History

St. Theresa's Medical University was opened in August 2005 [1] and closed in August 2009. [2]

The medical school was founded by its chancellor and executive dean, Thomas M. Uhrin, of Latrobe, Pennsylvania, where it also had offices. In St. Kitts Uhrin represented himself as holding an M.D. degree, but he had been terminated in 2004 by the International University of the Health Sciences in St. Kitts for misrepresenting his academic credentials. In 1999 he had resigned as Medical Director of a clinic in Greensburg, Pennsylvania, after admitting that he had not completed medical training and was not licensed as a medical doctor. [3] Uhrin's credentials became the subject of investigations by government ministries.

Of the initial class of 17 students, 15 withdrew amid allegations of verbal abuse, unsafe learning conditions, and improper treatment of cadavers. As of the fall term ending December 2006, STMU had approximately one dozen students. [4] In early 2007, the school claimed to have approximately 30 students enrolled. [5] At the time of its closure, it had eight or ten students. [2]

Academic partnerships

STMU was in an academic partnership with Warnborough College for automatic admission of holders of Warnborough College (UK) Pre-Medical diplomas and issuance of dual degrees with Warnborough College (IE). [6] [7] [8] The Oregon Office of Degree Authorization states that Warnborough and STMU were operated jointly. [9]

In May 2009, the Institute of Technological Studies announced that it had formed a partnership to open a branch campus of STMU in Colombo, Sri Lanka, beginning in June 2009, with approximately 75 students, for which STMU claimed to have government approval. [10] The closure of STMU ended these plans and other plans for expansion into Italy. [2] "Health Education Associates Unlimited, Inc.", the investment firm promoted by Uhrin and STMU President and CEO Jeffrey T. Irwin to finance the Sri Lanka and Italy expansions, folded in 2009, leaving investors unpaid. A former US Attorney who examined the firm's agreements characterized it as fitting the characteristics of a Ponzi scheme; in December 2009, Uhrin denied that it was a plan to defraud investors. [11] Both Uhrin and Irwin later plead guilty in Federal Court to willful failure to file US tax returns, not reporting income from the operations of STMU and Health Education Associates. [12] [13]

Accreditation issues

The school was accredited in 2005 by the Federation of St. Kitts and Nevis to grant Bachelor of Science, Master of Medicine, Doctor of Medicine, Doctor of Pharmacology and Doctor of Philosophy degrees. In 2006, the Ministry of Education's Accreditation Board commenced an investigation of STMU in light of unspecified complaints about STMU. The Ministry of Health commenced a separate investigation about the extent of Mr. Uhrin's medical training, the validity of his professional credentials and possible fraud in the accreditation application process. Yet another investigation by the Ministry of Health concerned the importation and handling of cadavers by the school. [5] [14] The ministries did not disclose the results of their investigations, but stated that the school had lost its accreditation prior to it closing. [2]

Status in US and UK

The US Department of Education's National Committee on Foreign Medical Education and Accreditation (NCFMEA) does not recognize the accreditation standards used by the government of St. Kitts and Nevis as being comparable to those used to accredit medical schools in the United States. Accordingly, STMU students were ineligible to participate in the Federal Family Educational Loan (FFEL) program. [15]

STMU graduates are eligible to apply for certification by the Educational Commission for Foreign Medical Graduates (ECFMG)for entry into residency or fellowship programs in the US. [16] This does not assure that certification will be granted, or that once granted, a STMU graduate will be eligible for a residency or fellowship program or for medical licensing in a particular state.

STMU graduates are considered on a case-by-case basis for eligibility to register with the General Medical Council to practice medicine in the UK. [23]

The degrees can be fabricated (made-up), falsified (fake), or misrepresented. These degrees may claim to give credit for relevant life experience, but should not be confused with legitimate prior learning assessment programs. It provides comprehensive information and resources on licensure, the U.S. Medical Licensure Examination (USMLE), residencies, and recognition."

Breyer State University, also called Breyer State University-Alabama, is an unaccredited distance education, for profit, private university that formerly operated in the U.S. states of Idaho and Alabama and now reports a location in Panama. It has been described by The New Republic magazine as a diploma mill that "claimed official-sounding accreditation to attract hundreds of people to obtain degrees". Breyer State University disputes this categorization.

Belford University was an organization that offered online unaccredited degrees for "life experience". The organization maintained a post office box in Humble, Texas, but its certificates were mailed from the United Arab Emirates. Along with many similar websites, it was owned by the Karachi-based company Axact, the main business of which, according to an investigation by The New York Times, is "to take the centuries-old scam of selling fake academic degrees and turn it into an Internet-era scheme on a global scale". In July 2018, Shoaib Ahmed Sheikh, the CEO of Axact was arrested and sentenced to prison for 20 years for his role in perpetuating this scam.

