TOPAZ is a think-tank of the Czech political party TOP 09, which is its founder. [1] [2] It was established in April 2012 as a civic group, today it operates as an association. [3]

Contents

Mission of TOPAZ is to transmit conservative ideas to wider partisan and non partisan public and to continue in educational activities that were coordinated by TOP 09 Internal Commission for Education in last years. Content of association's activity is discussion about society-wide topics along with independent experts, cooperation with expert committees of TOP 09, fundraising, creation of body alternatives to public administration outcomes and creation of analytical and conceptual materials that deal with individual issues and suggest possibilities of solving. [4]

Establishment of TOPAZ as an educational platform of political party was inspired by similar projects abroad, for instance Political Academy of the Austrian People's Party or Konrad Adenauer Foundation with a bond to the Christian Democratic Union of Germany. [5]

Educational Events and Discussions

TOPAZ organizes conferences and seminars focusing on education of TOP 09 members and non partisan public. [8]

Task of this activity is to bring significant personalities and experts to discussion, local civic initiatives and regular civilians including youth. Point of this discussion is to familiarize public with contributions of democracy and membership in the European Union and to present conservative policy values in general. The main point is to search and create new opinions that can be used by TOP 09 in real politics. [9]

Internship Project

Through TOPAZ university students have a chance to participate in an internship in statewide office, parliamentary club and regional offices of TOP 09. This project works under association since 2014. TOPAZ cooperates in this project along with Faculty of Social Studies at Masaryk University and Philosophical Faculty of Palacký University, Olomouc, (through programme YoungPower) [11] . Trainees come also from Faculty of Social Science at Charles University in Prague or Metropolitan University Prague. [12]

The party was founded in 1990 and its current leader is Radim Špaček. In the 2017 Czech legislative election Koruna Česká ran in a coalition with TOP 09 and received 5.35% of the votes. In the 2019 European Parliament election it ran together with KDU-ČSL and received 7.24% of the votes.

The Institute for Social and Economic Analyses is a Prague-based think tank established in 2002. Its members' research covers subjects related mainly to the recent social and economic transformation of the Czech Republic. These include education, competitiveness, public finance, pension system reform, income inequality, tax issues of research and development, political systems and political corruption.

Jan Fischer is a Czech politician who served as the prime minister of the Czech Republic from April 2009 to July 2010, heading a caretaker government. Later he was the minister of Finance from July 2013 to January 2014 in another interim government of Jiří Rusnok.

Presidential elections were held in the Czech Republic in January 2013, the country's first direct election for the presidency. No candidate received a majority of the votes in the first round on 11–12 January, so a second round runoff election was held on 25–26 January. Nine individuals secured enough signatures or support of parliamentarians to become official candidates for the office. Miloš Zeman of the Party of Civic Rights (SPOZ) and Karel Schwarzenberg of TOP 09 qualified for the second round, which was won by Zeman with 54.8% of the vote, compared to Schwarzenberg's 45.2%. Zeman assumed office in March 2013 after being sworn in.

A leadership election was held in the TOP 09 party in the Czech Republic on 23 October 2011. Incumbent Karel Schwarzenberg was unopposed. He received 162 of the 169 votes. Schwarzenberg also accepted party's nomination for the 2013 presidential elections.

Plzeň municipal election in 2014 was held as part of 2014 Czech municipal elections. It was held on 10 and 11 October 2014. ANO 2011 received the highest number of votes but Civic Democratic Party (ODS) and Czech Social Democratic Party (ČSSD) won the same number of seats in the City's assembly. Civic Democratic Party ruled in Plzeň more than 20 years but was expected to lose its positions and receive only 10% of votes. In an electoral upset, ODS received more than 17%. Leader of local Civic Democrats Martin Baxa said that he believes that ODS was the actual victor of the election. Voter turnout was 33.73%.

Marek Ženíšek is a Czech politician and political scientist. From 2009 to 2019, he was the vice-chairman of TOP 09. From 2013 to 2017, he was a Member of the Chamber of Deputies, and has also served as Deputy Minister of Justice, and First Deputy Minister of Health. Since 2020, Ženíšek is a regional assembly member in the Plzen Region and a Deputy Governor.
