"T.O.N.Y. (Top of New York)" is the second single from Capone-N-Noreaga's debut album The War Report . It was released on February 11, 1997. [1] The song features Tragedy Khadafi. The song became a critical and commercial success peaking at number 56 on the Hot R&B/Hip-Hop Singles & Tracks and number 16 on the Hot Rap Singles. The song samples "Speak Her Name" by Walter Jackson.

The War Report is the debut studio album by American hip hop duo Capone-N-Noreaga (C-N-N). The album features the singles "L.A., L.A.", "T.O.N.Y.", "Illegal Life" and "Closer". Tragedy Khadafi appears on more than half of the album's songs and served roles as both producer and executive producer. Despite its strong underground overtones, the album was a commercial success, listed on 1997's Hip Hop/R&B Top Five, and certified Gold in the US.

Percy Lee Chapman, known by his stage name Tragedy Khadafi, is an American rapper and record producer. Chapman hails from the Queensbridge Housing Projects in Queens, New York City, who helped spawn other hip hop artists such as Mobb Deep, Capone-N-Noreaga, Nas and many others both through production and influence. His name is a reference to the former leader of Libya, Muammar Gaddafi. He was the first in the Queensbridge projects to create intelligent street music and is documented to be the first to use the phrase "Illmatic" in 1988 on a record called "The Rebel" from the Marley Marl album "In Control Volume 1" which was a huge inspiration and influence on fellow New York rapper Nas.
