Thabo Manyoni is a South African politician who was the Mayor of Mangaung Metropolitan Municipality from 2011 to 2016. He represented his party,the African National Congress (ANC),in the Free State Executive Council from 2009 to 2011 and in the National Assembly from 2016 to 2017. He was Deputy Provincial Chairperson of the ANC's Free State branch from 2008 to 2017. He was also Chairperson of the South African Local Government Association from 2011 to 2016 and in 2019 he was appointed to a five-year term as Chairperson of South Africa's Municipal Demarcation Board.
Manyoni was born on 1 January 1960. [1] He has a Bachelor of Arts degree. [1] After 1994,he held various jobs in post-apartheid public administration,including in the Free State Tourism Board and the Maluti-a-Phofung Local Municipality. [1] By 2008,he was the municipal manager at the Free State's Mangaung Local Municipality. [1] He was suspended from that position in 2008; [2] according to the Mail &Guardian ,his suspension was spearheaded by the incumbent Mayor of Mangaung,Gertrude Mothupi. [3]
At the same time,Manyoni was an active member of the African National Congress (ANC). His local branch of the ANC is in the Free State's Motheo region. [1] In July 2008,while he was in court challenging his suspension from the Mangaung municipality, [3] he was elected unopposed as Deputy Provincial Chairperson of the ANC's Free State branch,under Provincial Chairperson Ace Magashule. [4]
Pursuant to the April 2009 general election,Magashule was elected Premier of the Free State and appointed Manyoni to the Free State Executive Council,where he became Member of the Executive Council (MEC) for Police,Roads and Transport. [5]
Manyoni left the Executive Council after the 2011 local government elections,in which he was elected Executive Mayor of the new Mangaung Metropolitan Municipality;he was succeeded as MEC by Butana Komphela. [6] In September of that year,he was elected National Chairperson of the South African Local Government Association (SALGA). [1]
He was also re-elected unopposed to his party office as ANC Deputy Provincial Chairperson –indeed,he was re-elected twice,because the 2012 party elective conference was nullified by a court and rerun in May 2013. [7] The following year,he was shortlisted for the City Mayors Foundation's World Mayor Prize. [8] [9]
However,ahead of the 2016 local government elections,the ANC announced that Manyoni would not stand for a second term as mayor;instead,the party's mayoral candidate in Mangaung would be MEC Olly Mlamleli. Manyoni said he was surprised by the announcement. [10]
In September 2016,the ANC announced that it had adjusted its party list and would send Manyoni to the National Assembly,the lower house of the national Parliament of South Africa,to fill the next casual vacancy that arose. [11] He was sworn into a seat in early October. [12] At the same time,he resigned his SALGA office,which was taken up in an acting capacity by former Johannesburg Mayor Parks Tau. [12] Manyoni resigned from Parliament less than a year into his tenure,in May 2017. [13]
By mid-2017,towards the end of his second term as ANC Deputy Provincial Chairperson,Manyoni had emerged as a possible candidate to unseat Magashule as Provincial Chairperson in the Free State. The Citizen said that he presented the most serious challenge to Magashule's incumbency that Magashule had faced during his long tenure in the party office. [14] According to the newspaper,his campaign emphasised an anti-corruption agenda and was aligned to Deputy President Cyril Ramaphosa,who during that period was standing for election as national ANC President. [14] Manyoni said that he had been involved in "supporting wrong things",such as vote-rigging,while he was Magashule's deputy,but that he had since had a Damascus moment. [15]
However,when the next provincial elective conference was held in December 2017,Manyoni boycotted it,alleging that there had been irregularities in the electoral process. [16] He had been nominated for the chairmanship by 25 local party branches –compared to 204 for Magashule –but declined the nominations by phone,leaving Magashule to stand unopposed. [16] He was succeeded as Deputy Provincial Chairperson by Paseka Nompondo. [16]
The outcome of the elective conference was later nullified by the high court. [17] The provincial leadership corps elected in 2017 was dissolved by the ANC's National Executive Committee and Manyoni was appointed as a member of the interim committee established to lead the provincial party until fresh elections could be held. [18]
At the beginning of March 2019,President Cyril Ramaphosa appointed Manyoni to a five-year term as Chairperson of the national Municipal Demarcation Board,a full-time job. [19] [20] By 2022,it was clear that Manyoni intended to stand again for election as ANC Provincial Chairperson in the Free State;the opposition Democratic Alliance (DA) objected strenuously,calling for Manyoni to resign on the grounds that his party-political interests undermined the Municipal Demarcation Board's independence. [21] [22] Manyoni promised to vacate his seat on the board if and when he won election to the ANC office. [23]
Mangaung Metropolitan Municipality is a metropolitan municipality which governs Bloemfontein and surrounding towns in the Free State province of South Africa. Mangaung is a Sesotho name meaning "place of cheetahs",as it was not uncommon for the Basotho to name warrior regiments after ferocious animals.
