Shaqir Totaj is a Kosovo-Albanian conservative politician currently serving as Mayor of Prizren. Totaj was elected mayor in 2021 and belongs to the center-right PDK party.
Shaqir Totaj was born on 24 December 1960 in Prizren,in the then Kosovo which was part of Socialist Yugoslavia. He finished high school in Prizren and went on to graduate from the University of Prishtina Economics Faculty. During his tenure as head of the Prizren branch of the KTA (Kosovo Tax Administration),he was part of the year long Hubert Humphrey Fellowship at the University of Washington with the support of the American Embassy,his study was in the field of "Management and Leadership of the Public Sector". Shaqir Totaj was the PDK's candidate for the 2017 election for the Mayor of Prizren. He managed to gain the most votes in the first round but lost the second round to LVV candidate Mytaher Haskuka with the difference between them being less than 400 votes. [2]
In the 2021 local elections,he was once again the candidate for Mayor of Prizren. He came second in the first round of votes and went into a rematch against Mytaher Haskuka. During the campaign for the second round he was endorsed by AAK,NISMA,and AKR against the LVV candidate. [3] He won in the second round against Haskuka,gaining roughly 51% of the vote. [4] After the votes were counted,Haskuka accused the Democratic Party of vote buying, [5] but the Supreme Court ruled in favor of the Democratic Party,and Totaj was reconfirmed as the winner of the race. [6] Following his victory he created a coalition with AAK,and NISMA in the Prizren local assembly. [7] [8]
Totaj also served as Vice President of the Democratic Party but was later replaced in 2021 in favor of Vlora Çitaku.
Shaqir Totaj was the former leader of the local basketball club in Prizren "Bashkimi". During his time as leader,the club participated in international competitions. Shaqir Totaj is also the vice president of the Kosovan Basketball Federation. [1]
Totaj's native language is Albanian,but he also speaks English,Serbo-Croatian,and Turkish. [1]
The Democratic Party of Kosovo is one of the largest political parties in Kosovo. It was originally a social-democratic party coming out of the demilitarised Kosovo Liberation Army after the Kosovo War,with most of the leadership coming from Albanian nationalists and former members of the People's Movement of Kosovo. However,during its congress in January 2013,it positioned itself as a centre-right party and is considered to be a conservative party. The Democratic Party of Kosovo since July 2021 is headed by Memli Krasniqi,the former Vice –President of the Assembly of Kosovo,Minister of Agriculture and Minister of Culture,Youth and Sports.

The PANA coalition was a ruling post-electoral Kosovan political alliance between four major Albanian and six ethnic minority parties in Kosovo. Its formation ended three months of political uncertainty following the 2017 parliamentary election. It was founded originally as PAN coalition.
The parliament of Kosovo held indirect elections for president of Kosovo on 3 and 4 April 2021. The elections successfully concluded after three rounds,with Vjosa Osmani winning 71 votes out of a total possible 120. Three political parties boycotted the vote. Nasuf Bejta,also a member of Guxo,the political party Osmani founded,was the only other candidate who received a vote during any of the other rounds.

Muharrem Shabani is a politician in Kosovo. He served in the assembly of the Socialist Autonomous Province of Kosovo in 1989-90 and was a deputy speaker. He was prominent among a group of Albanian delegates that supported Kosovo becoming a republic within Yugoslavia and he played a key role in establishing a "parallel" assembly when the official parliament was shut down in July 1990. Shabani later served as the mayor of Vushtrri after the 1998–99 Kosovo War.

Municipal elections to elect the mayor and Municipal Assembly were held in Pristina on 17 October 2021,with a second round of the mayoral election on 14 November. The elections came just nine months after parliamentary elections which saw Vetëvendosje win by a landslide. Përparim Rama of the Democratic League of Kosovo won the mayoral election,narrowly defeating Vetëvendosje's Arben Vitia,the Minister of Health. by around 1,600 votes.
