Stephen Buay Rolnyang (born 15 November 1968) is a South Sudanese rebel leader of SSPM/A and former SSPDF general. He founded the SPLA elite force in 2006. Rolnyang belongs to Nuer. [1]
Born in Tuocloka in November 1968, Rolnyang enrolled in Ajakwach Primary School in Bahr-el-Ghazal and Wangkei Primary School. He then continued his high school education in Khartoum North. Later, he studied at St. Augustine Seminary and Cambridge International College in Juba, where he earned a certificate in Human Resources Management. Rolnyang pursued higher education at Kyambogo University in 2009 and graduated in 2014 with a Bachelor of Science degree in management science. [2]
Rolnyang began his military career by joining Anyanya II in May 1982. Later, he left the group and joined SPLA. In 1986, Rolnyang earned the rank of Second lieutenant while working as a radio operator. He became an officer of SPLA's general intelligence service from 1991 until 1997. Afterward, Rolnyang was sent to the western Upper Nile and Bahr-el-Ghazal border to serve as the SPLA's third front acting chief of operations. [2]
In 2002, Rolnyang was appointed the SPLA's third front Chief of Logistics. The same year, he was assigned as the SPLA's Western Upper Nile Command Chief of Administration until 2003. He then became the commander of the SPLA mobile force in Kapoeta, Torit, and Magwi in 2006 and 2007. [2]
Rolnyang established SPLA special forces, whose 3500 personnel were recruited from the New Crush Military Training Ground. By the end of 2008, he served as the commander of SPLA police and special forces. [2]
Rolnyang served as the commander of the SPLA First Infantry Division in Renk in 2013. One year later, he was mutated and became the SPLA 4th Infantry Division Commander in Benitu. Later, Rolnyang served as the Director-General of Procurement at the Ministry of Defense and Veterans Affairs. He guarded the oil fields during the South Sudanese Civil War. [2]
On 18 May 2016, along with Joseph Manyuat Manydhol, Rolnyang was arrested because they disobeyed the Governor of Unity State's order to break the ceasefire and August Peace Agreement. [3] In 2017, he was reassigned to the SPLA 4th Infantry Division Commander. He then served as the commander of the 5th Infantry Division in Wau in 2018; [2] at the time, Wau was the site of violent unrest. [4]
Rolnyang visited his family in Mayom in May 2018. However, as he arrived at Mayom, his presence caused tension for Matthew Puljang, SSPDF Special Forces Commander in Mayom, eventually leading to the clash between Rolnyang and Puljang's forces. [2]
Puljang seized Rolnyang in Mayom on 31 May 2018 and sent him to Juba. He was trialed on 4 February 2019 under the charges of treason, rebellion, offenses during operations, disobedience of lawful orders, and violations of standing orders. He denied those accusations and pleaded not guilty. Furthermore, he claimed that military and community leaders who had issues with him created bogus charges. [5] [2]
Rolnyang's personal lawyer, Philip Anyang, pleaded to Kiir to solve the cases due to his poor health condition. Nevertheless, the military court found him guilty, and he was demoted from general to private, dismissed from SSPDF, and jailed for one year in August 2019. [2] Subsequently, he planned to pursue a postgraduate degree in Peace and Security Studies at the University of Juba. [2]
In May 2021, Rolnyang joined SSUF/A under the command of Paul Malong Awan because of the government forces' attack on the cattle camp in his village and the poor SSPDF condition. [6] [7] However, he left the group in August 2021 and formed SSPM/A due to the SSUF/A participation in negotiation talks with the government. [8] [9] [ unreliable source? ] As the SSPM/A leader, he ordered the group to attack Mayom town to retaliate against the SSPDF attack towards SSPM/A based in Bong. [10] In October 2022, he proposed the rebel alliance with Paul Malong Awan, Thomas Cirilo, and Simon Gatwech Dual in Equatoria, Upper Nile, and Bahr-el-Ghazal Regions. [11]
In January 2024, SSPDF claimed that Rolnyang cooperated with RSF to plan the attack on the oil fields in South Sudan. [12] However, he denied that accusation. [13]
Lakes State is a state in South Sudan. It has an area of 43,595.08 km2. Rumbek is the capital of the state. Lakes is in the Bahr el Ghazal region of South Sudan, in addition to Northern Bahr el Ghazal, Western Bahr el Ghazal, and Warrap states. Bahr el Ghazal itself was a former province which was split from the Anglo-Egyptian mudiriyat, or province of Equatoria in 1948. The eastern border was the White Nile with Jonglei State on the opposite bank. To the northeast lied the Unity State. Other borders included Warrap State towards the northwest, Western Equatoria to the south and west, and Central Equatoria to the south.