The 53rd National Conference of the African National Congress (ANC) was held in Mangaung,Free State from 16 to 20 December 2012,during the centenary of the ANC's establishment,also in Mangaung. It re-elected incumbent President Jacob Zuma and his supporters to the party's top leadership and National Executive Committee (NEC),solidly defeating an opposing group that had coalesced around presidential challenger Deputy President Kgalema Motlanthe.
Elias Sekgobelo "Ace" Magashule is a South African politician and former anti-apartheid activist who was Secretary General of the African National Congress (ANC) until his suspension on 3 May 2021. He served as the Premier of the Free State,one of South Africa's nine provinces,from 2009 until 2018,and is known to be influential in the ANC of his home province.
Sefora Hixsonia "Sisi" Ntombela is a South African politician who was the 6th Premier of the Free State and a Member of the Free State Provincial Legislature for the African National Congress. She previously served as the Free State MEC for Cooperative Governance and Traditional Affairs and Human Settlements and as MEC for Social Development. Ntombela was also the Deputy President of the African National Congress Women's League and the treasurer of the Free State ANC.
Sarah Matawana "Olly" Mlamleli is a South African politician who served as the Mayor of the Mangaung Metropolitan Municipality from August 2016 until August 2020. A member of the African National Congress,she served as the Member of the Executive Council (MEC) for Cooperative Governance,Traditional Affairs and Human Settlements from February 2012 to August 2016. In 2020,Mlamleli was ousted as Mayor of Mangaung and arrested over a controversial asbestos contract stemming from her time with the MEC.

Vusimusi William Tshabalala is a South African politician who has represented the African National Congress (ANC) in the Free State Provincial Legislature since 2019. He was also the Majority Chief Whip in the legislature until October 2021,when he was replaced after the ANC suspended him while he faced internal disciplinary charges. He is also known for his controversial tenure in the Free State's Maluti-a-Phofung Local Municipality,where he was Mayor between 2013 and 2018.
Moses Ketso “Toto”Makume is a South African politician who has been a Member of the Free State Executive Council for Cooperative Governance and Traditional Affairs and Human Settlements and a Member of the Free State Provincial Legislature since March 2023. He was elected as the Deputy Provincial Chairperson of the African National Congress in January 2023.
Modise Casalis "Casca" Mokitlane is a former politician and diplomat from South Africa who served in the Free State Provincial Legislature from 1999 until 2014. He is a former Deputy Provincial Chairperson of the African National Congress (ANC) and is known for his short-lived defection to the opposition Congress of the People (COPE) between 2009 and 2014.
Benjamin "Benny" Malakoane is a South African politician and medical doctor who served in the Free State Executive Council from 2004 to 2005 and from 2013 to 2019. Butana Moses Komphela was a South African politician who represented the African National Congress (ANC) in the National Assembly and Free State Provincial Legislature until 2019. He served as the Chairperson of the Portfolio Committee on Sports,Arts and Culture and after that he held several positions in the Free State Executive Council from 2011 to 2019. He died of COVID-19-related illness in 2022.

During that time,she served as the Free State's Member of the Executive Council (MEC) for Public Works and Infrastructure from 2015 to 2018,and from 2018 to 2019 she occupied an expanded portfolio as MEC for Public Works,Infrastructure and Human Settlements.
Dan Andrew Mokhuwe Kgothule is a South African politician who represented the African National Congress (ANC) in the Free State Provincial Legislature from 2009 to 2014. Throughout that period,he served as the Free State's Member of the Executive Council (MEC) for Sports,Arts,Culture and Recreation under Premier Ace Magashule.
Petrus Zanemvula "Pat" Matosa is a South African politician from the Free State. He represented the African National Congress (ANC) in the National Assembly from 1997 to 1999 and before that in the Free State Provincial Legislature from 1994 to 1997. His career as a public representative was cut short when he was convicted of the attempted murder of a traffic cop,though his conviction was later overturned.
Dibeela Gertrude Mothupi is a South African politician who has been a part-time member of the Commission for Gender Equality since 2019. She was Mayor of Mangaung from 2006 to 2008 and served in the Free State Provincial Legislature.