Rushmore University is an unaccredited institution of higher learning offering online degrees in a variety of business-related fields, exclusively via distance learning. It has been described as a diploma mill, providing illegitimate academic degrees and diplomas for a fee.

St Christopher Iba Mar Diop College of Medicine was a medical training establishment in Luton, England, as a college within the University El Hadji Ibrahima Niasse of Dakar, Senegal. The Luton, England campus was closed in 2011.

St. Matthews University For-profit Cayman Islands university

St. Matthew's University (SMU) is a private for-profit offshore medical school located in Grand Cayman, Cayman Islands in the Caribbean. SMU has a School of Medicine and a School of Veterinary Medicine, which confer M.D. and D.V.M. degrees, respectively. St. Matthew's University is owned by R3 Education, Inc.

Medical University of the Americas – Nevis

Medical University of the Americas (MUA) is a private for-profit offshore medical school in Charlestown, Nevis. It is owned by R3 Education, Inc. which also owns St. Matthew's University and Saba University School of Medicine MUA confers upon its graduates the Doctor of Medicine (MD) degree.

An international medical graduate (IMG), earlier known as a foreign medical graduate (FMG), is a physician who has graduated from a medical school outside of the country where he or she intends to practice. The term non-local medical graduate may be similarly used in countries with distinct licensing regions within them. Generally, the medical school of graduation is one listed in the World Directory of Medical Schools (WDOM) as accredited by the Foundation for Advancement of International Medical Education and Research or the World Health Organization.

Clayton College of Natural Health

The Clayton College of Natural Health was a non-accredited American distance-learning college based in Birmingham, Alabama, offering classes in various forms of alternative medicine. The school was founded in 1980 by Lloyd Clayton Jr. as the American College of Holistic Nutrition. According to its website, the school at one point had more than 25,000 students and graduates. The school and some of its more notable graduates have been the subject of controversy.

The name Warnborough is associated with several related institutions of higher education existing from 1973 to the present, including Warnborough College Oxford, Warnborough College UK, Warnborough College Ireland and Warnborough University, some of which are no longer in operation. Warnborough College UK provides educational programmes both on-site in Canterbury, England, and by distance learning. Warnborough College Ireland offers distance-learning programmes from Ireland.

The American University of London (AUOL) is an online diploma mill. The company disputes the label and instead describes itself as a for-profit unaccredited educational institution offering undergraduate and graduate degrees solely by distance learning. It is a different organization than the American University in London.

University of Medicine and Health Sciences

The University of Medicine and Health Sciences is a private, for-profit medical school located in Basseterre, Saint Kitts in the Caribbean. UMHS confers upon its graduates the Doctor of Medicine (MD) degree. The university also has a 5th semester campus in Portland, Maine and an administrative office in New York, New York.

The Institute of Technological Studies (ITS) is a private degree awarding institution situated in Colombo, Sri Lanka. 7 Kirimandala Mawatha, Colombo - 5. It offers degree programs for undergraduates, especially transfer programs such as 2+2 or 3+1 for undergraduates who want to transfer to the United States, Canada or other countries.

Saint James School of Medicine (SJSM)is a private for-profit offshore medical school with two basic science campuses, one in British Overseas Territory of Anguilla, and the other in Saint Vincent and the Grenadines, it is considered one school with two campuses. Saint James confers upon its graduates the Doctor of Medicine (M.D.) degree.

Ross University School of Veterinary Medicine (RUSVM), founded in 1982, is a university offering the Doctor of Veterinary Medicine degree. As of 2014, RUSVM began offering Master of Science and PhD degrees in public health, global animal health, conservation medicine, and other research areas supported by the school. The school is located in St. Kitts. Administrative offices are located in Downers Grove, IL. RUSVM is accredited by the American Veterinary Medical Association Council on Education.

Windsor University School of Medicine is a private offshore medical school located in Cayon, Saint Mary Cayon Parish, Saint Kitts and Nevis in the Caribbean. Windsor confers upon its graduates the Doctor of Medicine (MD) degree. The university also has clinical education campuses in Carbondale, Illinois and Houghton Lake, Michigan. Administrative offices are located in Monee, Illinois.

International University of the Health Sciences (IUHS) is a private medical school located in Basseterre, Saint Kitts and Nevis. It opened in 1998 with headquarters in Winnipeg, Manitoba, Canada and its campus located in Basseterre. The school is accredited by the government of St. Kitts & Nevis, listed in the World Health Organization (WHO) World directory of medical schools and it has been assigned the FAIMER School ID: F0001171.
