A local planning authority (LPA) [1] is the local government body that is empowered by law to exercise urban planning functions for a particular area. They exist in the United Kingdom and India. [2] [3]
The role of mineral planning authority is held by county councils, unitary authorities and national park authorities.
The role of waste planning authority is held by county councils, unitary authorities and national park authorities.
For most matters, the planning authority is the borough, district or unitary council for the area. The non-metropolitan county councils (where they exist) are the planning authorities for minerals, waste and their own developments, such as most schools, care homes, fire stations and highways. The Mayor of London has the right to become the local planning authority for individual applications already submitted to a local planning authority. [4]

Metropolitan counties are a subdivision of England which were originally used for local government. There are six metropolitan counties: Greater Manchester, Merseyside, South Yorkshire, Tyne and Wear, West Midlands and West Yorkshire.
The subdivisions of England constitute a hierarchy of administrative divisions and non-administrative ceremonial areas.
The districts of England are a level of subnational division of England used for the purposes of local government. As the structure of local government in England is not uniform, there are currently four principal types of district-level subdivision. There are a total of 294 districts made up of 36 metropolitan boroughs, 32 London boroughs, 164 two-tier non-metropolitan districts and 62 unitary authorities, as well as the City of London and Isles of Scilly which are also districts, but do not correspond to any of these categories. Some districts are styled as cities, boroughs or royal boroughs; these are purely honorific titles and do not alter the status of the district or the powers of their councils. All boroughs and cities are led by a mayor who in most cases is a ceremonial figure elected by the district council, but—after local government reform—is occasionally a directly elected mayor who makes most of the policy decisions instead of the council.
Local government in England broadly consists of three layers: civil parishes, local authorities, and regional authorities. Every part of England is governed by at least one local authority, but parish councils and regional authorities do not exist everywhere. The last comprehensive reform of English local government took place in 1974; since then various piecemeal reforms have taken place, meaning local government is not standardised across the country.
Southampton City Council is the local authority of the city of Southampton. It is a unitary authority, having the powers of a non-metropolitan county and district council combined. It provides a full range of local government services including council tax billing, libraries, social services, processing planning applications, waste collection and disposal, and it is a local education authority. The council uses a leader and cabinet structure. Labour has been in control of the council since 2022.
Non-metropolitan districts, or colloquially "shire districts", are a type of local government district in England. As created, they are sub-divisions of non-metropolitan counties in a two-tier arrangement. Non-metropolitan districts with borough status are known as boroughs, able to appoint a mayor and refer to itself as a borough council.
Reading Borough Council, formerly known as Reading Corporation, is the local authority for Reading in the county of Berkshire, England. Reading is a unitary authority with borough status. As a unitary authority the council has the powers of a county council and district council combined. Berkshire is purely a ceremonial county, with no administrative responsibilities.
The Town and Country Planning Act 1990 is an act of the United Kingdom Parliament regulating the development of land in England and Wales. It is a central part of English land law in that it concerns town and country planning in the United Kingdom. Repealed in parts by the Planning and Compensation Act 1991, it is now also complemented by the Planning and Compulsory Purchase Act 2004.
Milton Keynes City Council is the local authority of the City of Milton Keynes in Buckinghamshire, England. It is a unitary authority, having the powers of a non-metropolitan county and district council combined. It has both borough status and city status. The borough is divided into 19 wards, electing 57 councillors.
Luton Borough Council is the local authority of Luton, in the ceremonial county of Bedfordshire, England. Luton is a unitary authority, having the powers of a county and district council combined. It is a member of the East of England Local Government Association.
Stoke-on-Trent City Council is the local authority of Stoke-on-Trent, Staffordshire, England. As a unitary authority, it has the combined powers of a non-metropolitan county and district council and is administratively separate from the rest of Staffordshire.
Swindon Borough Council is the local authority of the Borough of Swindon in Wiltshire, England. It is a unitary authority, having the powers of a non-metropolitan county and district council combined. As such, it is administratively separate from the rest of Wiltshire. It was formed in 1997, replacing Thamesdown Borough Council.
Portsmouth City Council is the local authority of the city of Portsmouth, Hampshire, England. It is a unitary authority, having the powers of a non-metropolitan county and district council combined. It provides a full range of local government services, including Council Tax billing, libraries, social services, town planning, waste collection, and disposal, and it is a local education authority.
Telford and Wrekin Council is the local authority of Telford and Wrekin in Shropshire, England. It is a unitary authority, having the powers of a non-metropolitan county and district council combined. The district of Telford and Wrekin was granted borough status in 2002, though the council does not ordinarily include "Borough" in its name.
Derby City Council is the local authority for Derby, a unitary authority with city status in the East Midlands region of England.

It was established on 1 April 1996 on the abolition of Humberside County Council, Great Grimsby Borough Council and Cleethorpes Borough Council. The council provides a full range of local government services including Council Tax billing, libraries, social services, processing planning applications, waste collection and disposal, and it is a local education authority.
North Lincolnshire Council is the local authority of North Lincolnshire, England. It is a unitary authority, having the powers of a county council and district council combined. It provides a full range of local government services including Council Tax billing, libraries, social services, town planning, and waste collection and disposal. It is also a local education authority. The council is based in Scunthorpe.
Stockton-on-Tees Borough Council is the local authority of the Borough of Stockton-on-Tees. It is a unitary authority, having the powers of a non-metropolitan county and district council combined. It provides a full range of local government services including Council Tax billing, libraries, social services, processing planning applications, waste collection and disposal, and it is a local education authority.
Torbay Council is the local authority of Torbay in Devon, England. It is a unitary authority, having the powers of a non-metropolitan county and district council combined. It provides a full range of local government services including Council Tax billing, libraries, social services, processing planning applications, waste collection and disposal, and it is a local education authority. The council appoints members to Devon and Somerset Fire and Rescue Authority and the Devon and Cornwall Police and Crime Panel. Torbay is divided into 16 wards, electing 36 councillors. The whole council is elected every four years with the last election taking place on 2 May 2019 and the next election scheduled for 2023. The council was created by the Local Government Act 1972 and replaced the Torbay Borough Council of the County Borough of Torbay. Since 1974 Torbay has held borough status which entitles the council to be known as Torbay Borough Council, although it has not used this name since becoming a unitary authority. The council no longer has a directly elected mayor of Torbay; the post was abolished in 2019, after a referendum held in May 2016.
