The Sea Empress oil spill occurred at the entrance to the Milford Haven Waterway in Pembrokeshire, Wales on 16 February 1996. The Sea Empress was en route to the Texaco oil refinery near Pembroke when she became grounded on mid-channel rocks at St. Ann's Head. Over the course of a week, she spilt 72,000 tons of crude oil into the sea. The spill occurred within the Pembrokeshire Coast National Park – one of Europe's most important and sensitive wildlife and marine conservation areas. It was Britain's third largest oil spillage and the twelfth largest in the world at the time. [1]
Sailing against the outgoing tide and in calm conditions, at 20:07 GMT the ship was pushed off course by the current and became grounded after hitting rocks in the middle of the channel. The collision punctured her starboard hull causing oil to pour out into the sea. Tugs from Milford Haven Port Authority were sent to the scene and attempted to pull the vessel free and re-float her. During the initial rescue attempts, she detached several times from the tugs and grounded repeatedly – each time slicing open new sections of her hull and releasing more oil. A full scale emergency plan was activated by the authorities. News of the grounding was first reported at 21:18 on the BBC's Nine O'Clock News – just over an hour after she ran aground.
Over the next few days, efforts to pull the vessel from the rocks continued. Tugboats were drafted in from the ports of Dublin, Liverpool and Plymouth to assist with the salvage operation.
The Sea Empress disaster occurred in Britain's only coastal national park and in one of only three UK marine nature reserves. The tanker ran aground very close to the islands of Skomer and Skokholm – both national nature reserves, Sites of Special Scientific Interest (SSSI) and Special Protection Areas and home to Manx shearwaters, Atlantic puffins, guillemots, razorbills, great cormorants, kittiwakes, European storm-petrels, common shags and Eurasian oystercatchers.
Birds at sea were hit hard during the early weeks of the spill, resulting in thousands of deaths. The Pembrokeshire grey seal population didn't appear to be affected too much and impacts to subtidal wildlife were limited. However, much damage was caused to shorelines affected by bulk oil. Shore seaweeds and invertebrates were killed in large quantities. Mass strandings of cockles and other shellfish occurred on sandy beaches. Rock pool fish were also affected. However, a range of tough shore species were seen to survive exposure to bulk oil and lingering residues.
A rescue centre for oiled birds was set up in Milford Haven. According to the Countryside Council for Wales (CCW), over 70% of released guillemots died within 14 days. Just 3% survived two months and only 1% survived a year.
The Pembrokeshire coast is home to common porpoises and bottlenose dolphins. The effects of the oil and chemical pollution on these species remains unknown. Significant numbers of both species were recorded in the waters off the Skomer Marine Nature Reserve during the spring and summer of 1996.
The main containment and dispersement of the oil slick at sea was completed within six weeks. However, the removal of oil on shore took over a year until the late spring of 1997. Small amounts of oil were still found beneath the sand on sheltered beaches and in rock pools in 1999 – three years after the spill.
The effects of the spill were not as bad as initially predicted. This was due in part to the time of year when the spill occurred. In February, many migratory animals had not yet arrived back in Pembrokeshire for breeding. Along with stormy weather which helped break-up and naturally disperse the oil, the effect on wildlife would have been much worse if the spill had occurred just a month later. The spill would undoubtedly have been catastrophic for both the environment and local economy if it had occurred during the summer months.
Much of the Pembrokeshire coastline recovered relatively quickly. By 2001, the affected marine wildlife population levels had more-or-less returned to normal.
There was an immediate ban on fishing off the coast of Pembrokeshire and south Carmarthenshire which had a devastating impact on the local fishing industry. The ban remained in place for several months and was lifted in stages. Many local fishermen received financial compensation for the loss of income due to the ban.
The spill occurred just a few weeks before the Easter break when many holidaymakers would be visiting the area. Some sheltered beaches and tidal estuaries were still covered with oil, but the main tourist locations of Tenby, Saundersfoot, Pendine, Manorbier and Bosherston were superficially cleaned.
A large clean-up operation began as soon as the Sea Empress started spilling oil. Volunteers and paid hands alike, came together to restore the beautiful beaches of Pembrokeshire. In the immediate days and weeks that followed, one thousand people worked around the clock to rescue oiled birds and remove oil from beaches using suction tankers, pressure washers and oil-absorbing scrubbers. The main clean-up operation lasted several weeks and continued on a reduced scale for over a year.
Almost three years after the spill in January 1999, Milford Haven Port Authority (MHPA) was fined a record £4m after pleading guilty to the offence of causing pollution under the Water Resources Act 1991. The MHPA was also required to pay a further £825,000 prosecution costs by agreement.
The cost of the clean-up operation was estimated to be £60m. When the effects to the economy and environment are taken into account, the final cost is estimated to have been twice that, at £120m ($129602160 USD).
