Shakuni Choudhary (born 4 January 1936) is an Indian politician who is a founding member of Samata Party. [1] [2] He was elected to the Lok Sabha, lower house of the Parliament of India from Khagaria Lok Sabha constituency as member of the Samata Party. [3] [4] [5] Choudhary has been known for political defection and has remained Deputy Speaker in the Bihar Legislative Assembly.
He was a former loyal to the Rashtriya Janata Dal (RJD) but left the party on the ground of it promoting the interest of Lalu Prasad Yadav's family. The defection happened soon after his son Samrat Choudhary orchestrated a split in RJD by alienating thirteen MLAs to seek recognition as separate splinter group. [6] [7]
Choudhary was born on 4 January 1936 in Lakhanpur village of Munger district. He is married to Parvati Devi. Choudhary belongs to Koeri community and had claimed to hold significant hold over his community in the state. [8] [9] His ancestral village is in Lakhanpur in Tarapur block of Munger district. His son Samrat Choudhary is a Member of Legislative Council from the Bharatiya Janata Party. Choudhary has served in the Indian Army for 15 years after that he joined active politics. [10] [11]
Choudhary was elected to the Bihar Legislative Assembly from Tarapur constituency in Munger district of Bihar in 1985 as Independent politician. Later joined Indian National Congress and won the same seat in 1990 Bihar Legislative Assembly election. In 1995 Bihar Legislative Assembly election, he shifted allegiance to Samata Party of George Fernandes. [12]
In 1995 Bihar Assembly elections, the Tarapur constituency came into limelight, when the candidate of Indian National Congress, Sachidanand Singh was attacked by grenades along with his supporters. Singh was taken to a hospital at Tarapur; the hospital was subsequently attacked and Singh was assassinated. In these subsequent incidents, nine people were killed. A total of thirty three people were accused in this case, among them, Choudhary was one of the main accused. However, the investigations were halted after some time. Soon after this incident, in the counting of votes, Choudhary was declared winner in the 1995 Assembly elections. [12]
In 1998, he was elected to Lok Sabha from Khagaria, Bihar, as member of the Samata Party by defeating Anil Kumar Yadav of Rashtriya Janata Dal. He was elected to Bihar Legislative Assembly in 2000 Bihar Election from Tarapur constituency as a member of Rashtriya Janata Dal and was made a minister in Rabri Devi cabinet. [13]
In 2015, he joined the rebellion of Jitan Ram Manjhi and joined Hindustani Awam Morcha a party created by Manjhi after his exit from Janata Dal (United). He was made Bihar State President of Hindustani Awam Morcha. [14] He again contests in 2015 Bihar Election from Tarapur constituency as a member of Hindustani Awam Morcha but lost to Mewalal Chaudhary of Janata Dal (United) by about 12,000 votes. After the dismal performance of the party, he quit the Party chief position and politics. [15] [16]
However, in 2019, Choudhary addressed a meeting of the Bharatiya Janata Party leaders and gave indication of joining active politics once again with the membership of the BJP. [17] Between 1985 and 2010, he represented Tarapur Assembly constituency for six times with his tenure as legislator spanning over three decades. In 2021, his younger son Rohit Chaudhary was inducted into Janata Dal United by the party leadership with an eye over formidable Kushwaha votes in the constituency. It is reported that due to his influence in Munger region, the member of parliament, Lalan Singh, who represents the constituency in Lok Sabha rushed to his house to take his blessing soon after filing of nomination papers by JDU candidate Rajeev Kumar Singh Kushwaha for the 2021 bypolls to ensure latter's victory . Janata Dal (United) ("People's Party (United)"), abbreviated as JD(U), is an Indian political party with political presence mainly in eastern and north-eastern India. JD(U) is recognised as a state party in the states of Bihar and Manipur and is a part of government in both the states. JD(U) heads the government in Bihar and is part of the NDA government in Manipur. JD(U) won 12 seats in the 2024 Indian general election, making it the seventh largest party in the Lok Sabha. JD(U) states that they believe in promoting social justice and lifting up marginalized peoples.
Rajiv Ranjan Singh also known as Lalan Singh is an Indian politician who is serving as 11th Minister of Panchayati Raj, and 3rd Minister of Fisheries, Animal Husbandry and Dairying since 2024. He is also the Member of Parliament representing Munger in the 17th Lok Sabha from Janata Dal (United). He was the national party president of JDU from 31 July 2021 to 29 December 2023. He was also the former JD(U) Bihar unit President.
Parvati Devi was an Indian politician based in Bihar. She was a member of Bihar Legislative Assembly from Tarapur Assembly constituency in Munger district of Bihar. Devi belonged to political family of Shakuni Choudhary. Chaudhary was a seven times Member of Bihar Legislative Assembly and a former member of Indian Parliament from Khagaria Lok Sabha constituency. She was a social activist besides being a politician and is known for her social activities in the Munger district of Bihar.

