Vice admiral Susith Maliya Bandara Weerasekara RSP, VSV, USP, ndu, psn, MSc. (DS) Mgmt, DISS, DIDSS (born 22 August 1959) was a commissioned officer of the Sri Lanka Navy. [1] He was the highest ranked senior officer of the Sri Lanka Navy at the time he was overlooked for the position of Commander of the Navy, leading to his subsequent retirement. [2] A committee appointed by President Maithripala Sirisena found that he was politically victimised by the previous government and he was promoted to the rank of vice admiral in October 2015. [3]

Education

Born in Nugawela, Kandy, he was educated at Nugawela Primary School, St. Anthony's College (Katugasthota) and Vidyartha College. He represented Vidyartha College in Boxing and Rugby. At the age of 19, he joined the Sri Lanka Navy as an Officer Cadet of the 7th intake. During his studies at the Naval and Maritime Academy (Trincomalee) he won several awards including those for Highest Aggregate and Highest in Nautical subjects. Considering his performance he was selected to undergo the international Midshipman course at the Britannia Royal Naval College, which he completed with a high order of merit. In 1981 he completed the Sub-Lieutenant technical course at INS Venduruthy, achieving a first class pass. Based on these achievements he was selected first in the order of seniority, within the 7th intake. Later he specialized in communications at INS Venduruthy. His grade point average in this course of 94.3%, is still the highest by a foreign student.

He graduated from the Pakistan Naval Staff College (now Pakistan Naval War College) in 1995, achieving first place in the order of merit among students. Later, he completed a Master of Science in Management, with a first class pass, at the Kotalawala Defence Academy (now Kotalawala Defence University). In 2008 he graduated from the PLA National Defense University (Beijing, China) with a high order of merit. He is also an alumnus of the Asia-Pacific Center for Security Studies

He has served the Sri Lanka Navy with distinction and valour in several maritime and land appointments, taking part in several confrontations against the Sea Tigers of the LTTE during Sri Lanka's War Against Terrorism

Maritime Commands

He was the first commanding officer of the SLNS Nandimithra, one of the two Fast Missile Vessels (FMV) acquired by the Sri Lanka Navy. Serving the rank of Captain at the time, he was selected to undergo training and thereafter sail the vessel from Haifa, Israel to Colombo, Sri Lanka. This was only the second time ever, and the first time in over four decades, that a Sri Lankan Naval vessel had crossed the Suez Canal and undertaken such a long journey.

He has served as the Commandant of the Naval and Maritime Academy in Trincomalee. It was during his tenure in 2003, that the NMA received the President's Colour.

Directorate and Area Commands

During the final and decisive phase of Sri Lanka's War Against Terrorism, from 2006 to 2009 he served as the Director of Naval Operation (DNO), Director General Operations (DGO) and lastly the Commander of the Eastern Naval Area (ComEast). [4] Most of the LTTE's arms supply ships were sunk, whilst he was serving as DGO [5]

In 2009 he was appointed the Deputy Chief of Staff of the Sri Lanka Navy. Since April 2011, he serves as Commandant of the Sri Lanka Volunteer Naval Force . During his tenure as ComNorth the Northern Naval Command was presented with the President's colour. [6]

He is the recipient of the Rana Sura Padakkama for gallantry at sea and the Vishista Seva Vibhushanaya for distinguished service of more than 25 years, with flawless military and moral conduct. Other medals awarded to him include,

Other achievements

In 1998, he was chosen to command the Naval contingent, at the military parade to commemorate the 50th Anniversary of Sri Lanka's independence. His paper titled "Maritime Security - Need for international cooperation", was presented and well received at the International Security Symposium held in 2008, in Beijing, China. He was one of the speakers at the Maritime Symposium organized in conjunction with the Sri Lanka Navy's diamond jubilee celebration in 2010. [7]

Role during War on Terror

In early 2009 as the Sri Lanka Army was closing in on the last areas occupied by the LTTE, the Eastern and Northern Commands of the Sri Lanka Navy performed a stellar role in preventing top terror leaders from escaping by sea. By the end of April there were rumors that LTTE leader Velupillai Prabhakaran had escaped or was planning to escape the island by sea. Even the Army Commander at the time Sarath Fonseka, speculated that Prabhakaran might escape by sea [8]

Speaking to the Daily Mirror newspaper Rear Admiral Weerasekara, then Commander of the Eastern Naval Area not only denied these rumors on the escape of Prabhakaran but issued and open challenge to attempt it if the LTTE leader dared. At this time naval ships under his command in the Eastern Naval Area were maintaining a tight blockade to prevent any escape of major LTTE leaders by sea.

