This Council is similar in structure and role to the Cabinet of Malaysia, while being smaller in size. As federal and state responsibilities differ, there are a number of portfolios that differ between the federal and state governments. The Perlis State Executive Council is smaller compared to the ones in other states due to the smaller State Assembly. There are only 8 members instead of the 11 members in other states.
Members of the Council are selected by the Menteri Besar, appointed by the Raja. The Council has no ministry, but instead a number of committees; each committee will take care of certain state affairs, activities and departments. Members of the Council are always the chair of a committee.

The Menteri Besar of Selangor, also referred to as the First Minister of Selangor is the head of government in the Malaysian state of Selangor. The Menteri Besar acts as a majority leader in the Selangor Assembly. According to convention, the Menteri Besar is the leader of the majority party or largest coalition party of the Selangor State Legislative Assembly.
The Perlis State Legislative Assembly is the state legislature of the Malaysian state of Perlis. It is a unicameral institution, consisting of a total of 15 lawmakers representing single-member constituencies throughout the state. It is the smallest legislature in the nation in terms of members.
The Government of Perlis refers to the state government of Perlis. Its powers and structure are set out in the Constitution of the State of Perlis.
The Selangor State Executive Council forms the executive branch of the state government of Selangor, Malaysia. It comprises the Menteri Besar, appointed by the Sultan on the basis that he is likely to command the confidence of the majority of members of the Selangor State Legislative Assembly, and a minimum of four up to a maximum of ten members of the State Assembly. Wan Rosdy bin Wan Ismail is a Malaysian politician who has served as the 14th Menteri Besar of Pahang since May 2018 and Member of the Pahang State Legislative Assembly (MLA) for Jelai since March 2004. He served as Member of the Pahang State Executive Council (EXCO) from March 2008 to May 2018. He is a member and State Chairman of Pahang of the United Malays National Organisation (UMNO), a component party of the Barisan Nasional (BN) coalition. He has also served as the Vice President of UMNO since March 2023.

He is a member of the Malaysian Islamic Party (PAS), a component party of the PN coalition. He is the Division Information Chief of PAS of Kangar, Member of the State Committee of PAS of Perlis and State Youth Secretary of PAS of Perlis.
Izizam Ibrahim is a Malaysian politician who has served as Member of the Perlis State Executive Council (EXCO) in the Perikatan Nasional (PN) state administration under Menteri Besar Mohd Shukri Ramli as well as Member of the Perlis State Legislative Assembly (MLA) for Titi Tinggi since November 2022. He is the first Titi Tinggi MLA of Malay ethnicity. He is a member of the Malaysian United Indigenous Party (BERSATU), a component party of the PN and formerly Pakatan Harapan (PH) coalition. He is the State Treasurer of PN of Perlis, State Deputy Chairman of BERSATU of Perlis and Division Chief of BERSATU of Padang Besar. He is a member of the Malaysian United Indigenous Party (BERSATU), a component party of the coalition. He is the Acting Division Chief and Division Deputy Chief of BERSATU of Arau, State Information Chief of BERSATU of Perlis and Deputy Information Chief of PN of Arau. He is also presently one of the three BERSATU Perlis EXCO Members along with Izizam Ibrahim and Wan Zikri Afthar Ishak.
