is a Malaysian politician who has served the Member of Parliament (MP) for Ampang since November 2022. The "Kajang Move" was a political manoeuvre attempted in Malaysia in 2014. The manoeuvre sought to topple the 14th Menteri Besar of Selangor, Tan Sri Abdul Khalid Ibrahim, and install the national opposition leader Dato' Seri Anwar Ibrahim as his replacement. The move was initiated by Parti Keadilan Rakyat (PKR) Strategy Director, then Vice President cum Secretary General, Rafizi Ramli. He has also served as the Vice-President of PKR since July 2022 and State Chairman of PH of Selangor since March 2020 as well as of Pahang since September 2022.

Dato' Onn Hafiz bin Dato' Ghazi is a Malaysian politician who has served as the 19th Menteri Besar of Johor and Member of the Johor State Legislative Assembly (MLA) for Machap since March 2022. He served as Member of the Selangor State Executive Council (EXCO) in the Pakatan Harapan (PH) state administration under Menteris Besar Azmin Ali and Amirudin Shari from May 2018 to his removal from office in March 2020. Mohammad Fahmi bin Ngah is a Malaysian politician who has served as a Member of the Selangor State Executive Council (EXCO) in the Pakatan Harapan (PH) state administration under Menteri Besar Amirudin Shari and a Member of the Selangor State Legislative Assembly (MLA) for Seri Setia since August 2023. He is a member of the People's Justice Party (PKR), a component party of the PH coalition.
