Major General Tracy R. Norris was the Adjutant General of the Texas National Guard from 2019 to 2022. [1] Norris was the first female commander of the Texas Military Department, an organization composed of the Texas Air National Guard, Texas Army National Guard, and the Texas State Guard.
Norris earned her degree in anthropology in 1984 when she graduated from Florida State University. Later she earned her master's from Florida State with a degree in urban and regional planning. Additionally, after attending the McCombs School of Business at the University of Texas, she earned a master's in business administration. [2]
Norris attended Florida State University on a ROTC scholarship and began her career in the military upon graduation. While in the military she attended the United States Army War College and earned her master's in Strategic Studies. [2]
Norris has twice been deployed to Iraq. [2] From January to July 2007, Norris was an officer with the 36th Combat Aviation Brigade in Balad, Iraq. [3] From December 2010 to September 2011, Norris was the Chief of Staff 36th Infantry Division in Basra, Iraq. [3] While serving in that capacity, she oversaw command and control of nine provinces in southern Iraq. [3] [2]
Prior to accepting the position of adjutant general of the Texas Guard, Norris had previous command experience. In addition to serving in the Texas National Guard, she has served in other states’ Guard units, specifically Georgia, Florida, Virginia, and Massachusetts. [3]

Texas governor Greg Abbott appointed Major General Tracy R. Norris to the position of Adjutant General of the Texas National Guard, the state's top military leader, a position she served in beginning in January 2019. [2] [3] She followed Major General John F. Nichols to become the 52nd adjutant general of the Texas Military Department. [2] As the adjutant general, Norris reported directly to the governor and was responsible for providing forces capable of assisting the governor in state operations. [4] [2] Additionally, she has a responsibility to provide Texas Army and Air National Guard troops to the President of the United States to support federal missions. [2]
The Texas National Guard is the largest of any state in the nation as it has 20,873 troops, 1,933 volunteers, and 112 facilities. [5] Norris oversaw the 2019 fiscal year budget which was $493.1 million. [5] The position she holds is compensated at $178,196 per year. [6]
Norris was in command of the Texas Guard when Governor Abbott activated it in response to COVID-19. Norris oversaw the Guard's mobilization to provide healthcare assistance in the areas of logistics, medical, communication, and transportation support. [7]
In a news release on Monday, March 14, 2022, Texas Governor Greg Abbott announced that Norris had been replaced as Adjutant General by Major General Thomas M. Suelzer. [8]

