The Sibaya Coastal Precinct, simply known as Sibaya, is a new mixed-use development situated in eMdloti, on the North Coast of KwaZulu-Natal, South Africa.
In 2015, Tongaat Hulett Developments released the first parcels of land, which was former sugarcane land owned by Tongaat Hulett, to developers and investors seeking to develop in the envisioned precinct. [1]
The 1000-hectare mixed-use development was later officially launched in 2016, with its first residential development, OceanDune Sibaya launched development company, Devmco Group. [2] [3] In October 2018, the first residents of Sibaya officially took occupation of their new residences in OceanDune. [4]
From 2016 onwards Sibaya Coastal Precinct has witnessed the introduction of several residential developments such as Signature Sibaya, Pebble Beach, Shoreline, Coral Point, Gold Coast Estate, Salta Sibaya Estate and Mt Cotton. [5] The newest residential development in the precinct is Oasis Sibaya, launched in July 2024. [6]
In 2020, it was announced that Sibaya would include a retail shopping centre which opened in October 2022 as the Marine Walk Shopping Centre. The shopping centre as a convenience and lifestyle centre for the residents of Sibaya and eMdloti as a whole. [7]
The Sibaya Coastal Precinct is bordered by the uMdloti estuary to the north, the Ohlanga estuary to the south, M4 highway to the west and eMdloti to the east, and is situated approximately 6 kilometres (3.7 mi) north of uMhlanga, 23 kilometres (14.3 mi) north-east of Durban, 9 kilometres (5.6 mi) south-east of the King Shaka International Airport and 20 kilometres (12.4 mi) south-east of Ballito.
Sibaya can be accessed by turning off the M4 (Leo Boyd Highway; to uMhlanga and Ballito) onto either Heleza Boulevard, which is the main roadway through the southern portion of the precinct or the M27 (Jabu Ngcobo Drive; to eMdloti and Verulam). From the M27 towards eMdloti Village, motorists can access the northern portion of the precinct by turning off the road onto Salta Boulevard.
As a result of its strategic position in the fast-growing North Coast corridor between uMhlanga and Ballito, the Sibaya Coastal Precinct has experienced unprecedented growth since its launch in 2016. Sibaya also forms part of the envisioned “airport city” of the Durban Aerotropolis which encompasses the King Shaka International Airport and stretches between uMhlanga and Ballito. [8] [9]
The Sibaya Precinct Master Management Association (SPMMA) is responsible for managing the public space in the Sibaya Coastal Precinct on behalf of the SPMMA members and property owners, with the purpose of securing long-term measurable value for the members of the precinct. [10]
The Sibaya Coastal Precinct has been designed around its inherent natural elements in such a way that it will allow for 60% of the precinct to remain undeveloped green spaces to further preserve the laid-back atmosphere of neighbouring eMdloti. [11]
The Sibaya Coastal Forest Reserve is a nature reserve comprising 350-hectare indigenous coastal dune forest south of the precinct stretching towards the Ohlanga estuary, about 2 kilometres south of Sibaya to include the existing Hawaan Forest. [12]
KwaDukuza, previously known as Stanger, is a town in KwaZulu-Natal, South Africa. In 2006, the municipal name was changed to KwaDukuza, but the Zulu people in the area called it "Dukuza" well before then.
Ballito is an affluent coastal town located in KwaZulu-Natal, South Africa. Ballito is about 40 kilometres (25 mi) north of Durban and 24 kilometres south of KwaDukuza. It forms part of the KwaDukuza Local Municipality, and iLembe District Municipality. Dolphins and Whales are common on this stretch of the North Coast shoreline, hence the nickname Dolphin Coast.

The population increased by 89% between 2001 and 2011 from 3,874 to 7,323. Its name is derived from Mount Edgcumbe House in Cornwall, England, the family seat of the Earls of Mount Edgcumbe.
oThongathi, previously and still commonly known as Tongaat, is a town in KwaZulu-Natal, South Africa, about 40 kilometres (25 mi) north of Durban and 28 kilometres (17 mi) south of KwaDukuza. It now forms part of eThekwini Metropolitan Municipality, or the Greater Durban area. The area is home to the oldest Indian community in South Africa, having been where the first indentured Indian laborers settled in 1860 to work in the sugar-cane plantations. Much of the architectural style in the town was the work of Ivan Mitford-Barberton, and many buildings are in the Cape Dutch style of architecture.

The Ohlanga River is a river in KwaZulu-Natal, South Africa, which empties into the Indian Ocean just north of uMhlanga, north of Durban. The river has extensive reed beds in the estuary at its mouth, which is only 7 km southwest from the mouth of the uMdloti River. Presently, this river is part of the Mvoti to Umzimkulu Water Management Area.
uMhlanga, alternatively rendered Umhlanga, is a residential, commercial and resort town north of Durban on the coast of KwaZulu-Natal, South Africa. It is part of the eThekwini Metropolitan Municipality, which was created in 2000 and includes the greater Durban area. The name means "place of reeds" in the Zulu language, and the correct pronunciation of "hl" in uMhlanga is similar to the Welsh "ll".

Tongaat Hulett is an agriculture and agri-processing business, focusing on the complementary feedstocks of sugarcane and maize. The company had its origins on the North coast of KwaZulu-Natal, specifically the town of Tongaat. The company was formed as a result of a merger between the Tongaat Sugar Company founded by Edward Saunders and Hulett's Sugar founded in 1892 by Liege Hulett. Company stock is listed on the Johannesburg Securities Exchange. Its core businesses are sugar, starch and property management.
The M4 is a north–south metropolitan route in the eThekwini Metropolitan Municipality and partially in the KwaDukuza Local Municipality, South Africa. It runs from the N2 at the defunct Durban International Airport to Ballito via the Durban Central Business District (CBD) and uMhlanga. The sections between the airport and the southern edge of the CBD, and between the northern edge of the CBD and the exit to uMhlanga are classified as freeway. On the section from the southern edge of the CBD to the Bram Fischer Street/Soldier's Way junction, the M4 is cosigned with the R102.

Cornubia City is a new mixed-use development which broke ground in 2012, north of Durban, South Africa between Phoenix, Ottawa, Mount Edgecombe and uMhlanga. It is bordered to the east by the N2 Freeway, to the west by regional route R-102, and is 7 kilometres (4.3 mi) south of the King Shaka International Airport. The development project is a joint venture between the eThekwini Metropolitan Municipality and Tongaat Hulett. 482 homes were constructed in 2014 of the 24,000 residential units planned for the development; 15,000 of which will be low cost homes. A primary school opened 20 July 2015.
