Patricia Ann McGowan Wald was an American lawyer and jurist who served as the chief judge of the United States Court of Appeals for the District of Columbia Circuit from 1986 until 1991. From 1999 to 2001,Wald was a Justice of the International Criminal Tribunal for the former Yugoslavia.

Abner Joseph Mikva was an American politician,federal judge,and legal scholar. He was a member of the Democratic Party. After serving in the Illinois House of Representatives,Mikva ran for congress in 1966 but lost the primary to incumbent congressman Barrett O'Hara. In 1968,Mikva defeated O'Hara. Mikva served in the United States House of Representatives representing Illinois's 2nd congressional district (1969–1973) and 10th congressional district (1975–1979). He was appointed as a United States circuit judge of the United States Court of Appeals for the District of Columbia Circuit by President Jimmy Carter,serving from 1979 to 1994. He served as the White House Counsel from 1994 to 1995 during Bill Clinton's presidency. He was one of the few people in modern times to serve in the executive,legislative and judicial branches of the Federal government.

Leondra Reid Kruger is an American judge who serves as an associate justice of the Supreme Court of California. A native of South Pasadena,California,she graduated from Harvard College and Yale Law School. Kruger then clerked for U.S. Supreme Court Justice John Paul Stevens,and subsequently worked in private practice and as a professor. She served as acting Principal Deputy Solicitor General of the United States from 2010 to 2011,and worked in the Office of Legal Counsel. In 2014,California Governor Jerry Brown nominated Kruger to a seat on the Supreme Court of California. She was confirmed,and was sworn in on January 5,2015.

The Ferguson effect is an increase in violent crime rates in a community caused by reduced proactive policing due to the community's distrust and hostility towards police. The Ferguson effect was first proposed after police saw an increase in violence following the 2014 shooting of Michael Brown in Ferguson,Missouri. The term was coined by Doyle Sam Dotson III,the chief of the St. Louis police,to account for an increased murder rate in some U.S. cities following the Ferguson unrest. Whether the Ferguson effect really exists is subject of discussions with many published studies reporting contradicting findings concerning whether there is a change in crime rates,number of 911 calls,homicides,and proactive policing. Furthermore,the effect and influence of the portrayal of police brutality in the media is also contested.
The President's Task Force on 21st Century Policing was created by an executive order signed by United States President Barack Obama on December 18,2014. Obama created it in response to the unrest in Ferguson,Missouri following the shooting of Michael Brown by a police officer there. The eleven members of the task force include academics,law enforcement officials,and civil rights activists. The co-chairs of the task force are former Philadelphia police commissioner Charles H. Ramsey and George Mason University professor of criminology,law and society Laurie Robinson.
