Spatial planning in England

In England, spatial planning is undertaken at the national level, through the National Planning Policy Framework. The London region is the only one to have a statutory London Plan. Most planning functions are exercised by local authorities, with neighbourhood planning also taking place in some areas.

National planning

Since March 2012 there has been a consolidated National Planning Policy Framework.

Regional planning

Regional planning in England was undertaken for each of the nine regions. Although some coordination of central and local government activities existed from the 1960s onwards, it only had a statutory basis between the 1990s and 2010. [1]

Recognisable cases of regional planning emerged in England during the 1920s as urban growth increasingly overrode boundaries of local authorities, which in several cases found cause to cooperate over common planning issues. In the later stages of the Second World War the government fostered significant plans for Greater London and the West Midlands in particular, preparing for post-war reconstruction. More significant elements of regional development and economic planning began to be established in England from the mid-1960s onwards. [2] [3] In most of the standard regions, Economic Planning Councils and Boards were set up, comprising appointed members from local authorities, business, trade unions and universities. Associated with projections of large national population growth and following tensions over urban expansion between the large cities and their surrounding counties, in the early 1970s there were produced a number of regional and sub-regional planning studies. [2] The government-sponsored regional institutions continued to operate until abolished by the incoming Conservative government in 1979. However, by the mid-1980s continuing urban growth and allied difficulties caused local authorities in most regions to establish standing conferences to consider regional planning issues. Regional initiatives were bolstered by the 1986 Government Green Paper and 1989 White Paper on The Future of Development Plans, which proposed the introduction of strong regional guidance within the planning system, [2] and by the Government's issuing of Strategic Guidance at a regional level, later termed Regional Planning Guidance (RPG), from 1986 onwards. [3]

In the eight English regions outside London, regional assemblies were formed in 1998, and were responsible for physical planning policy through Regional Spatial Strategies (RSS). From 1999, Regional Development Agencies co-ordinated initiatives to improve economic development. The assemblies were effectively replaced by smaller Local Authority Leaders’ Boards between 2008 and 2010, and formally abolished on 31 March 2010. [4]

In June 2010, the incoming Coalition Government announced its intentions to abolish regional spatial strategies and return spatial planning powers to local government. [5] [6] [7] In March 2011, the all-party Commons Communities and Local Government Committee published its report on the implications of the abolition of the RSS system. It stated that: "The intended abolition of regional spatial planning strategies leaves a vacuum at the heart of the English planning system which could have profound social, economic and environmental consequences set to last for many years." [8]

Since 2000 the Mayor of London is required to produce a London Plan that is published by the Greater London Authority.

In British town planning, the green belt is a policy for controlling urban growth. The term, coined by Octavia Hill in 1875, refers to a ring of countryside where urbanisation will be resisted for the foreseeable future, maintaining an area where agriculture, forestry and outdoor leisure can be expected to prevail. The fundamental aim of green belt policy is to prevent urban sprawl by keeping land permanently open, and consequently the most important attribute of green belts is their openness.

<span class="mw-page-title-main">Metropolitan county</span> Type of county-level administrative division of England

Metropolitan counties are a type of county-level administrative division of England. There are six metropolitan counties, which each cover large urban areas, with populations between 1 and 3 million. They were created in 1974 and are each divided into several metropolitan districts or boroughs. Following the abolition of metropolitan county councils in 1986, metropolitan counties no longer form a part of local government in England. Most of their functions were devolved to the metropolitan boroughs, making the boroughs effectively unitary authorities; any remaining functions were taken over by joint boards.

Urban economics is broadly the economic study of urban areas; as such, it involves using the tools of economics to analyze urban issues such as crime, education, public transit, housing, and local government finance. More specifically, it is a branch of microeconomics that studies the urban spatial structure and the location of households and firms.

<span class="mw-page-title-main">Regional assembly (England)</span> Former regional bodies in England

The regional chambers of England were a group of indirectly elected regional bodies that were created by the provisions of the Regional Development Agencies Act 1998. There were eight regional chambers, one for each of the regions of England except Greater London, which had opted for an elected mayor and assembly in 1998. All eight regional chambers had adopted the title "regional assembly" or "assembly" as part of their name, though this was not an official status in law. The chambers were abolished over a two-year period between 31 March 2008 and 31 March 2010 and some of their functions were assumed by newly established Local authority leaders' boards.

Regional policy is the sum of a series of policies formulated according to regional differences to coordinate regional relations and regional macro operation mechanism, which affects regional development at the macro level. It includes regional economic policy, regional social policy, regional environmental policy, regional political policy, regional cultural policy, etc.Regional policy aims to improve economic conditions in regions of relative disadvantage, either within a nation or within a supranational grouping such as the European Union. Additionally, a regional policy may try to address high levels of unemployment and lower-than-average per capita incomes. Its main tool is public investment.

<span class="mw-page-title-main">Greater Manchester County Council</span> Local government administrative body for Greater Manchester from 1974 to 1986

The Greater Manchester County Council (GMCC) was the top-tier local government administrative body for Greater Manchester from 1974 to 1986. A strategic authority, with responsibilities for roads, public transport, planning, emergency services and waste disposal, it was composed of 106 directly elected members drawn from the ten metropolitan boroughs of Greater Manchester. The Greater Manchester County Council shared power with ten lower-tier district councils, each of which directed local matters. It was also known as the Greater Manchester Council (GMC) and the Greater Manchester Metropolitan County Council (GMMCC).

