The competition took place at three locations in central Melbourne: the Melbourne Sports and Aquatic Centre, St Kilda Beach, and Rod Laver Arena in a temporary pool christened the Susie O'Neill Pool.

The 2023 World Aquatics Championships, the 20th edition of the World Aquatics Championships, were held in Fukuoka, Japan, from 14 to 30 July 2023. Originally scheduled to be held in 2021, the championships were postponed until May 2022 in response to the rescheduling of the 2020 Summer Olympics in Tokyo to 2021 due to the COVID-19 pandemic. The event was pushed back a second time to 2023 due to ongoing travel restrictions and safety measures in place in Japan. In its place, Budapest hosted the 19th Championships from 18 June to 3 July 2022.

Ahmed Ayoub Hafnaoui is a Tunisian swimmer. He is the African record holder in the long course 400-metre and 1500-metre freestyle, and the short course 800-metre and 1500-metre freestyle events. He competed in the 2020 Summer Olympics, where he won a gold medal in the men's 400-metre freestyle. He ranked No. 16 in the world and was the slowest qualifier for the final race but won Olympic gold with a time of 3:43.36. Hafnaoui was the only Tunisian to win Olympic gold at Tokyo 2020.

On 25 July 2021, there was a political crisis in Tunisia when President Kais Saied took exceptional measures under Article 80 of the Constitution. This included the dismissal of the government of Hichem Mechichi, suspended the Assembly of the Representatives of the People and revoked the immunity of its members. The move came after a period of political instability marked by a series of protests against the Ennahda-backed government, and the collapse of the Tunisian healthcare system amidst the COVID-19 pandemic. These decisions were criticised as a self-coup by critics and some international observers.
