The Tamils Rehabilitation Organisation (TRO) was established in 1985 in Tamil Nadu in southeastern India by Sri Lankan Tamil refugees fleeing the violence in North and East Sri Lanka. Its initial operation was to provide relief to the refugees in India. After the signing of the Indo-Sri Lanka Accord and the subsequent fighting between the LTTE and the Indian Peace Keeping Force, TRO moved its operation and headquarters to Jaffna in Northern Sri Lanka.

The headquarters moved again to Killinochchi after Jaffna was taken by Sri Lanka Armed Forces in 1995. After the signing of the ceasefire agreement in 2002 between the LTTE and the Government of Sri Lanka, TRO was recognised by the Government as a legitimate NGO and was granted NGO status. During the period 2002 to 2005 TRO operated from offices across Sri Lanka in both Government and LTTE controlled areas providing post war and post tsunami relief and rehabilitation to Tamil community.[ citation needed ]

The Financial Investigation Unit of the Criminal Investigation Department and the Central Bank Financial Investigation Unit which monitor the financial transactions noted the TRO is receiving millions from outside that is being sent to the LTTE in Wanni and LTTE International Procurement cadres to buy weapons, sophisticated communication equipment and other technology for the LTTE. The government quickly sealed off TRO offices in Sri Lanka and froze nearly Rs 72 million but the TRO managed to siphon off most of their funds prior to the freezing. The CID also sent the information through the INTERPOL. [1]

On 15 November 2007, the United States Department of the Treasury designated the TRO as a SDGT in the SDN under Executive Order 13224, aimed to financially isolate US designated foreign terrorist groups and their support network. Under this order, the Department of the Treasury froze all assets held by the TRO and its designees in US territories, and formally prohibited US citizens from transacting with the TRO or its members. The Department of Treasury stated that "T.R.O. passed off its operations as charitable, when in fact it was raising money for a designated terrorist group responsible for heinous acts of terrorism ... in the United States, T.R.O. has raised funds on behalf of the LTTE through a network of individual representatives. According to sources within the organization, T.R.O. is the preferred conduit of funds from the United States to the LTTE in Sri Lanka". [5]

The LTTE fought to create an independent Tamil state called Tamil Eelam in the north-east of the island, due to the continuous discrimination and violent persecution against Sri Lankan Tamils by the Sinhalese-dominated Sri Lanka government.

The Special Task Force (STF) (Sinhala: විශේෂ කාර්ය බලකාය Visesha Karya Balakaya; Tamil: சிறப்பு அதிரடிப் படை) is the tier one police tactical unit of the Sri Lanka Police specialising in anti-irregular military, apprehension of armed and dangerous criminals, clandestine and covert operations, combat and patrolling in urban areas, counterterrorism and hostage rescue crisis managements, crowd control, executive protection, high-risk tactical law enforcement situations, indirect fire for support operations, irregular warfare, operating in difficult to access terrain, protecting high-level meeting areas, search and rescue people who are in distress or imminent danger from disaster, support crowd control and riot control, tactical special operations, and other tasks requiring special training. It was formed in 1983 not as a military force, but rather as a highly specialised armed police unit.

Elephant Pass is located at the gateway of the Jaffna Peninsula in Northern Province, Sri Lanka. It lies about 340 km north of the capital. It has an important military base and used to be the island's largest salt field. It was regularly the site of battles during the Sri Lankan Civil War.

Sri Lankan Tamil militant groups rose to prominence in the 1970s to fight the state of Sri Lanka in order to create an independent Tamil Eelam in the north of Sri Lanka. They rose in response to the perception among minority Sri Lankan Tamils that the state was preferring the majority Sinhalese for educational opportunities and government jobs. By the end of 1987, the militants had fought not only the Sri Lankan security forces but also the Indian Peace Keeping Force. They also fought among each other briefly, with the main Liberation Tigers of Tamil Eelam (LTTE) rebel group dominating the others. The militants represented inter-generational tensions, as well as the caste and ideological differences. Except for the LTTE, many of the remaining organizations have morphed into minor political parties within the Tamil National Alliance, or as standalone political parties. Some Tamil militant groups also functioned as paramilitaries within the Sri Lankan military against separatist militants.

The Federation of Tamil Sangams in North America (FeTNA) is a non-profit organization of Tamil organizations in the United States and Canada. It is a registered, non-profit, tax-exempt 501(c)(3) organization and founded in 1987 by five Tamil organizations: Tamil Association of Delaware Valley, Tamil Sangam of Washington & Baltimore, New York Tamil Sangam, Ilankai Tamil Sangam and Harrisburg Tamil Sangam. In July 2018, it stated that it represents 50 Tamil organizations based in America and Canada.

Operation Poomalai, also known as Eagle Mission 4, was the codename assigned to a mission undertaken by the Indian Air Force for airdropping supplies over the besieged city of Jaffna in Sri Lanka on 4 June 1987 to support the Tamil Tigers during the Sri Lankan Civil War.