Wau is a city in northwestern South Sudan, on the western bank of the Jur River, that serves as capital for Western Bahr el Ghazal. It lies approximately 650 kilometres (400 mi) northwest of the capital Juba. A culturally, ethnically and linguistically diverse urban center and trading hub, Wau is also the former headquarters of Western Bahr el Ghazal.
The South Sudan People's Defence Forces (SSPDF), formerly the Sudan People's Liberation Army (SPLA), is the army of the Republic of South Sudan. The SPLA was founded as a guerrilla movement against the government of Sudan in 1983 and was a key participant of the Second Sudanese Civil War, led by John Garang. After Garang's death in 2005, Salva Kiir was named the SPLA's new Commander-in-Chief. As of 2010, the SPLA was divided into divisions of 10,000–14,000 soldiers.
Peter Gatdet Yak or Peter Gadet was a Sudan People's Liberation Army (SPLA) general who became the leader of the South Sudan Liberation Army (SSLA), a rebel movement in South Sudan.
Paul Malong Awan, also known as Paul Malong Awan Anei, King Paul, and General Paul, is a South Sudanese politician and military figure. Until 16 May 2017 he was the Chief of General Staffs (COGS) of the Sudan People’s Liberation Army (SPLA). The Chief of General Staffs was the highest-ranking military officer in the SPLA, and also the principal military adviser to the President of the Republic of South Sudan and the National Security Council.
Mayom is a community in Unity State of South Sudan to the west of Bentiu. It is the headquarters of Mayom County.
Ethnic violence in South Sudan has a long history among South Sudan's varied ethnic groups. South Sudan has 64 tribes with the largest being the Dinka, who constitute about 35% of the population and predominate in government. The second largest are the Nuers. Lt. Gen. Elias Waya Nyipuoch is a South Sudanese was born in 1958 in Luo land, Bahr el-Gazal Region, he holds a Master's Degree in Military Strategy from Khartoum High Academy Military Sciences (1992) in Sudan. He obtained his Sudan School Certificate in 1977 and joined University of Cairo, Khartoum Branch, between 1977 and 1979. Also he joined Sudan Military College and was awarded Diploma in Military Science in 1981. He took many professional military courses in the Sudan, the United Kingdom (2007), the USA (2004) and in Switzerland (2005), among others. He is currently an enrolled student of Political Science in University of Juba. Lt. Gen. Elias Waya had enjoyed many successful assignments in the Sudan Armed Forces (SAF) after his graduation from Sudan Military College. He was deployed between1981 to 1985 to Eastern Command, Kassala and Gadaraf, from where he was shortly assigned to Kapoeta Garrison in 1983. Also he was deployed to Northern Command, 3rd Division in Shendi where he was transferred to Nasir Garrison Command between 1986 and 1989.
Armed clashes took in Wau State from late June 2016 to January 2019 between the Dinka-dominated Sudan People's Liberation Army (SPLA) and local opposition forces, consisting of tribal Fertit militias as well as fighters claiming allegiance to Riek Machar. It is unclear to what extent these rebels were actually part of the SPLM-IO or acting independently while using the SPLM-IO's name. The clashes resulted in the arrest of the state's governor, Elias Waya Nyipuoc, widespread death and destruction in the state capital, Wau town, and the displacement of up to 150,000 people.
Mathiang Anyoor, also spelled Mathiang Anyur, also known as Dot Ke Beny, is a Dinka-affiliated militia group in South Sudan. Originally an ad-hoc volunteer force founded in 2012, the militia was transformed into a private army to protect President Salva Kiir Mayardit and army chief Paul Malong Awan. However, the South Sudanese military (SPLA) claims that it is just another battalion. Much of the ethnic violence against non-Dinkas in the South Sudanese Civil War is attributed to the militia.
