Yasmin Shehnaz Meer (born 28 June 1955) is a South African judge who has been acting Judge President of the Land Claims Court since 2012. She was appointed as a puisne judge in that court in 1996, and she has additionally been a judge of the Western Cape High Court since 2003. Before she joined the bench, she was an attorney at the Legal Resources Centre.

Early life and career

Meer was born on 28 June 1955. [1] Her mother was political activist Fatima Meer. [2] [3] After matriculating at the Durban Indian Girls' High School in 1972, [4] she attended the University of Durban-Westville, where she completed a BA in 1975. Thereafter she completed an LLB at the University of Cape Town in 1979 and an LLM at the University of Warwick in 1982. [5]

After serving her articles of clerkship at Dullah Omar's law firm, [2] Meer was admitted as an attorney in 1983. [4] She entered legal practice at the Legal Resources Centre in Cape Town, where she worked as an attorney on public interest litigation matters for the next 13 years. [4] She was the centre's deputy national director from 1994 to 1996 and then its acting national director in 1996. [1]

Judicial career

Later in 1996, Meer was appointed as a judge in the newly established Land Claims Court, [1] [5] and she was among the five judges who sat in the first session of the court when it opened in June 1997. [6]

In November 2002, President Thabo Mbeki announced that he would additionally appoint Meer as a judge of the Western Cape Division of the High Court of South Africa. She joined the High Court on 27 January 2003, [7] and thereafter she divided her time between the High Court in Cape Town and the Land Claims Court in Johannesburg. [4] One of her judgments in the High Court, on transparency in political party funding, was upheld by the Constitutional Court of South Africa in My Vote Counts v Minister of Justice and Correctional Services . [5]

In 2012, after Land Claims Court Judge President Fikile Bam died, Meer was installed as the court's acting Judge President. [5] She continued to hold that position in an acting capacity as of the end of 2023. [8]

Appellate courts

Meer was an acting judge in the Supreme Court of Appeal in 2011, [5] and she has been nominated for elevation to the Constitutional Court on several occasions. She was shortlisted for elevation in 2003, [2] and interviewed again in 2008. [9] On two later occasions, in 2009 and 2021, she was nominated but withdrew from contention before the Judicial Service Commission held its hearings. [10] [11] [12]

Formerly an academic and practising advocate in the Transkei, he joined the bench in November 1999 as a judge of the Transkei Division. Thereafter he served in the Supreme Court of Appeal from November 2004 to October 2009.

Sisi Virginia Khampepe is a retired South African judge who served in the Constitutional Court of South Africa between October 2009 and October 2021. Formerly a prominent labour lawyer, she joined the bench in December 2000 as a judge of the Transvaal Provincial Division. She was also a member of the Truth and Reconciliation Commission.

Lex Mpati is a South African retired judge who was the President of the Supreme Court of Appeal of South Africa from August 2008 to May 2016. He was appointed to the bench in February 1997 as a judge of the Eastern Cape Division and he joined the Supreme Court as a puisne judge in December 2000. Before his elevation to the presidency, he was the Supreme Court's first Deputy President from 2003 to 2008. He was also an acting judge in the Constitutional Court in 2007.

Mandisa Muriel Lindelwa Maya is the Chief Justice of South Africa. She was formerly the President of the Supreme Court of Appeal from 2017 to 2022 before she was elevated to the position of Deputy Chief Justice of South Africa in September 2022. She joined the bench in May 2000 as a judge of the Transkei Division of the High Court of South Africa and was elevated to the Supreme Court of Appeal in 2006.

Patricia Lynette Goliath is a South African judge of the High Court of South Africa. She has been the acting Judge President of the Western Cape Division since December 2022, when John Hlophe was suspended and then impeached.

Xola Mlungisi Petse is a South African judge who has been the Deputy President of the Supreme Court of Appeal since 2019. A former attorney, he joined the Supreme Court as a puisne judge in June 2012. Before that, he was a judge of the Eastern Cape High Court from July 2005 to May 2012.

Halima Khanam Saldulker is a South African judge of the Supreme Court of Appeal. She began her judicial career as a judge in the South Gauteng High Court from August 2004 to July 2013, when she was appointed to the Supreme Court. Before that, she practiced as an advocate in Johannesburg between 1988 and 2004.

Belinda Jane van Heerden is a retired South African judge who served on the Supreme Court of Appeal between 2004 and 2013. Before that, she was a judge of the Western Cape High Court between 2000 and 2004. She also acted on the Constitutional Court in 2006.

Petrus Arnolus Koen is South African judge who is currently serving in the KwaZulu-Natal Division of the High Court of South Africa. Before joining the bench in November 2006, he was Senior Counsel in Pietermaritzburg. Ephraim Mampuru Makgoba is a South African retired judge of the High Court of South Africa. He was the inaugural Judge President of the Limpopo Division from 2015 to 2022, though he joined the bench in 2008 as a puisne judge of the Gauteng Division. Before he joined the bench, he was an attorney in Nelspruit and Polokwane.

Frans Diale Kgomo is a South African retired judge who was the Judge President of the Northern Cape High Court between November 2001 and September 2017. He joined the bench in November 1998 as the first black judge of that court. Before that, he was a lawyer in the North West Province, working as a magistrate from 1974 to 1986 and then as an advocate from 1986 to 1998.