Following the spill, the Sea Empress was repaired and renamed five times. In 2004, she was sold and moved to Chittagong as a floating production, storage and offloading unit (FPSO). In September 2009, she was acquired by Singapore-based Oriental Ocean Shipping Holding PTE Ltd, renamed MV Welwind and converted from an oil tanker to bulk carrier. The Pembrokeshire Coast Path, often called the Pembrokeshire Coastal Path, is a designated National Trail in Pembrokeshire, southwest Wales. Established in 1970, it is a 186-mile (299 km) long-distance walking route, mostly at cliff-top level, with a total of 35,000 feet (11,000 m) of ascent and descent. At its highest point – Pen yr afr, on Cemaes Head – it reaches a height of 574 feet (175 m), and at its lowest point – Sandy Haven crossing, near Milford Haven – it is just 6 feet (2 m) above low water. Whilst most of the coastline faces west, it offers – at varying points – coastal views in every direction of the compass.
Oriental Nicety, formerly Exxon Valdez, Exxon Mediterranean, SeaRiver Mediterranean, S/R Mediterranean, Mediterranean, and Dong Fang Ocean, was an oil tanker that gained notoriety after running aground in Prince William Sound, spilling its cargo of crude oil into the sea. On March 24, 1989, while owned by the former Exxon Shipping Company, captained by Joseph Hazelwood and First Mate James Kunkel, and bound for Long Beach, California, the vessel ran aground on the Bligh Reef, resulting in the second largest oil spill in United States history. The size of the spill is estimated to have been 40,900 to 120,000 m3. In 1989, the Exxon Valdez oil spill was listed as the 54th largest spill in history.
Skokholm or Skokholm Island is an island 2.5 miles (4.0 km) off the coast of Pembrokeshire, Wales, south of the neighbouring island of Skomer. The surrounding waters are a marine reserve and all are part of the Pembrokeshire Coast National Park. Both islands are listed as Sites of Special Scientific Interest.
Skomer or Skomer Island is an island off the coast of Pembrokeshire, in the community of Marloes and St Brides in west Wales. It is well known for its wildlife: around half the world's population of Manx shearwaters nest on the island, the Atlantic puffin colony is the largest in southern Britain, and the Skomer vole is unique to the island. Skomer is a national nature reserve, a Site of Special Scientific Interest and a Special Protection Area. It is surrounded by a marine nature reserve and is managed by the Wildlife Trust of South and West Wales.
SS Torrey Canyon was an LR2 Suezmax class oil tanker with a cargo capacity of 118,285 long tons (120,183 t) of crude oil. She ran aground off the western coast of Cornwall, United Kingdom, on 18 March 1967, causing an environmental disaster. At that time she was the largest vessel ever to be wrecked.
Dale is both a small village and a community in Pembrokeshire, Wales, located on the peninsula which forms the northern side of the entrance to the Milford Haven Waterway. The village has 205 inhabitants according to the 2001 census, increasing to 225 at the 2011 Census.
The MV Braer was an oil tanker which ran aground during a storm off Shetland, Scotland, in January 1993, and nearly a week later broke up during the most intense extratropical cyclone on record for the northern Atlantic Ocean, the Braer Storm of January 1993.
The Aegean Sea tanker oil spill was a spill that occurred on 3 December 1992 when the double-bottomed Greek-flagged oil tanker, Aegean Sea, en route to the Repsol refinery in A Coruña, Spain, suffered an accident off the Galician coast. The ship had successfully passed all required tests and revisions. The accident occurred during extreme weather conditions and affected the Galician coast resulting in ecosystem damage, as well as damage to the fishing and tourist industries in A Coruña. The captain and pilot were found to be criminally liable and the shipowner took on much of the monetary liability.
The MV Sea Empress was a single-hull Suezmax oil tanker that ran aground at the entrance to the Milford Haven harbour on the southwest coast of Wales in February 1996. The ensuing oil spill, Britain's third largest oil spillage and the 12th largest in the world at the time, devastated a considerable area of local coastline and killed many birds, and continued to affect the Pembrokeshire coast for years afterwards.
MT Haven, formerly Amoco Milford Haven, was a VLCC, leased to Troodos Shipping. In 1991, while loaded with 144,000 tonnes of crude oil, the ship exploded, caught fire and sank off the coast of Genoa, Italy, killing six Cypriot crew and flooding the Mediterranean with up to 50,000 tonnes of crude oil. It broke in two and sank after burning for three days.
Milford Haven Waterway is a natural harbour in Pembrokeshire, Wales. It is a ria or drowned valley which was flooded at the end of the last ice age. The Daugleddau estuary winds west to the sea. As one of the deepest natural harbours in the world, it is a busy shipping channel, trafficked by ferries from Pembroke Dock to Ireland, oil tankers and pleasure craft. Admiral Horatio Nelson, visiting the haven with the Hamiltons, described it as the next best natural harbour to Trincomalee in Ceylon and "the finest port in Christendom". Much of the coastline of the Waterway is designated as a Site of Special Scientific Interest, listed as Milford Haven Waterway SSSI.