<span class="mw-page-title-main">Regional development agency</span> Economic and social advancement NDPBs in Britain

In the United Kingdom, regional development agencies (RDAs) were nine non-departmental public bodies established for the purpose of development, primarily economic, of England's Government Office regions between 1998 and 2010. There was one RDA for each of the NUTS level 1 regions of England. Similar activities were carried out in Wales by the Welsh Government Department of Economy and Transport, in Northern Ireland by the Department of Enterprise, Trade and Investment and in Scotland by Scottish Enterprise and Highlands and Islands Enterprise.

Town and country planning in the United Kingdom is the part of English land law which concerns land use planning. Its goal is to ensure sustainable economic development and a better environment. Each country of the United Kingdom has its own planning system that is responsible for town and country planning, which outside of England is devolved to the Northern Ireland Assembly, the Scottish Parliament and the Senedd.

Regional spatial strategies (RSS) provided regional level planning frameworks for the regions of England outside London. They were introduced in 2004. Their revocation was announced by the new Conservative/Liberal Democrat government on 6 July 2010.

<span class="mw-page-title-main">London Plan</span> Development strategy for Greater London

The London Plan is the statutory spatial development strategy for the Greater London area in the United Kingdom that is written by the Mayor of London and published by the Greater London Authority.

Planning Policy Statements (PPS) were UK government statements of national policy and principles towards certain aspects of the town planning framework. In recent years they only applied to England. However, they still exist within the Northern Irish System.

<span class="mw-page-title-main">Local development framework</span>

A local development framework is the spatial planning strategy introduced in England and Wales by the Planning and Compulsory Purchase Act 2004 and given detail in Planning Policy Statements 12. In most parts of the two countries, maintaining the framework is the responsibility of English district councils and Welsh principal area councils.

Structure planning is a type of spatial planning and is part of urban planning practice in the United Kingdom and Western Australia. A structure plan in any jurisdiction will usually consist of a written component, supported by maps, photographs, sketches, tables and diagrams and a 'plan' component consisting of one or more plans illustrating land use and infrastructure proposals for the area being planned.

In January 2004, Deputy Prime Minister John Prescott announced the United Kingdom government's Expansion plans for Milton Keynes However, the change of government in 2010 and the abolition of the Regional Spatial Strategy in 2012/13 saw these plans revoked and a planned expansion of up to 44,000 dwellings reduced to 28,000. The Milton Keynes Core Strategy was published in July 2013 and regards the figure of 28,000 new homes to be the minimum figure.

The history of local government in England is one of gradual change and evolution since the Middle Ages. England has never possessed a formal written constitution, with the result that modern administration is based on precedent, and is derived from administrative powers granted to older systems, such as that of the shires.

<span class="mw-page-title-main">Local authority leaders' board</span>

Local authority leaders' boards are voluntary regional associations of council leaders that have been established in England outside of Greater London to replace certain functions of the now abolished regional chambers. The establishment of the boards was part of the UK Government's Review of Sub-National Economic Development and Regeneration. which brought forward the Government's plans to alter the structure of regional governance in England and was mandated by the Local Democracy, Economic Development and Construction Act 2009. In June 2010, the new Conservative-LibDem coalition government announced plans to remove funding from the new boards and to remove their statutory functions. It was indicated that the boards might continue as voluntary associations of council leaders.

<span class="mw-page-title-main">Regions of England</span> Highest tier of sub-national division in England

The regions, formerly known as the government office regions, are the highest tier of sub-national division in England, established in 1994. Between 1994 and 2011, nine regions had officially devolved functions within government. While they no longer fulfil this role, they continue to be used for statistical and some administrative purposes. While the UK was a member of the European Union, they defined areas (constituencies) for the purposes of elections to the European Parliament. Eurostat also used them to demarcate first level Nomenclature of Territorial Units for Statistics (NUTS) regions within the European Union, which in 2021 were superseded by International Territorial Level (ITL) regions. The regions generally follow the boundaries of the former standard regions, established in the 1940s for statistical purposes.

The Leeds City Region, or informally Greater Leeds, is a local enterprise partnership city region located in West Yorkshire, England. Prior to the West Yorkshire devolution deal, the partnership covered parts of South and North Yorkshire. According to the Office for National Statistics, as of 2017 the city region ranked 2nd behind Greater London for both population and GVA in the United Kingdom. It has a population of 2,320,214 million and a GVA of £69.62 billion.

<span class="mw-page-title-main">Greater Manchester Combined Authority</span> Local government body in North West England

The Greater Manchester Combined Authority (GMCA) is a combined authority for Greater Manchester, England. It was established on 1 April 2011 and consists of 11 members; 10 indirectly elected members, each a directly elected councillor from one of the ten metropolitan boroughs that comprise Greater Manchester, together with the directly elected Mayor of Greater Manchester. The authority derives most of its powers from the Local Government Act 2000 and Local Democracy, Economic Development and Construction Act 2009, and replaced a range of single-purpose joint boards and quangos to provide a formal administrative authority for Greater Manchester for the first time since the abolition of Greater Manchester County Council in 1986.