The University Teachers for Human Rights (Jaffna) or UTHR(J) was formed in 1988 at the University of Jaffna, Jaffna, in Sri Lanka, as part of the national organization University Teachers for Human Rights. Its public activities as a constituent part of university life came to a standstill after the assassination on September 21, 1989 of Rajini Thiranagama, a key founding member, for which the group blamed the LTTE.

The Kent and Dollar Farm massacres were the first massacres of Sinhalese civilians carried out by the LTTE during the Sri Lankan Civil War. The massacres took place on 30 November 1984, in two tiny farming villages in the Mullaitivu district in north-eastern Sri Lanka. The Sri Lankan government labeled this as an attack on civilians by the LTTE.

Eelam War III is the name given to the third phase of armed conflict between the Sri Lankan military and the separatist Liberation Tigers of Tamil Eelam (LTTE).

2006 murder of TRO workers refers to the incident of abduction of seven Tamils Rehabilitation Organisation (TRO) employees who were tortured and executed by the TMVP paramilitary group. One employee Premini Thanuskodi was gang raped and murdered.

Shanmugam Kumaran Tharmalingam is a former prominent member of the Liberation Tigers of Tamil Eelam (LTTE). Pathmanathan was on Interpol's most wanted list for various charges including arms smuggling and criminal conspiracy. He is also wanted by India's law enforcement agencies in connection with the assassination of former Indian Prime Minister Rajiv Gandhi in 1991 and for violation of the Terrorist Act and the Indian Explosive Act. He was arrested on 5 August 2009. Pathmanathan was released from prison on 17 October 2012, when the complaints against him by Sri Lanka were withdrawn.

World Tamil Movement is a non-profit organization designated as a terrorist organization by Canada. The organization was created in 1986 and run by Canadians of ethnic Tamil heritage. Its president was Sitha Sithampalam until June 2008. The organisation has functioned as a community group that offers services such as translation, vocational training and a library for the Tamil population in Toronto, Ontario, Canada. It further organised cultural and sports leagues, and classes to help women and children integrate into the larger Canadian society. It was further involved in relief efforts for the 2004 Indian Ocean earthquake. It has also openly declared itself to share the politics of Sri Lankan Tamil nationalism, stating "It's no secret that the World Tamil Movement supports the right of the Tamil people to self-determination in the Northern and Eastern part of Sri Lanka. This is a political position – perhaps one that not everyone will agree with, but one that we are constitutionally entitled to hold."

Reverend Father Mariampillai Xavier Karunaratnam was a minority Sri Lankan Tamil, Roman Catholic parish priest and a human rights activist. He was the Chairperson of the NESOHR and was killed on 20 April 2008 allegedly by a Deep Penetration Unit of the Sri Lankan Army. In a press release, NESOHR condemned, "in the strongest possible terms", the Sri Lankan state for the assassination of Rev.Fr. Karunaratnam.

Perinpanayagam Sivaparan is a Sri Lankan Tamil rebel and leading member of the Liberation Tigers of Tamil Eelam (LTTE), a separatist Tamil militant organisation in Sri Lanka.

Content from the United States diplomatic cables leak has depicted Sri Lanka and related subjects extensively. The leak, which began on 28 November 2010, occurred when the website of WikiLeaks—an international new media non-profit organisation that publishes submissions of otherwise unavailable documents from anonymous news sources and news leaks—started to publish classified documents of detailed correspondence—diplomatic cables—between the United States Department of State and its diplomatic missions around the world. Since the initial release date, WikiLeaks is releasing further documents every day. 3,166 of the 251,287 diplomatic cables obtained by WikiLeaks are from the US Embassy in Colombo, Sri Lanka.

The Liberation Tigers of Tamil Eelam (LTTE), a separatist militant organization formerly based in northern Sri Lanka, had various organizations affiliated to it. These include charitable organizations, political parties, state intelligence organizations and even governments of Sri Lanka and other countries. Although the LTTE was militarily defeated in 2009, the Sri Lankan government alleges that a number of foreign-based organizations are still promoting its ideology.

Terrorism in Sri Lanka has been a highly destructive phenomenon during the 20th and 21st centuries, especially so during the periods of the Sri Lankan Civil War (1983–2009) and the first (1971) and second JVP insurrections (1987–1989). A common definition of terrorism is the systematic or threatened use of violence to intimidate a population or government for political, religious, or ideological goals. Sri Lanka is a country that has experienced some of the worst known acts of modern terrorism, such as suicide bombings, massacres of civilians and assassination of political and social leaders. Terrorism has posed a significant threat to the society, economy and development of the country. The Prevention of Terrorism Act of 1978 is the legislation that provides the powers to law enforcement officers to deal with issues related to terrorism in Sri Lanka. It was first enacted as a temporary law in 1979 under the presidency of J. R. Jayewardene, and later made permanent in 1982.