The Pembroke Refinery is an oil refinery situated on the Pembrokeshire coast in Wales at Rhoscrowther in the community of Angle. It first came on stream in 1964 and was Regent/Texaco's only British refinery. The refinery occupies a prominent position on the south bank of the Milford Haven Waterway and can be seen for many miles. Around a quarter of the site is within the Pembrokeshire Coast National Park which was created in 1952.
The West Cork oil spill was an oil spill off the southern coast of Ireland. The spill was first identified by the European Maritime Safety Agency's CleanSeaNet satellite monitoring system on 14 February 2009. An Irish Air Corps marine patrol aircraft confirmed the slick's presence near the Russian aircraft carrier Admiral Kuznetsov which was undergoing refuelling around the same time. The British Coastguard and Irish Department of Transport agreed that around 300 tonnes of oil were spilled. The Russian Navy accepted responsibility for the incident but disputed the quantity, claiming around 20-30 tonnes had been spilt either whilst washing the decks or pumping out the bilges of the carrier, the Russian Navy made no notification to any authority at the time of the spill. The oil spill drifted eastwards and there were fears that the spill would wash up on the coast of south eastern Ireland or Wales but it broke up before this.
The Cosco Busan oil spill occurred at 08:30 UTC-8 on 7 November 2007 between San Francisco and Oakland, California, in which 53,569 US gal (202,780 L) of IFO-380 heavy fuel oil, sometimes referred to as "bunker fuel", spilled into San Francisco Bay after the container ship Cosco Busan, operated by Fleet Management Limited struck Delta Tower of the San Francisco–Oakland Bay Bridge in thick fog.
MV Jessica was an oil tanker that was involved in an oil spill in the Galápagos Islands, a chain of islands 972 km (525 nmi) west of continental Ecuador, of which they are a part. The ship was registered in Ecuador and owned by Acotramar. On the evening of 16 January 2001, Jessica ran aground at Wreck Bay, at the entrance to the port of Puerto Baquerizo Moreno, the capital of the Galápagos Province, located on the southwestern coast of San Cristóbal Island. The ship was carrying 600 tons of diesel oil and 300 tons of intermediate fuel oil. The diesel was destined for the fuel dispatch station on Baltra Island, while the fuel oil was destined for the tourist vessel Galapagos Explorer.
The Angle Peninsula Coast on the southern side of the entrance to the Milford Haven Waterway in Pembrokeshire, Wales, is a Site of Special Scientific Interest. There is a wide range of wildlife and a former RAF airfield.
The Amoco Cadiz oil spill took place on 16 March 1978, when the oil tanker Amoco Cadiz, owned by the American petroleum company Amoco, ran aground on Portsall Rocks, 2 km (1.2 mi) from the coast of Brittany, France. The vessel ultimately split in three and sank. The US National Oceanic and Atmospheric Administration (NOAA) estimates that the total oil spill amounted to 220,880 metric tonnes of oil which amounts to over 58 million gallons or 256.2 million litres, making it the largest oil spill of its kind at the time.
The Torrey Canyon oil spill was one of the world's most serious oil spills. The supertanker SS Torrey Canyon ran aground on rocks off the south-west coast of the United Kingdom in 1967, spilling an estimated 25–36 million gallons of crude oil. Attempts to mitigate the damage included the bombing of the wreck by aircraft from the Royal Navy and Royal Air Force. Hundreds of miles of coastline in Britain, France, Guernsey, and Spain were affected by the oil and other substances used in an effort to mitigate damage.
The SS Arrow was an oil tanker built by Bethlehem Steel Company, Sparrows Point, Baltimore, Maryland in 1948 as the tanker Olympic Games. Renamed Sea Robin in 1960 and finally Arrow in 1962, the ship was a Liberian-registered tanker owned by the Sun Navigation Company. At 551.2 feet in length and 68.3 feet in width, with a draft of 29.9 feet, she was an enlarged version of the standard American World War II tanker design and one of the oldest tankers in the fleet of Aristotle Onassis. The Arrow ran aground and spilled its load of oil into Chedabucto Bay on February 4, 1970. This remains the most significant oil spill off Canada’s East Coast, with some 10,000 tonnes. Only the MV Kurdistan accident has come close, spilling about 6,000 tons of oil after breaking apart in the Cabot Strait on March 15, 1979.
The Tasman Spirit oil spill occurred in the Arabian Sea just outside the Port of Karachi, Karachi, Pakistan on July 27, 2003, when Tasman Spirit, an oil tanker owned by Maltese company Assimina Maritime, bound for the Port of Karachi, Karachi from Kharg Island, Iran, ran aground while navigating to the Port of Karachi, at the Clifton Beach, at 12:57 p.m. local time and spilled approximately 30,000 metric tonnes of light crude oil over the next few days. It is considered to be one of the worst human-caused environmental disasters in Pakistan. The Tasman Spirit spill is The oil, originally extracted from oil fields in Iran, eventually affected 16 kilometres (9.9 mi) of the main public beach of the city, and the Port of Karachi, which were heavily or moderately oiled.
