A Specially Designated Global Terrorist (SDGT) is a person or entity that has been designated as such by the United States Department of State or the U.S. Department of the Treasury. [1] [2] An SDGT designation is made under authority of U.S. Executive Order 13224 of September 23, 2001, [3] as amended by Executive Order 13268 of July 2, 2002, and Executive Order 13284 of January 23, 2003, and Title 31, Parts 595, 596, and 597 of the U.S. Code of Federal Regulations, among other U.S. laws and regulations. The main regulatory framework underlying the SDGT designation was established two weeks after the September 11 attacks in 2001 [1] by U.S. President George W. Bush. [2]

One of the first organisations to which Executive Order 13224 was applied was the Palestinian-American charity the Holy Land Foundation for Relief and Development. Its offices were raided on 4 December 2001, its assets were seized and the organisation closed. The HLF was the largest Muslim charity in the United States, collecting £13,000,000 in donations in 2000.

SDGTs are entities and individuals who the Office of Foreign Assets Control (OFAC) finds have committed or pose a significant risk of committing acts of terrorism, or who OFAC finds provide support, services, or assistance to, or otherwise associate with, terrorists and terrorist organizations designated under OFAC Counter Terrorism Sanctions programs, as well as related persons, subsidiaries, front organizations, agents, or associates. They are designated under OFAC's programs. [2] [4]

The designation SDGT is one of several types of designations of persons to whom one or more OFAC-administered sanctions apply; these include country-specific and counter narcotics trafficking, non-proliferation, and transnational criminal organization-related sanctions, and potentially under sanctions related to illicit trading in rough diamonds, although this had not been applied of early November 2011. [2] [5]

OFAC publishes an integrated list of persons designated under its various sanctions programs that is known as the Specially Designated Nationals List, [6] under which SDGT listings are included. Individuals and companies designated as "Specially Designated Nationals" are known as "SDNs". Most SDGT SDNs are foreign persons, but in at least one case—that of the late Anwar al-Awlaki (also known by various aliases)—an American citizen was designated as an SDGT. [2] [7]

To avoid designated persons or entities transferring funds out of the jurisdiction or otherwise rendering a determination ineffective, section 10 of Executive Order 13224 authorises the dispensing of prior notice of the determination to the persons subject to a determination. [8]

Organizations designated as SDGTs include Al-Qaeda, ISIS, Hamas, Hezbollah, and the Houthi movement and Boko Haram.

al-Aqsa Foundation International charitable organization (est. 1991)

The al-Aqsa Foundation is an entity established in 1991 as a non-profit organisation that some Western governments have said is linked to Hamas. In 2003 the U.S. Treasury Department designated the foundation as a "Specially Designated Global Terrorist (SDGT) entity."

The Patriot Act Terrorist Exclusion List (TEL) was a list created by the United States Secretary of State under the authority of Section 411 of the USA Patriot Act of 2001, in consultation with or upon the request of the Attorney General, to designate an organization as a terrorist organization for immigration purposes. The Secretary of State can use classified and/or unclassified information available to the Secretary that a group has committed, or provided material support to further, terrorist acts. A TEL designation attempts to bolster homeland security efforts by allowing the US government to exclude from entry into the United States or to deport aliens associated with entities on the TEL. The list was updated on November 5, 2020, when the U.S. Department of State removed the East Turkestan Islamic Movement (ETIM) from the TEL. This was the first update since 2014.

Hamid bin Abdallah al-Ali has been described as "an influential Salafi cleric" based in Kuwait, whom the U.S. Treasury Department has described as "an Al Qaeda facilitator and fundraiser."

Qais Hadi Sayed Hasan al-Khazali is an Iraqi politician and militant leader who is the founder and Secretary-General of the Asa'ib Ahl al-Haq, an Iraqi Shi'ite paramilitary organization and political party. He is best known as the founder and leader of the Iran-backed Special Groups in Iraq from June 2006 until his capture by British forces in March 2007. As head of the Special Groups, Khazali directed arms shipment, formation of squads to participate in fighting, and insurgent operations, most notably the 20 January 2007 attack on American forces in Karbala. The Specially Designated Nationals and Blocked Persons List, also known as the SDN List, is a United States government sanctions/embargo measure targeting U.S.-designated terrorists, officials and beneficiaries of certain authoritarian regimes, and international criminals. The list is managed by the U.S. Treasury’s Office of Foreign Assets Control (OFAC). When individuals are added to the list of Specially Designated Nationals (SDN), their U.S. assets are blocked. Moreover, their names are added to automated screening systems used by banks in the United States and many foreign countries, making it difficult for them to open or hold accounts, transfer money, or transact properties internationally. Any individual or entity that provides support related to terrorism, drug trafficking or unauthorized military use to any person or entity appearing on the SDN list risks being penalized under the USA PATRIOT Act.

The Master of Martyrs Battalions, or Kata'ib Sayyid al-Shuhada', officially the 14th Brigade, is a radical Iraqi Shia militia formed in 2013. Its stated mission is to protect "(Shia) shrines across the globe", preserve "Iraqi unity" and to "put an end to the sectarian conflict". KSS is funded, trained and equipped by IRGC's Quds Force and Hezbollah.

Akram Abbas al-Ka'abi is an Iraqi militant leader who is the founder and Secretary-General of Harakat Hezbollah al-Nujaba (HHN) in Iraq. Kaabi is a U.S.-designated terrorist who is regarded as one of the main operatives of IRGC's Quds Force in Iraq. He has been an ardent supporter and promoter of Iranian influence in Iraq while being the most outspoken critic of American military presence as he seeks to compel U.S. forces to withdraw completely from Iraq.

Ali Youssef Charara is a Lebanese businessman and financier, best known for his involvement in the telecommunications sector and his financial ties to the militant group Hezbollah. Charara has been implicated in supporting Hezbollah through commercial ventures and has faced sanctions from multiple governments as a result.
