Scott A. Teare (born 1951) [1] became the Secretary General [2] and one of 12 elected volunteer members of the World Scout Committee,the main executive body of the World Organization of the Scout Movement in January 2013. [3] [4] [5]
Teare's mother was a Den Leader and his father was a Cubmaster in the Boy Scouts of America. At the age of eight he joined the Cubs. He says "Cub Scouting brought us together and made us much closer where we had adult-like conversations..." [6] He became an Eagle Scout,had a 38-year career that began in his hometown of Flint,Michigan. He worked as a part-time Scout Executive of Tall Pine Council while finishing a degree at the University of Michigan,then joined professional Scouting full time in 1974. After serving as Scout Executive of Thatcher Woods Area Council in Oak Park,Illinois,he joined the national BSA staff in 1990. In addition to his 13 years as Director of the International Division,he served in the Finance Support Division,the External Communications Division,and the office of the Chief Scout Executive. He first attended the 18th World Scout Jamboree in 1995.
Appointed on 29 September 2012,Teare became the first non-European to serve as WOSM Secretary General,taking up the post on 1 January 2013. Teare's appointment came at a critical moment,said Dan Ownby of Houston,who also serves on the World Scout Committee,which selected Teare. "At the world level,we've been doing a major reconstruction of the office with a potential change of location,a new accounting system,and a realignment of the office structure. These are not easy changes,but we've seen the world change,and world Scouting has to keep up with that change." [7]
In 2012,Teare was awarded the 339th Bronze Wolf ,the only distinction of the World Organization of the Scout Movement,awarded by the World Scout Committee for exceptional services to world Scouting.
In August 2013,Teare announced his intention to relocate the World Scout Bureau Central Office (WSB-CO) to Kuala Lumpur. [8] The Bureau was first established in London,England in 1920,moved to Ottawa,Ontario,Canada in 1959 and has been located in Geneva,Switzerland since 1968. [9]
Scouting, also known as the Scout Movement, is a worldwide youth movement employing the Scout method, a program of informal education with an emphasis on practical outdoor activities, including camping, woodcraft, aquatics, hiking, backpacking, and sports. Another widely recognized movement characteristic is the Scout uniform, by intent hiding all differences of social standing in a country and encouraging equality, with neckerchief and campaign hat or comparable headwear. Distinctive uniform insignia include the fleur-de-lis and the trefoil, as well as merit badges and other patches.
The World Organization of the Scout Movement is the largest international Scouting organization. WOSM has 174 members. These members are recognized national Scout organizations, which collectively have around 43 million participants. WOSM was established in 1922, and has its operational headquarters at Kuala Lumpur, Malaysia and its legal seat in Geneva, Switzerland. It is the counterpart of the World Association of Girl Guides and Girl Scouts (WAGGGS).
The Scout Promise is a spoken statement made by a child joining the Scout movement. Since the publication of Scouting for Boys in 1908, all Scouts and Girl Guides around the world have taken a Scout promise or oath to live up to ideals of the movement, and subscribed to a Scout Law. The wording of the Scout Promise and Scout Law have varied slightly over time and from country to country. Although most Scouting and Guiding organizations use the word "promise", a few such as the Boy Scouts of America tend to use "oath" instead.
The European Scout Region is one of six geographical subdivisions of the World Organization of the Scout Movement, headquartered in Geneva, Switzerland, with a satellite office in Brussels, Belgium.
The coeducational Organization of the Scout Movement of Kazakhstan was officially founded in 1992, and received World Organization of the Scout Movement recognition on January 16, 2008. In 2011, it had 1,223 members.
Lietuvos skautija, the primary national Scouting organization of Lithuania, became a member of the World Organization of the Scout Movement in 1997. The coeducational Lietuvos skautija has 1,446 members as of 2012.
The Eurasian Scout Region is the divisional office of the World Scout Bureau of the World Organization of the Scout Movement, headquartered in Kyiv, formerly located at Gurzuf near Yalta-Krasnokamianka, Ukraine, with a branch office in Moscow. All the formerly communist states of Central and Eastern Europe, Central Asia and the Soviet Union have developed or are developing Scouting in the wake of the renaissance in the region. These include most of the successor states to the Soviet Union, in the Commonwealth of Independent States. The 1996/99 Triennial Report of the World Scout Committee/World Organization of the Scout Movement shows that WOSM is aggressively pursuing the organization of Scouting activities in the countries of the former Soviet Union, according to its own vision.
