Tariq Malik is a Technical Advisor of the World Bank, advising countries on Digital Public Infrastructure (DPI), Digital ID and Identification for Development (ID4D Program). Prior to this, he was serving as the Chairman NADRA since 22 June 2021 for the second time, until he resigned on 13 June 2023 citing political polarization and instability. [2] Malik served as Chief Technical Advisor in United Nations Development Program (UNDP), where he advised member states on Digital Governance, and Legal ID though the lens of Sustainable Development Goals (SDGs).
Tariq Malik made headlines when he tendered a bold resignation to then Prime Minister of Pakistan, Shehbaz Sharif on June 13. [3] His resignation became popular worldwide.
Tariq first made headlines when he addressed the opposition's request for validation of the 2013 Pakistani general election. He confirmed that thumb impression verification using the Biometric System could determine the fairness of the elections. Shortly after, Tariq faced an unjust dismissal by Nawaz Sharifs government for his actions but was immediately reinstated by the Islamabad High Court within a few hours. [4] [5]
His father is a famous writer, and author of 24+ books on literature, and South Asian Studies, Professor Fateh Mohammad Malik. [6]
Malik holds master's degrees in both International Management from the Heidelberg Germany and Computer Science from Quaid-i-Azam University. He obtained his bachelor's degree in Mathematics and Statistics from University of Punjab. He was trained at the Harvard Kennedy School [7] and received a diploma in project management from Stanford University.
Tariq served as Chairman NADRA from June 2021 to June 2023. [8] [9] He served as Chief Technical Advisor at the United Nations Development Program January 2017 - August 2021, Senior Technical Consultant at the World Bank from March 2016 - February 2017, and Senior Industry Consultant Government Systems from May 2014 - February 2016. He served as Chairman NADRA from 2012 to 2014, and Deputy Chairman/Head of Technology from 2008 to 2012 at NADRA. During Ed McNamar and then Robert Ficano administration, he served as Deputy Chief Information Officer in Wayne County, Michigan, for over 10 years (1998-2008). Before then he served as Senior Consultant in Information Systems for the government of Bahrain.
His name was included in the World's 100 Most Influential People in 'Digital Government' by a European think tank known as "Apolitical". [10] He was also named among the Top 100 Digital Influencers in the 'Digital Community' by One World Identity, a New York-based independent identity research and strategy think tank focused on cyber security, digital commerce and risk management. [11] Before joining the World Bank, Malik helped governments to optimize use of Big Data and advanced data analytics from the platform of Teradata Inc. USA.
In his first term serving as Chairperson of NADRA, he confirmed that the opposition's demand to verify if the 2013 Pakistani general elections were free and fair, is possible through thumb impression verification using the Biometric System.
A source close to NADRA's office stated that Rana Sanaullah (who was Home Minister first and then Minister of Law & Justice later) asked Tariq to compromise on the thumb impressions' verification and provide a clean chit to the PML-N candidate. Reportedly Malik resisted and stood by principles of honesty and integrity. Sanaullah warned that if Malik failed to comply, he would face consequences. [4]
He was then terminated from his position without any reason by Nawaz Sharif and his government. However, he was immediately restored as Chairman NADRA by the Islamabad High Court. [12] Despite being restored as chairman, he later resigned alleging that he had been threatened with the kidnapping of him and his family by those who did not want the election process verified. [13] In its judgement, the Superior court of Pakistan instead issued a charge sheet against the government for intimidating, victimizing harassing and frightening him of consequences.
Some writers and analysts called this blatant act of government as e-bullying. [14]
Malik worked on a multi-biometric system resulting in the registration of more than 121 million citizens along their associated biometric attributes. CNN [15] called him ‘Man on mission’ when he identified 3.5 million tax evaders in Pakistan using ‘Data Analytics’ coupled with biometrics. Tariq led similar projects and development-based interventions in the USA, Kenya, Nigeria, Sri Lanka, Bahrain, Bangladesh, Russia, Malawi and Tanzania.
He helped various institutions of United Nations (UNHCR, ICAO, UNDP) and World Bank (Poverty Score Card, BISP, Disaster Management and ID Ecosystem), to accomplish development goals with transparency. Prior to that, he served as Deputy CIO in Wayne County, State of Michigan, where he led the design, development and implementation of an online Property Tax System.
