The Transpacific Stabilization Agreement (TSA) is a research and discussion forum used by 15 of the main container shipping lines which carry cargo between Asia and the United States. The agreement operates differently and has different membership for eastbound and westbound carriage. U.S. authorization falls under the oversight of the Federal Maritime Commission.
Containerization is a system of intermodal freight transport using intermodal containers. The containers have standardized dimensions. They can be loaded and unloaded, stacked, transported efficiently over long distances, and transferred from one mode of transport to another—container ships, rail transport flatcars, and semi-trailer trucks—without being opened. The handling system is completely mechanized so that all handling is done with cranes and special forklift trucks. All containers are numbered and tracked using computerized systems.

The SS Rutland Victory was a Victory ship built during World War II under the Emergency Shipbuilding program. It was built and launched by the Oregon Shipbuilding Corporation on May 9, 1944, and completed on May 29, 1944. The ship's United States Maritime Commission designation was VC2-S-AP3 and hull number 104 (1020). The ship was Oregon Shipbuilding Corporation's 20th victory ship. The Maritime Commission turned it over for Merchant navy operation to a civilian contractor, the United States Lines.

It was formed in 2016 as a joint venture of the Japanese shipping companies Nippon Yusen Kaisha, Mitsui O.S.K. Lines, and K Line, inheriting the container shipping operations of its parent companies. As of 2017, it had a combined fleet size of 1.4 million TEU.
