Taiwan, officially the Republic of China (ROC), is a country in East Asia. It is located at the junction of the East and South China Seas in the northwestern Pacific Ocean, with the People's Republic of China (PRC) to the northwest, Japan to the northeast, and the Philippines to the south. The territories controlled by the ROC consist of 168 islands with a combined area of 36,193 square kilometres. The main island of Taiwan, also known as Formosa, has an area of 35,808 square kilometres, with mountain ranges dominating the eastern two-thirds and plains in the western third, where its highly urbanized population is concentrated. The capital, Taipei, forms along with New Taipei City and Keelung the largest metropolitan area. With around 23.9 million inhabitants, Taiwan is among the most densely populated countries.

As an educational institute, it provides PhD training and scholarship through its English-language Taiwan International Graduate Program in biology, agriculture, chemistry, physics, informatics, and earth and environmental sciences.
Wenzhou, historically known as Wenchow is a prefecture-level city in China's Zhejiang province. Wenzhou is located at the extreme southeast of Zhejiang, bordering Lishui to the west, Taizhou to the north, and the province of Fujian to the south. The area consists of mostly mountainous terrain, as well as hundreds of islands off the East China Sea coast, which is nearly 355 kilometres in length. It is said that the city's land is 70% mountains, 20% farmland, and 10% water. At the time of the 2010 Chinese census, 3,039,500 people lived in Wenzhou's urban area. The greater Wenzhou prefecture, which also includes three satellite cities and six counties, had a population totalling 9,122,100, of which 31.16% are residents originally from outside of Wenzhou.
The United Nations General Assembly Resolution 2758 was passed in response to the United Nations General Assembly Resolution 1668 that required any change in China's representation in the UN be determined by a two-thirds vote referring to Article 18 of the UN Charter. The resolution, passed on 25 October 1971, recognized the People's Republic of China (PRC) as "the only legitimate representative of China to the United Nations" and removed "the representatives of Chiang Kai-shek" from the United Nations.

The book details high level relations between the United States and China from the Nixon administration to the Clinton Administration. Primarily focused on the actions and motives of members of the president's cabinet and their counterparts in China, the book illustrates the large role personal politics and bureaucratic infighting had on the direction of China policy in the United States. Well received in the popular press, the book garnered mixed reviews in scholarly journals. However, the book won both the Lionel Gelber Prize and the New York Public Library's Helen Bernstein Book Award in 2000.