"If he (Prabhakaran) can escape from the country through the sea, we are ready to face it, that would be the final journey for him," [9]

As predicted, the LTTE leader had no chance of escaping by sea and his body was recovered by Sri Lankan Army troops on 18 May 2009 at the Nandikadal Lagoon.

Post-war service

Since the conclusion of hostilities till April 2011, in his capacity as Commander of the Northern Naval area, he has played an active role in the Government of Sri Lanka's policy of winning the hearts and minds of the Northern populace. This includes the overseeing of Navy's role in resettling internally displaced persons, [10] facilitating the movement of visitors from other parts of the country to North in order to foster reconciliation [11] as well as uplifting the livelihoods of the war-effected populace in the North. [12] He served as the Commandant of the Sri Lanka Volunteer Naval Force up until his retirement.

Circumstances leading to retirement

He was the next in line to take over as the Commander of the Navy, following the retirement of Admiral Somathilake Dissanaike. [13] Not only was he the most senior officer, but also the most qualified and the officer with most operational experience. However, for unspecified reasons he was overlooked for the position by President Mahinda Rajapaksa on the recommendation of Defence Secretary Gotabhaya Rajapaksa. On 23 September 2012 Jayanath Colombage was appointed as the Commander of the Navy, prompting Rear Admiral Weerasekara to apply for immediate retirement. The request was granted by the president in November effective backdated to 26 September, the day on which Colombage was promoted to vice admiral. At that time he was only 53 years of age, with 2 years left to the normal retirement age of 55 years.

Personal life

In 1982 he married Kumudini Weerasekara, the first female officer of the Sri Lanka Army. The couple have one son.

Sea Tigers Military unit

The Sea Tigers was the naval wing of the Liberation Tigers of Tamil Eelam during the Sri Lankan Civil War. It was founded in 1984. The Sea Tigers had a number of small but effective suicide bomber vessels. During its existence it had gained a reputation as a capable adversary for the Sri Lankan Navy. Clancy Fernando

Admiral Wannakuwatta Waduge Erwin Clancy Fernando VSV, USP, MSc, ndc, psc, MNI, SLN was the Commander of the Sri Lanka Navy from 1 November 1991 to 16 November 1992. He was assassinated by the LTTE in 1992, as the most senior officer in the Sri Lankan military to be killed in the line of duty.

Sri Lanka Volunteer Naval Force

The Sri Lanka Volunteer Naval Force (SLVNF) is the volunteer and volunteer reserve force of the Sri Lanka Navy, established in 1937 as the Ceylon Naval Volunteer Force. It is headquartered at SLNS Lanka, Welisara, and is tasked with a support and complementary role to the country's navy, partly by serving as a pool of civilian talent and expertise otherwise lacking in the regular naval force, and partly by acting as a reserve force during times of war.

Wasantha Karannagoda

Admiral of the Fleet Wasantha Kumar Jayadeva Karannagoda RSP, VSV, USP, MBA, MSc, ndc, psc, DISS, MRIN, MNI, SLN was the Commander of the Sri Lankan Navy and former Sri Lankan Ambassador to Japan. Before serving as the Commander of the Navy he commanded four Operational Naval Commands on seven occasions. He has the distinction of being the only officer to be considered to the highest seating of the Commander of the Navy straight from a Naval Area Command. When he retired from his post on 15 July 2009, he was made the Advisor to the President on National Security.

Asoka de Silva (admiral)

Vice Admiral A. H. Asoka de Silva, VSV, ndc, psc, SLN was the Commander of the Sri Lanka Navy from 1983 to 1986. He was a Sri Lankan Ambassador to Cuba.

Thisara Samarasinghe

Admiral Thisara Sugeeshwara Gunasekara Samarasinghe RSP, VSV, USP, ndc, psc, DISS, MNI, SLN was the Commander of the Sri Lankan Navy from 15 July 2008 to 15 January 2011. He had a distinguished 36-year career in the Sri Lankan Navy. His career included a wide range of key appointments at sea and ashore, including training in the United Kingdom, India and the United States.