The Army National Guard (ARNG), in conjunction with the Air National Guard, is an organized militia force and a federal military reserve force of the United States Army. They are simultaneously part of two different organizations: the ARNG of each state, most territories, and the District of Columbia, as well as the federal ARNG, as part of the National Guard as a whole. It is divided into subordinate units stationed in each state or insular area, responsible to their respective governors or other head-of-government.
The New Jersey Army National Guard consists of more than 6,000 Citizen-Soldiers. The New Jersey Army National Guard is currently engaged in multiple worldwide and homeland missions. Units have deployed to Iraq, Guantanamo Bay, Afghanistan, Germany, Kosovo, Kuwait, Qatar, Bahrain, and Egypt. The Guard has also deployed to help with the recovery from Hurricane Irma in Texas and the U.S. Virgin Islands, Hurricane Maria in Florida and Puerto Rico, and Hurricane Katrina in New Orleans.
The Vermont National Guard is composed of the Vermont Army National Guard and the Vermont Air National Guard. Together, they are collectively known as the Green Mountain Boys. Both units use the original Revolutionary War-era Flag of the Green Mountain Boys as their banner. In 2009, they had 2,600 members.
The Texas State Guard (TXSG) is part of the state military force of Texas, and one of three branches of the Texas Military Forces. Along with the other two branches, the TXSG falls under the command of the Governor of Texas and is administered by the Adjutant General of Texas, an appointee of the Governor. The other two branches of the Texas Military Forces are the Texas Army National Guard and the Texas Air National Guard.
Major General Gregory Lynn Wayt served as Adjutant General of Ohio under Governors Bob Taft and Ted Strickland. MG Wayt retired from the military on December 31, 2010, after 35 years of service. He directed the largest global and domestic operations in over 60 years and successfully accomplished all federal, international, and homeland defense and domestic missions while establishing benchmark programs recognized by the Department of Defense. In addition, he led the transformation of the Ohio National Guard from a Cold War strategic reserve to an operational force trained and equipped to meet joint and expeditionary global operations. During his tenure over 100 exchanges occurred with Serbian representatives to include Humanitarian Assistance operations in Serbia and joint deployments with the Hungarian Defence Forces to Afghanistan. Joseph J. Taluto is a retired United States Army officer who served as the Adjutant General of New York. As adjutant general, he was the director of the New York State Division of Military & Naval Affairs, and served as overall commander of the New York Army National Guard, New York Air National Guard, New York Guard and New York Naval Militia. Taluto commanded the 42nd Infantry Division in Iraq during Operation Iraqi Freedom from 2004 to 2006. He attained the rank of major general, and was a recipient of the Army Distinguished Service Medal, Legion of Merit, and Bronze Star Medal.
Lieutenant General (Brevet) Richard C. Nash was the 30th adjutant general of the Minnesota National Guard, having been appointed to that position by the governor of Minnesota in 2010. Nash had previously served as commanding general of both US Army and multi-national forces including the US Army's 34th Red Bull Infantry Division, the Multi-National Division-South during Operation Iraqi Freedom, and the Multi-National Brigade-North (SFOR-14) in Bosnia Herzegovina during Operation Joint Forge.
Antonio J. Vicens-Gonzalez was the 18th Adjutant General of the Puerto Rico National Guard from January 2, 2009, to December 2012. The Adjutant General is the Commander of the Puerto Rico National Guard. As the Adjutant General he was also the Senior Military Advisor to the Governor of Puerto Rico and oversees both State and Federal Missions of the PR National Guard. He provides effective leadership and management in the implementation of all programs and policies affecting more than 10,500 citizen-soldiers and airmen, and civilian employees of the three components of the PR National Guard: Army National Guard, Air National Guard and Puerto Rico State Guard. MG Vicens holds a B.B.A-Management Degree from the University of Puerto Rico.
Myles Lynn Deering is a retired Army National Guard major general who served as the 19th adjutant general of Oklahoma. General Deering was appointed by Governor of Oklahoma Brad Henry in 2009 following the promotion of Harry M. Wyatt III to the position of director, Air National Guard. On December 10, 2010, Governor-elect Mary Fallin announced that she would retain General Deering in his position as adjutant general.

Each state in the United States has a senior military officer, as the state adjutant general, who is the de facto commander of a state's military forces, including the National Guard residing within the state, the state's naval militia, and any state defense forces. This officer is known as TAG, and is subordinated to the chief executive. They do not have authority over police forces, only military forces.

Walter E. Fountain is a retired United States Army officer who attained the rank of major general. In his final assignment, he served beginning in January 2018 as Director of Domestic Operations and Force Development at the National Guard Bureau. His previous assignments include Assistant to the Chairman of the Joint Chiefs of Staff for National Guard Matters, Deputy Director for Domestic Operations (J-3) at United States Northern Command, Assistant Adjutant General of the Oklahoma National Guard, and acting Deputy Director of the Army National Guard.

The adjutant general of Texas is appointed by the governor of Texas with the advice and consent of the Texas Senate from Texas Government Code Title 4, Subtitle C, Chapter 437.003.

Major General Roy Van McCarty is an officer in the South Carolina Army National Guard who currently serves as South Carolina Adjutant General, he was appointed to the position by Governor Henry McMaster on January 17, 2019. As the states senior military officer, he serves as commander of the South Carolina Military Department which includes the South Carolina Army National Guard, South Carolina Air National Guard, South Carolina State Guard and the Emergency Management Division; he also advises the governor of the state on military matters.