The Myanmar Scout Association is the national Scouting organization in Myanmar. Scouting in Myanmar was started in 1916 and disbanded in 1964 due to country's political changes; the current organization was formed in 2012 under the supervision and support of the Ministry of Education of Myanmar and became a member of the World Organization of the Scout Movement on 11 August 2016. It has about 21,007 members.
The Asociación de Scouts de Cuba was the national Scouting organization of Cuba from 1927 to 1961. Scouting in Cuba started in 1914, in 1927 the ASC was founded and became a member of the World Organization of the Scout Movement the same year and was suspended from WOSM membership in 1961. At the end of the 1950s, the boys-only association had about 6,500 members. Cuba is now one of only five of the world's independent countries that do not have Scouting.
Colonel John Skinner "Belge" Wilson (1888–1969) was a Scottish scouting luminary and friend and contemporary of General Baden-Powell, recruited by him to head the International Bureau, later to become the World Bureau of the World Organization of the Scout Movement. Wilson was acting director from 1938 to 1939 following the death of Hubert S. Martin; he was elected in 1939 and remained in office until 1951. He then became Honorary President of WOSM for four years.
Hui Chung-shing, BBS, MH, JP, anglicised as Herman Hui, is a former chairman of the World Scout Committee, the executive board for the World Organization of the Scout Movement from 2005 to 2008.
Eduardo Missoni is an Italian medical doctor who has been active in numerous social causes. He was appointed as the Secretary General of the World Organization of the Scout Movement from April 1, 2004 through November 30, 2007.
Luc Panissod was Secretary General of the World Organization of the Scout Movement (WOSM). He previously held the role of Deputy Secretary General of WOSM and was made acting WOSM Secretary General in mid-November 2007 in replacement of Eduardo Missoni, following an institutional crisis over leadership and finance. In March 2009 he was officially appointed to the position of Secretary General of WOSM. Panissod laid down his post on 31 December 2011.
Salvador Fernández Beltrán D.J.C. was among the first in the Americas to receive Wood Badge training, at Gilwell Park, England. He was the first to receive honorary appointment as Deputy Camp Chief of Gilwell. With this influence, the Scouts of Cuba began to use short trousers like those worn by the English.
The National Organization of the Scouts of Ukraine is an all-Ukrainian non-profit youth public organization that enables young people to play a constructive role in society through non-formal education. NOSU is a member of the World Organization of the Scout Movement (WOSM) and participates in international Scouting events and activities. It was established in 2007 by the representatives of three largest Scout organizations in Ukraine, the all-Ukrainian youth organization "SPOK", Plast and the All-Ukrainian organization Sich (Січ) meaning Cossack fortress and some local groups. Since then it has grown to become one of the largest youth organizations in the country. Membership stood at 4,650 Scouts in 2011.
Dominique Bénard of Bogève, France is former Deputy Secretary-General of the World Organization of the Scout Movement in Geneva, Switzerland, from August 2004 to April 2007. Bénard led the departments of Education, Research and Development at the World Scout Bureau, which includes Youth Participation, Program for Adolescents and Young Adults, Children in Need, Recruitment and Formation of Adult Volunteers, 2007 Centenary, and World Events for Young People. Bénard oversaw contact with the European, Arab, and InterAmerican offices.
Ahmad Alhendawi is a Jordanian activist and United Nations official. He currently serves as the Secretary-General of the World Organization of the Scout Movement, the youngest in the history of the organization. Prior to this, he was the first-ever United Nations Secretary-General's Envoy on Youth, appointed by the Secretary-General of the United Nations on January 17, 2013, as the youngest senior official in the history of the United Nations at that time. He supported UN Secretary-General Ban Ki-moon in addressing his thematic priority of working with and for young people as part of his current Five-Year Action Agenda.
Kim Kyu-young served as the Director of the Korea Scout Association from 1982 to 1991 and Regional Director of the Asia-Pacific Region of the World Scout Bureau from 1990 to 2002.
Irina Pruidze is Secretary General of the Georgian Organization of the Scout Movement and the outgoing Regional Chair of the Eurasia Regional Scout Committee of the World Organization of the Scout Movement (WOSM).
