Sam Mangusho Cheptoris is a Ugandan politician. He is the Cabinet Minister of Water and Environment in the Cabinet of Uganda. He was appointed to that position on 6 June 2016. [1] [2] [3] [4] In 2021 he was elected as member of parliament for Kapchorwa Municipality. [5] [6]

Background and education

Sam Cheptoris was born in present-day Kapchorwa District, on 12 December 1949. He studied at Nabumali High School, before attending the University of Nairobi where he graduated with a Bachelor of Arts. Later, he studied at Makerere University, graduating first with a Postgraduate Diploma in Education and later with a Master of Education. [7]

Academic career

In 1975, after his undergraduate studies in Nairobi, Cheptoris served as a teacher of English and English Literature at Sebei College, Tegeres. Between 1978 and 1981, he served as deputy head teacher at the same school. After brief stints at Comboni College and at Gamatui Girls School, he came back to Sebei College as Headmaster in 1998. He retired from academics in 2009. [7]

Political career

In 2011 Cheptoris won the Kapchorwa District LC5 position on the National Resistance Movement political party ticket. After one five-year term, he successfully contested for the newly created Kapchorwa Municipality constituency in the Parliament of Uganda. [7] On 6 June 2016, he was appointed as Cabinet Minister of Water and Environment. [8] Among his priorities as a member of parliament are: (a) to establish an irrigation system in the constituency to boost agricultural production, (b) to assist in the creation of a university in the sub-region, (c) to assist in the re-establishment of "Elgon Cooperative Union", and (d) to establish a water and sewerage system in Kapchorwa Municipality. [9]

Business interests

Cheptoris is the proprietor of (a) Kapchrowa Standard Academy, a secondary school in Kapchorwa District and (b) Cheminy Standard Academy, a secondary school in neighboring Kween District. [10]

Stephen Chemoiko Chebrot is a Ugandan physician and politician. He is the current State Minister for Transport in the Ugandan Cabinet. He was appointed to that position on 27 May 2011. He replaced Simon Ejua, who was dropped from the Cabinet. In the cabinet reshuffle of 1 March 2015, he retained his cabinet portfolio. Stephen Chebrot also serves as the elected Member of Parliament for "Tingey County", in Kapchorwa District.

Grace Freedom Kwiyucwiny, also Grace Kwiyucwiny, is a Ugandan politicianwho serves as the State Minister for Northern Uganda in the Ugandan Cabinet. She was appointed to that position on 6 June 2016. She also served as the woman Member of Parliament representing the Zombo District.

Joy Kabatsi, also Joy Kabatsi Kafura, is a Ugandan lawyer, farmer and politician. As of January 2020, she was the State Minister of Transport in the Cabinet of Uganda, effective December 2019. She belongs to National Resistance Movement political party.

Persis Princess Namuganza is a Ugandan politician and the State Minister for Lands, Housing and Urban Development (Lands) in the Cabinet of Uganda. She was appointed to that position on 6 June 2016. Namuganza concurrently serves as the elected representative of Bukono County in Namutumba District, in the 11th Parliament (2021–2026).

Mary Goretti Kitutu, also Mary Goretti Kitutu Kimono is a Ugandan academic, politician and environmentalist. She was appointed Minister for Karamoja Affairs on 8 June 2021, replacing John Byabagambi. She was the Minister of Energy and Mineral Development, in the Ugandan Cabinet, from 14 December 2019 to 8 June 2021. Before that, from 10 June 2016, until 14 December 2019, she served as the State Minister for the Environment in the Cabinet of Uganda. Dr Mary Kitutu concurrently serves as the elected Manafwa District Women's Representative, in the 10th Parliament.

Peace Regis Mutuuzo is a Ugandan politician who serves as the Women representative for Bunyangabu District. She is the Minister of State for Gender and Culture in the Ugandan Cabinet. She was appointed to that position on 6 June 2016. In 2021, she was re elected into the eleventh Uganda Parliament.

Denis Hamson Obua, is a Ugandan politician, who serves as the Government Chief Whip, a position he was appointed to on 21st July 2022. The office was officially handed over to him on 16th August 2022. He previously served as Minister of State for Sports, in the Cabinet of Uganda, effective 14 December 2019. He also concurrently serves as the incumbent Member of Parliament representing Ajuri County, Alebtong District in the 11th Parliament, a seat he also held in the 10th Parliament.