Peter Par Jiek was a brigadier general of the Sudan People's Liberation Army (SPLA), and veteran of the Second Sudanese Civil War. In the course of that conflict, Par fought under Riek Machar with several rebel and pro-government groups, and eventually became a powerful militia commander in Unity State. In that region, he established his own fiefdom and gained some notoriety for his rivalry with another rebel leader, Peter Gadet. Even though he had followed Machar during the whole Second Sudanese Civil War until 2005, Par sided with President Salva Kiir Mayardit upon the outbreak of the South Sudanese Civil War in 2013. Leading pro-government counter-insurgency forces in Wau State since 2014, Par was eventually ambushed and killed by SPLM-IO rebels loyal to Machar in 2017.
The South Sudan United Front/Army (SS-UF/A), often just called South Sudan United Front (SS-UF), is a South Sudanese rebel group which has taken part in the South Sudanese Civil War.
The South Sudan Patriotic Army is a South Sudanese rebel militia that takes part in the South Sudanese Civil War and serves as the military wing of Costello Garang Ring's South Sudan Patriotic Movement. Well armed and relatively numerous, the SSPA mostly operates in Northern Bahr el Ghazal and is considered to be one of the most powerful rebel groups in South Sudan.
The 2014 retreat from Western Bahr el Ghazal, also called the long march north, was an unorganized withdrawal by hundreds of Nuer Sudan People's Liberation Army (SPLA) deserters who sought to flee from Bahr el Ghazal to Sudan during the South Sudanese Civil War. After longstanding tensions between SPLA soldiers belonging to the Dinka and Nuer ethnic groups escalated on 25 April 2014, leading to a massacre of Nuer soldiers at Mapel in Western Bahr el Ghazal, a large number of Nuer SPLA soldiers deserted to escape ethnic prosecution and loyalist SPLA forces. Though some deserters joined SPLM-IO rebels or surrendered to the government, a large number of them marched northward, joined by other SPLA defectors from Northern Bahr el Ghazal. After covering over 400 kilometres (250 mi), this trek eventually arrived in Sudan on 4 August 2014, where they were disarmed.
The South Sudan Opposition Alliance is a coalition of political parties and armed groups in South Sudan that opposed the government of President Salva Kiir. It was formed in February 2018 in Addis Ababa, Ethiopia, by nine groups. In September the alliance acceded to a revised peace deal with the government that also included the main rebel faction, the Sudan People's Liberation Movement-in-Opposition, but some of the member groups disagreed with the decision and split from the alliance. The pro-deal SSOA has experienced continued tension between its members, as well as with the government.

On 4 January 2018, SPLM-IO rebels loyal to Chan Garang Lual attacked the western parts of Juba, the capital of South Sudan. The raid was part of the South Sudanese Civil War. Once in Juba, the insurgents were reportedly joined by Sudan People's Liberation Army (SPLA) soldiers who were loyal to deposed chief of staff Paul Malong Awan. Following heavy fighting lasting until early 5 January, the rebels retreated into the countryside. Even though Chan Garang assumed responsibility for the attack, both the South Sudanese government and the SPLM-IO condemned the clashes, with the latter claiming that its forces had not been involved at all.
The Nairobi Declaration is an ongoing attempt by a group of South Sudanese military officials led by rebel deputy chief of staff Dickson Gatluak Jock to remove Paul Malong Awan as leader of the opposition South Sudan United Front/Army (SSUF/A). The officers according to the declaration accused Malong of being "incompetent" to lead and has not been able to meet his troops on the ground.
Between February 2022 and April 2023, clashes broke out in the Abyei area of South Sudan between Twic Dinka militias against Ngok Dinka militias, regarding control of the border between Abyei and South Sudan's Twic County. The conflict ended temporarily following a ceasefire between the Twic Dinka and Ngok Dinka in May 2023. In September 2023, attacks flared up in the border area between Abyei and Twic County between Twic Dinka and Ngok Dinka youth, with several massacres against Ngok Dinka.
South Sudan People's Movement/Army (SSPM/A) is a South Sudan opposition movement founded on 1st May 2021. In 2023, the group operated along the South Sudan-Sudan border in Upper Nile and Unity State.
