The Department of Social Development, also referred to as Social Development Canada, was from Dec. 2003 to Feb. 2006 the department of the government of Canada with responsibility for developing and implementing social policies involving families with children, disabled people, senior citizens and others through a series of programmes and services. The department was also responsible for the Canada Pension Plan.
The Department of Social Development was created in December, 1997 when Human Resources Development Canada was reorganized into two separate departments. In January 1999, Bill C-23, an Act to establish the Department of Human Resources and Skills Development and Bill C-22, an Act to establish the Department of Social Development and repeal the Department of Human Resources Development was given Royal Assent in Canadian Parliament.
On February 6, 2006, through a series of Orders in Councils, the department was merged with Human Resources and Skills Development Canada. The combined department was initially referred to as Human Resources and Social Development Canada, but in late 2008 reverted to its previous name. While the new department has not yet been sanctioned by specific legislation, its predecessor components have in fact ceased to exist.
Human resources (HR) is the set of people who make up the workforce of an organization, business sector, industry, or economy. A narrower concept is human capital, the knowledge and skills which the individuals command. Similar terms include manpower, labor, or personnel.
Social work is an academic discipline and practice-based profession concerned with meeting the basic needs of individuals, families, groups, communities, and society as a whole to enhance their individual and collective well-being. Social work practice draws from areas such as psychology, sociology, health, political science, community development, law, and economics to engage with systems and policies, conduct assessments, develop interventions, and enhance social functioning and responsibility. The ultimate goals of social work include the improvement of people's lives, alleviation of biopsychosocial concerns, empowerment of individuals and communities, and the achievement of social justice.
Human Resources Development Canada was a department of the Government of Canada with the responsibility over a wide portfolio of social services.
Some professionals and universities consider social policy a subset of public policy, while other practitioners characterize social policy and public policy to be two separate, competing approaches for the same public interest, with social policy deemed more holistic than public policy. Whichever of these persuasions a university adheres to, social policy begins with the study of the welfare state and social services. It consists of guidelines, principles, legislation and associated activities that affect the living conditions conducive to human welfare, such as a person's quality of life. The Department of Social Policy at the London School of Economics defines social policy as "an interdisciplinary and applied subject concerned with the analysis of societies' responses to social need", which seeks to foster in its students a capacity to understand theory and evidence drawn from a wide range of social science disciplines, including economics, sociology, psychology, geography, history, law, philosophy and political science. The Malcolm Wiener Center for Social Policy at Harvard University describes social policy as "public policy and practice in the areas of health care, human services, criminal justice, inequality, education, and labor". Social policy might also be described as actions that affect the well-being of members of a society through shaping the distribution of and access to goods and resources in that society. Social policy often deals with wicked problems.
Fisheries and Oceans Canada is a department of the Government of Canada that is responsible for developing and implementing policies and programs in support of Canada's economic, ecological and scientific interests in oceans and inland waters. Its mandate includes responsibility for the conservation and sustainable use of Canada's fisheries resources while continuing to provide safe, effective and environmentally sound marine services that are responsive to the needs of Canadians in a global economy.
Employment and Social Development Canada is a department of the Government of Canada responsible for social programs and the labour market at the federal level. The department delivers a number of federal government programs and services including Employment Insurance (EI), Service Canada centres, Canada Student Loan Program (CSLP), Canada Pension Plan (CPP), issuing social insurance numbers (SIN) and the federal Labour Program among other things.
Crown–Indigenous Relations and Northern Affairs Canada is the department of the Government of Canada responsible for Canada's northern lands and territories, and one of two departments with responsibility for policies relating to Indigenous peoples in Canada.
Diane Finley is a former Canadian politician. From 2006 through 2015, she served in the cabinet of Prime Minister Stephen Harper. Her ministerial portfolios included Minister of Human Resources and Skills Development, Minister of Public Works and Government Services, Minister Responsible for Canada Mortgage and Housing Corporation, or CMHC, and Minister of Citizenship and Immigration. She was a member of the House of Commons of Canada, representing the riding of Haldimand—Norfolk for the Conservative Party from 2004 to 2021. In August 2020, she announced that she would not be running in the 2021 Canadian federal election. She resigned from office on May 11, 2021.

Higher education in Nunavut allows residents of this Canadian Arctic territory access to specialized training provided at post-secondary institutions. There are some unique challenges faced by students wishing to pursue advanced training in Nunavut, a vast territory stretching across Arctic Canada from Hudsons Bay to the north pole. The territory was split from the Northwest Territories in 1999, following a successful plebiscite which affirmed Inuit desires to establish an independent political jurisdiction. Covering one-fifth of Canada's area and over 60% of its coastlines, the territory had a population of 31,153 in 2010.
Human rights in Canada have come under increasing public attention and legal protection since World War II. Prior to that time, there were few legal protections for human rights. The protections which did exist focused on specific issues, rather than taking a general approach to human rights.
In Canada, the Federal Contractors' Program (FCP) is administered by Employment and Social Development Canada, an agency of the Canadian federal government. The FCP requires provincially regulated employers with 100 or more employees bidding on federal contracts of $1,000,000 or more to certify that they will implement employment equity measures. The FCP was created by a 1986 decision of the federal cabinet, not through legislation.

Manitoba Advanced Education and Training is the department of the Government of Manitoba responsible for supporting adult learning, post-secondary education, and vocational training in Manitoba.
The Jobs, Growth and Long-term Prosperity Act is an Act of the Parliament of Canada. This omnibus bill was introduced by Jim Flaherty, Minister of Finance under Prime Minister Steven Harper's majority Conservative government as a 2012 Budget Implementation Act. Bill C-38 was given Royal Assent on June 29, 2012. Bill C-38 and Bill C-45 attracted controversy both for their size and for the breadth of provisions contained that were not fiscally related. Elizabeth May, leader of the Green Party, claimed that, "[i]n spite of the fact that most Canadians have no idea how seriously Bill C-38 will affect their lives, the Senate is about to begin hearings so that Conservative Senators can vote on it as soon as possible... This railroading version of democracy is tragic for Canada."

The minister of Labour is the minister of the Crown in the Canadian Cabinet who is responsible for the labour portfolio of Employment and Social Development Canada. From 2015 to 2019, the portfolio was included in that of the Minister of Employment, Workforce Development and Labour, but was split in 2019 during the government of Justin Trudeau.