Ravindra Wijegunaratne Sri Lankan admiral

Admiral Ravindra Chandrasiri Wijegunaratne, WV, RWP & Bar, RSP, VSV, USP, NI(M), ndc, psn, is a retired Sri Lankan naval officer, and former Chief of Defence Staff of the Sri Lanka Armed Forces. He has also served as the Commander of the Sri Lankan Navy, Chief of Staff of the Sri Lanka Navy, the Director General of the Sri Lanka Coast Guard and held, at various times, four of the seven Naval Commands of the SLN. Wijegunaratne has also served as Director Naval Operations, and is a recipient of the Weerodara Vibhushanaya.

Sarath Ratnakeerthi

Rear Admiral Sarath Ratnakeerthi VSV, usp, ndc, psc was Sri Lanka Navy's former Chief of Staff.

Admiral Jayanath Colombage, RSP, VSV, USP, FNI is a Sri Lankan flag officer and diplomat. He is the current Permanent Secretary of the Ministry of Foreign Affairs, prior to which he served as Additional Secretary to the President for foreign relations. A career naval officer, he had served as the Commander of the Sri Lankan Navy, the professional head of the navy from September 2012 to June 2014. Jayanath is currently serving in Advisory board of Sea and Coast maritime magazine.

Rear Admiral Sarath Weerasekara, RSP, VSV, USP, MP is a Sri Lankan senior naval officer and politician. He is the current cabinet Minister of Public Security. He was former State Minister of Provincial Councils and Local Government Affairs, member of parliament and former Deputy Minister of Labour and Labour Relations. He had served as the Deputy Chief of Staff of the Sri Lanka Navy and first Director General of the Civil Security Force.

Sarath Dissanayake

Rear Admiral Dissanayake Mudiyanselage Sarath Dissanayake RWP, RSP, VSV, USP, NDU, MMS, Hdmc, ADIDSM, AIMA, JP is a retired Sri Lankan navy officer. Rear Admiral Sarath Dissanayake joined Sri Lanka Navy in 1982 as an Officer Cadet of the 11th Cadet Intake. During his highly decorated naval career, Rear Admiral Dissanayake had served in many ships and establishments and imparted his hard-earned experience and knowledge for the progress of the Navy.

Rohan Amarasinghe

Rear Admiral Anthony Rohan Amarasinghe, RSP, VSV, USP, psc, MNI, SLN was a distinguished Sri Lankan admiral and a Commissioned Naval Officer. He served as the Director of Naval Rapid Action Boat Squadron, Director Naval Operations, Commander Southern Naval Area (ComSouth), Director General Personnel and Training, Commander North Central Naval Area (ComNorCen), Commander Western Naval Area (ComWest) and Commander Eastern Naval Area (ComEast). He retired from the active service in 2014 upon reaching a mandatory retirement age of 55 for Sri Lankan Armed Forces Personnel. At the time of his retirement, he was the third most senior executive officer behind Commander of the Navy and the Chief of Staff.

Jayantha Perera

Admiral (retired) Jayantha Perera RWP, VSV, USP, ndu, psc was the 19th Commander of the Sri Lankan Navy.

Admiral D. A. Mohan R. Samarasekara, VSV, USP, ndc, psc, SLN was the 13th Commander of the Sri Lankan Navy.

Vice Admiral Hikkaduwage Ananda Silva, VSV was a senior Sri Lankan naval officer who was the 11th Commander of the Sri Lankan Navy.

Rear Admiral Conan Anthony Mohan Jayamaha, RWP, VSV, USP, psc, SLN was a Sri Lankan Admiral. He was Commander, Northern Naval Area of the Sri Lanka Navy when he was killed from wounds sustained in a land mine explosion that killed 7 other senior military officers including Lieutenant General Denzil Kobbekaduwa in island of Kayts while making preparations for Operation Final Countdown the proposed invasion of the Jaffna Peninsula.

Rear Admiral Y. N. Jayarathna, RWP, RSP, USP is a Sri Lankan naval officer. He is the current Deputy Chief of Staff of the Sri Lanka Navy, former Commandant of the Naval and Maritime Academy and Commanding Officer, 4th Fast Attack Flotilla.

Travis Sinniah

Admiral Travis Jeremy Liyanduru Sinniah, WWV, RWP, RSP, USP, ndu, psc was a Sri Lankan admiral and the 21st Commander of the Sri Lanka Navy. He has served as the Commander of Sri Lanka's Eastern Naval Area and as Flag Officer Commanding the Naval Fleet. He was the second Tamil to be appointed the commander of the Sri Lankan Navy after Rajan Kadiragamar in the 1960s.

Vice Admiral Nishantha Ulugetenne, RSP, VSV, USP is a Sri Lankan senior naval officer. He is the current Commander of the Navy of the Sri Lanka Navy.