Throughout his career, Malik has helped governments to improve service delivery using innovative technologies. Result-based achievements earned him various national and international awards. The state of Pakistan conferred the highest award in Technology – The ‘Star of Excellence’ (Sitara-e-Imtiaz) 2013 for using technology to improve governance. Malik won Teradata’s 2012 national ‘CIO of the Year’ award [16] and was recognized at the 2009 ID World International Congress in Italy as the recipient of the ‘Outstanding Achievement Award’ for his work as an international biometrics leader. On 13 June 2023, he resigned from his post as Chairman NADRA citing political instability. [20]

Rana Sanaullah Khan is a Pakistani lawyer and politician who is currently serving as Special Assistant to the Prime Minister on Political Affairs since April 2024. Previously, he served as the 39th Interior Minister of Pakistan in first Shehbaz Sharif's Government. He is second most popular official in Shehbaz Sharif Government. He's been a member of the National Assembly of Pakistan from August 2018 till August 2023. He is a senior member of PML-N and the President of PML-N in Punjab province since 4 May 2019. The Computerised National Identity Card (CNIC) is an identity card with a 13-digit number available to all adult citizens of Pakistan and their diaspora counterparts, obtained voluntarily. It includes biometric data such as 10 fingerprints, 2 iris prints, and a facial photo. The National Database and Registration Authority (NADRA), was established in 1998 as an attached department under the Ministry of Interior, Government of Pakistan. Since March 2000, NADRA has operated as an independent corporate body with the requisite autonomy to collect and maintain data independently.

General elections were held in Pakistan on Saturday 11 May 2013 to elect the members of the 14th National Assembly and the four Provincial Assemblies. The three major parties were the Pakistan Muslim League (N) (PML-N) led by Nawaz Sharif, the Pakistan People's Party (PPP) led by President Asif Ali Zardari and the Pakistan Tehreek-e-Insaf (PTI) led by Imran Khan. Lettergate is an American-Pakistani political affair set off by a conversation at a farewell lunch for Asad Majeed Khan, then-Pakistani ambassador to the United States, on 7 March 2022 at Khan's official residence known as the Pakistan House. A diplomatic telegram was sent by Ambassador Khan to the Ministry of Foreign Affairs based on the notes taken by a note-taker from the embassy of Pakistan based in Washington, D.C. The telegram allegedly stated that in the course of the meeting, the United States had expressed a desire to the government of Pakistan for prime minister Imran Khan to be removed from office because of his neutral stance on the war between Russia and Ukraine and refusal to back the Ukrainians, promising warmer relations if Pakistan agrees while threatening isolation if it does not. The lunch was attended by US officials including then US Assistant Secretary of State for South and Central Asian Affairs Donald Lu and Deputy Assistant Secretary Lesslie Viguerie. The Pakistani diplomats attending the lunch meeting included Deputy Chief of Mission Syed Naveed Bokhari and the defence attaché.
After the 2024 general elections in Pakistan, Shahbaz Sharif's second government was formed. Shehbaz Sharif from the Pakistan Muslim League-N was elected as the Prime Minister. President Asif Ali Zardari took the oath of office. The new Cabinet composition has been described as a "Lean", with its composition being influenced by the need of the new government to respond quickly to the current economic crisis. The Cabinet includes PML-N, MQM(P), PML(Q), IPP and independents.
Tariq Malik was summoned by Punjab Chief Minister in Lahore on Monday where he was kept busy till late in the night. "The chief minister did not meet him. He was received by Punjab Law Minister Rana Sanaullah who talked of thumb impressions verification in NA-118," a source close to the Nadra chief's office told The Express Tribune. Sanaullah asked Tariq Malik for a 'compromise' on the thumb impressions verification in the constituency by giving the PML-N candidate a clean chit. "Failing (to do so), he would have to face consequences," said the officials.
Investigations by Nadra revealed that the thumb impressions on 23,432 ballots could not be compared or matched through the Nadra system because the fingerprints were of very poor quality seemingly due to a lack of essential properties of the ink and inkpad used in the process of balloting. The report said that only 2,475 of the total 32,865 ballots sent to Nadra for verification of certain polling stations were successfully authenticated.
His critics termed his appointment at the IIUI and his son Tariq Malik's as deputy chairman and later chairman NADRA a reward from the PPP government that came into power in 2008.
