Sara Minkara is a Lebanese-American inclusion and disability expert. She is a disability rights advocate who serves as the United States Special Advisor on International Disability Rights in the U.S. Department of State.
Minkara is of Lebanese descent and is a first-generation immigrant American. [1] A Muslim, [1] Minkara became legally blind when she was seven years old. [2]
She received her Bachelor of Arts at Wellesley College and her Master of Public Policy at Harvard University. [1]
Minkara's sister Mona Minkara is also legally blind. Mona Minkara is a scientist and advocate for the visually impaired. [3]
Minkara founded the non-profit organization Empowerment Through Integration (ETI) [1] and the company Sara Minkara LLC. [4] ETI works with blind children, including refugees in Lebanon to help them build independence and learn life skills, like how to walk with a white cane or use a computer. [2] ETI also runs a summer camp for both blind and sighted children that promotes social skills. Sara Minkara LLC is a consulting and advisory firm that promotes authentic leadership through customized services for clients around the world. She established ETI when she was an undergraduate student. [1]
Minkara has been recognized by the Clinton Foundation's Clinton Global Initiative, and Forbes listed her in its Forbes 30 Under 30 list. [2] In 2014–2015, she was a fellow at the Harvard University's Carr Center for Human Rights Policy and later a Dublin Fellow at John F. Kennedy School of Government at Harvard University. [5] She was also a Halycon fellow, an Echoing Green fellow, [6] the recipient of the Emily Bultch Peace and Justice Award, and MIT IDEAS Award, and a Harvard Emerging Leader. [6]
Minkara was a subject of the documentary "Losing Sight, But Gaining a Vision." The film, produced by Harvard graduate Gloria Hong, won the Grand Jury Prize at the 2015 Girls Impact the World Film Festival. [7]
On October 28, 2021, United States President Joe Biden appointed Sara Minkara United States Special Advisor on International Disability Rights at the State Department. The position was established by President Barack Obama. It was not filled during the Donald Trump presidency. [8] [9]

Judith Ellen "Judy" Heumann was an American disability rights activist, known as the "Mother of the Disability Rights Movement". She was recognized internationally as a leader in the disability community. Heumann was a lifelong civil rights advocate for people with disabilities. Her work with governments and non-governmental organizations (NGOs), nonprofits, and various other disability interest groups significantly contributed to the development of human rights legislation and policies benefiting children and adults with disabilities. Through her work in the World Bank and the State Department, Heumann led the mainstreaming of disability rights into international development. Her contributions extended the international reach of the independent living movement.

Mira Rapp-Hooper is an American political scientist currently serving as Special Assistant to the President and Senior Director for East Asia and Oceania at the White House National Security Council (NSC) in the Biden administration. She is the White House’s top advisor for and responsible for coordinating US government policy towards the region. From 2021–2023 she served as Director for Indo-Pacific Strategy at the NSC where she was responsible for the White House’s Indo-Pacific Strategy, the management of the Quad partnership among Australia, India, Japan, and the United States, and US-Japan-ROK trilateral relations, among other initiatives. In 2021 she briefly served at the State Department on the Secretary’s Policy Planning Staff.

Mona Minkara is an Assistant Professor in the Department of Bioengineering at Northeastern University, a position she held as of 2023. Her research primarily employs computational methods to explore the air-liquid interface, with a particular focus on respiratory physiology and drug delivery. Minkara, who is blind, is also a prominent advocate for the inclusion and support of blind and partially sighted individuals in science and engineering fields.
