Ruslan Bolbocean (born 20 November 1974) is a Moldovan diplomat who currently serves as State Secretary at the Ministry of Foreign Affairs and European Integration of the Republic of Moldova. [1]
Ruslan Bolbocean's professional career began in 1999 when he joined the Ministry of Foreign Affairs of the Republic of Moldova as a Third Secretary in the Eastern Europe and Central Asia General Directorate.
From 2001 to 2004,he served as the Second Secretary at the Embassy of the Republic of Moldova to Ukraine,during which he also represented Republic Moldova at the GUAM Information Office in Kyiv (2002-2004).
Continuing his career in diplomacy,Ruslan Bolbocean became the First Secretary and Counselor of the Eastern Europe and Asia Division,Bilateral Cooperation Department at MFAEI from 2004 to 2006. Subsequently,he took on the responsibility of Deputy Head of Mission and Counselor at the Embassy of the Republic of Moldova to the Russian Federation from 2006 to 2009.
In 2009,he became the Head of the Eastern Europe and Asia Division till 2011,when he earned the position of Deputy Head of the General Directorate for Bilateral Cooperation at MFAEI.
From 2015 to 2021,Ruslan Bolbocean held the position of Ambassador of the Republic of Moldova to Ukraine. Additionally,from 2016 to 2021,he served as the Ambassador of the Republic of Moldova to the Republic of Armenia,Republic of Uzbekistan,and Turkmenistan,with residence in Kyiv. [2]
Ruslan Bolbocean pursued higher education at the Nicolae Testemițanu State University of Medicine and Pharmacy of the Republic of Moldova,where he graduated in 1997. However,his passion for international affairs led him to further his studies at the International Relations Faculty of the Academy of Public Administration of the Republic of Moldova,where he completed his studies from 1997 to 1999.
In the year 2000,he attended the George C. Marshall European Center for Security Studies in Germany,where he successfully completed a course in international security. Between 2009 and 2013,Ruslan Bolbocean pursued his doctoral studies at Moldova State University.
In 2010,he attended the OSCE Summer Academy in Stadtschlaining,Austria.
In 2011,he participated in an International Course on reconstruction and post-conflict stabilization,organized by the Ministry of Foreign Affairs of Romania.
Ruslan Bolbocean is fluent in English,Ukrainian,and Russian. [3]
Since 1980,the foreign relations of Iraq have been influenced by a number of controversial decisions by the Saddam Hussein administration. Hussein had good relations with the Soviet Union and a number of western countries such as France and Germany,who provided him with advanced weapons systems. "Moldovan language",previously "Moldavian language" in historical English-language sources,is one of the two local names for the Romanian language in Moldova. Moldovan was declared the official language of Moldova in Article 13 of the constitution adopted in 1994,while the 1991 Declaration of Independence of Moldova used the name Romanian. In 2003,the Moldovan parliament adopted a law defining Moldovan and Romanian as glottonyms for the same language. In 2013,the Constitutional Court of Moldova interpreted that Article 13 of the constitution is superseded by the Declaration of Independence,thus giving official status to the name Romanian. The breakaway region of Transnistria continues to recognize Moldovan as one of its official languages,alongside Russian and Ukrainian. Ukraine also continues to make a distinction between Moldovan and Romanian,with one village declaring its language to be Romanian and another declaring it to be Moldovan,though Ukrainian officials have announced an intention to remove the legal status of Moldovan. On 16 March 2023,the Moldovan Parliament approved a law on referring to the national language as Romanian in all legislative texts and the constitution. On 22 March,the president of Moldova,Maia Sandu,promulgated the law.
The Trupele de Carabinieri is the national gendarmerie force of the Republic of Moldova,under the administration of the Ministry of Internal Affairs of Moldova. The Moldovan Carabinieri are to ensure,together with the police or independently,public order,protection of rights and freedoms of citizens,owners' properties and prevention of violations of the law. The structure of the agency is based on the Italian Carabinieri,where it gets its name.

Relations between Romania and PLO have been strong since the beginning of the Communist regime in Romania in 1947. Relations between Romania and the PLO were established and strengthened under the regime of Nicolae Ceauşescu,who ruled Romania from 1965 until 1989. In 1974 Romania recognized the PLO and a representative office was established in Bucharest. The PLO representative office later became an embassy. During that time many Palestinian militants were trained in Romania and most of the weapons that the PLO used against Israel were made in the Soviet Union and the Warsaw Pact countries including Romania. Even after the Romanian Revolution of 1989 which overthrew the communist regime and established a democratic republic,Romania remained committed to the Middle East peace process and the establishment of a separate Palestinian state. In fact,Romania had maintained bilateral relations both with Israel and the Palestine Liberation Organization and was seen by both sides as a neutral mediator. Romania was one of the first countries to recognize the Palestinian Authority after the Palestinian Declaration of Independence on November 15,1988. Romania has since maintained relations with the Palestinian Authority and has always supported Palestinians' cause in the United Nations.

Alexandru Jizdan is a Moldovan politician and police officer who served as Minister of Internal Affairs of Moldova from 2016 to 2019 in the Filip Cabinet. Previously he worked in various positions in structures of Interior Ministry,and in 2015-2016 worked as deputy director of Information and Security Service of the Republic of Moldova. After the April 2009 protests in Moldova he was awarded by the then-minister Gheorghe Papuc for executing well the orders. From March 9,2019,the MP of the DPM in the Parliament of the Republic of Moldova.
The Order of Honour is a state order of the Republic of Moldova established by Parliament of Moldova in 2002,which is awarded by presidential decree. It is the fourth highest distinction of Moldova,after Order of the Republic,Order of Ştefan cel Mare,Order of Bogdan the Founder,and just before the Order of Loyalty to the Homeland. The Order of Honour can be awarded also to organizations,institutions,etc.
Nicolae "Nicu" Popescu is a Moldovan author and diplomat serving as Minister of Foreign Affairs and European Integration of Moldova since 6 August 2021 in the Gavrilita and then Recean cabinets. He was also Moldova's Foreign Minister in the period of 11 June - 14 November 2019 in the Sandu Cabinet. Until his appointment,he was the director of the Wider Europe programme of the European Council on Foreign Relations and visiting professor at Sciences Po-Paris.

The Second European Political Community Summit was a meeting of the European Political Community held on 1 June 2023 at Mimi Castle,Bulboaca,35 kilometres from Chișinău,Moldova. It was attended by forty-five heads of states and governments,as well as leaders of European Union institutions.