There was a political crisis in Bihar state of India during February 2015 over the post of the Chief Minister of Bihar. Incumbent Chief Minister Jitan Ram Manjhi did not vacate the post for former Chief Minister Nitish Kumar, who wanted to return, resulting in a split in the political party, JD(U). After days, the Governor asked Manjhi to prove majority in house by trust vote. Manjhi quit the post on day of vote and later Nitish Kumar took oath as chief minister again on 22 February 2015 ending the crisis.

The region is dominated by Kushwahas. In the elections of Mukhiya and the President (Pramukh) of the Block, the probability of the victory of candidates belonging to this caste group remains high. In 2022, the polls were conducted for the membership of Zila Parishad and Mukhiya, and out of ten posts of Mukhia, five were won by the candidate belonging to Kushwaha community. The two posts of member of Zila Parishad also went to candidates from the same community.
Upendra Kumar Singh, commonly known as Upendra Kushwaha is an Indian politician, and a former Member of Bihar Legislative Council and Bihar Legislative Assembly. He has also served as Minister of State for Human Resources and Development in the Government of India. Kushwaha is a former Member of Parliament (MP) from the Karakat constituency in Rohtas district, Bihar, and a former member of the Rajya Sabha. He was the leader of Rashtriya Samata Party (RSP), his own party, which merged into Janata Dal (United) (JDU) in 2009. Later, he formed Rashtriya Lok Samata Party (RLSP), which also merged with JD(U) in 2021. On 20 February 2023, Kushwaha resigned from all positions in Janata Dal (United) and formed his own party called Rashtriya Lok Morcha due to his political problems with JD(U) and Nitish Kumar. Kushwaha contested the Lok Sabha election of 2024 from Karakat constituency and finished at a distant third position. However, he was elected unopposed to Rajya Sabha in August 2024.

Chaudhary has been a former Vice President of BJP for the state of Bihar and currently elected for the second term as MLC in 2020 after his first term ended in 2019. In 2014, Samrat planned a split in Rashtriya Janata Dal by defecting thirteen MLAs as splinter group of the party, later joining the BJP. In 2022, he was selected as the Leader of Opposition in Bihar Legislative Council. In 2024, he was also made the convener of Group of Ministers on Goods and Service Tax rate rationalisation panel.
Mewalal Chaudhary was a leader of Janata Dal (United) and a minister for a brief period of time in the Nitish Kumar's cabinet. He was elected from the Tarapur assembly constituency to the Bihar Legislative Assembly in 2020, and was made a minister in charge of Education in the Bihar Government. However, he had to resign just three days after his appointment, amidst row over his alleged involvement in a corruption case, for which he was booked earlier. Chaudhary was an educationist, and prior to becoming a legislator, he was serving as Vice Chancellor of various agricultural universities in Bihar.

However, Rajiv Kumar Singh, himself a Kushwaha, was able to defeat his nearest rival in the bypolls of 2021.
Vijay Kumar popularly known as Vijay Samrat is an Indian politician who was elected as a member of Bihar Legislative Assembly from Sheikhpura Assembly constituency in 2020 as a member of Rashtriya Janata Dal.
