Turning the Corner Plan is a Canadian climate change action plan introduced by the Harper Conservative Government in April 2007 by then Minister of the Environment John Baird. Turning the Corner has plans set out to reduce Canada's greenhouse gas emissions by 20% relative to 2006 levels by 2020, and reductions of 60 to 70 percent below 2006 levels by 2050. [1]
The plan which mainly starts in 2010 uses intensity based targets for industry, which will start in 2010. All covered industrial sectors will be required to reduce their emissions intensity from 2006 levels by 18% by 2010, with 2% continuous improvement every year after that. [1]
The main components of the action plan are as follows [1]
The Turning the Corner action plan has received a large amount of criticism from many environmental groups and opposition political parties, because it fails to meet Canada's Kyoto Protocol targets. It has also been criticized for having weak goals and some say that the use of Emissions Intensity targets will in the long run allow emissions to increase. [2]
Despite the fact that the federal government released a national emissions reduction plan most provinces have set out their own goals for 2020. Ontario has a goal of 15% below 1990 levels by 2020, Quebec has a goal of 20% below 1990 levels by 2020, and British Columbia has a plan that will reduce its emissions 33% below 2007 levels by 2020, other provinces have goals however they are similar to the federal goals. Alberta is the only province that has a plan that will let emissions rise until 2020 at which time Alberta's emissions will begin to decrease to 14% below the provinces 2005 levels by 2050.
After the 2008 Federal Election, Jim Prentice took over as Minister of the Environment replacing John Baird. There have not been many new developments in climate change policy since Baird initially released the plan. However, in December 2009 Jim Prentice announced that Canada would not be using intensity based targets, and that Canada would use absolute targets, something many critics have wanted, this will ensure that emissions get reduced. Energy policy is the manner in which a given entity has decided to address issues of energy development including energy conversion, distribution and use as well as reduction of greenhouse gas emissions in order to contribute to climate change mitigation. The attributes of energy policy may include legislation, international treaties, incentives to investment, guidelines for energy conservation, taxation and other public policy techniques. Energy is a core component of modern economies. A functioning economy requires not only labor and capital but also energy, for manufacturing processes, transportation, communication, agriculture, and more. Energy planning is more detailed than energy policy.
Aircraft engines produce gases, noise, and particulates from fossil fuel combustion, raising environmental concerns over their global effects and their effects on local air quality. Jet airliners contribute to climate change by emitting carbon dioxide, the best understood greenhouse gas, and, with less scientific understanding, nitrogen oxides, contrails and particulates. Their radiative forcing is estimated at 1.3–1.4 that of CO2 alone, excluding induced cirrus cloud with a very low level of scientific understanding. In 2018, global commercial operations generated 2.4% of all CO2 emissions.
The Global Warming Solutions Act of 2006, or Assembly Bill (AB) 32, is a California State Law that fights global warming by establishing a comprehensive program to reduce greenhouse gas emissions from all sources throughout the state. AB32 was co-authored by then-Assemblymember Fran Pavley and then-Speaker of the California Assembly Fabian Nunez and signed into law by Governor Arnold Schwarzenegger on September 27, 2006.
The environmental policy of the Stephen Harper government was implemented when Stephen Harper was the Prime Minister of Canada from 2006 to 2015, under two minority governments until 2011 when the Conservative Party of Canada won a majority in the 2011 Canadian federal election. During the term of Stephen Harper, Canada's greenhouse gas emissions decreased from 730 to 723 Mt of carbon dioxide equivalent. In contrast, during the period from 1993 until 2006, under various Liberal governments, Canada's greenhouse gas emissions increased 617 to 730 Mt of carbon dioxide equivalent.
Canada was active in the negotiations that led to the Kyoto Protocol in 1997. The Liberal government that signed the accord in 1997 ratified it in parliament in 2002. Canada's Kyoto target was a 6% total reduction in greenhouse gas (GHG) emissions by 2012, compared to 1990 levels of 461 megatonnes (Mt). Despite signing the accord, greenhouse gas emissions increased approximately 24.1% between 1990 and 2008. In 2011, Conservative Prime Minister Stephen Harper withdrew Canada from the Kyoto Protocol.
The New England Governors and Eastern Canadian Premiers (NEG-ECP) Climate Change Action Plan 2001 is a resolution adopted on August 28, 2001, by the New England Governors and the Eastern Canadian Premiers. The resolution calls for a reduction in greenhouse gas (GHG) emissions to 1990 levels by 2010, at least 10% below 1990 levels by 2020, 35-45% below 1990 levels by 2030, and a 75-85% reduction of 2001 levels by 2050.
Climate change in Canada has had large impacts on the country's environment and landscapes. These events are likely to become even more frequent and severe in the future due to the continued release of greenhouse gases into the atmosphere. The number of climate change–related events, such as the 2021 British Columbia Floods and an increasing number of forest fires, has become an increasing concern over time. Canada's annual average temperature over land has warmed by 1.7 degrees Celsius since 1948. The rate of warming is even higher in Canada's north, the Prairies, and northern British Columbia. The country's precipitation has increased in recent years and extreme weather events have become more common.
The climate change policy of the United States has major impacts on global climate change and global climate change mitigation. This is because the United States is the second largest emitter of greenhouse gasses in the world after China, and is among the countries with the highest greenhouse gas emissions per person in the world. In total, the United States has emitted over a trillion metric tons of greenhouse gasses, more than any country in the world.
The Kyoto Protocol was an international treaty which extended the 1992 United Nations Framework Convention on Climate Change. A number of governments across the world took a variety of actions.
The Chicago Climate Action Plan (CCAP) is Chicago's climate change mitigation and adaptation strategy that was adopted in September 2008. The CCAP has an overarching goal of reducing Chicago's greenhouse gas emissions to 80 percent below 1990 levels by 2050, with an interim goal of 25 percent below 1990 levels by 2020.
In 2021, net greenhouse gas (GHG) emissions in the United Kingdom (UK) were 427 million tonnes (Mt) carbon dioxide equivalent, 80% of which was carbon dioxide itself. Emissions increased by 5% in 2021 with the easing of COVID-19 restrictions, primarily due to the extra road transport. The UK has over time emitted about 3% of the world total human caused CO2, with a current rate under 1%, although the population is less than 1%.
Climate change has resulted in an increase in temperature of 2.3 °C (2022) in Europe compared to pre-industrial levels. Europe is the fastest warming continent in the world. Europe's climate is getting warmer due to anthropogenic activity. According to international climate experts, global temperature rise should not exceed 2 °C to prevent the most dangerous consequences of climate change; without reduction in greenhouse gas emissions, this could happen before 2050. Climate change has implications for all regions of Europe, with the extent and nature of impacts varying across the continent.
The German Climate Action Plan 2050 is a climate protection policy document approved by the German government on 14 November 2016. The plan outlines measures by which Germany can meet its various national greenhouse gas emissions reduction goals through to 2050 and service its international commitments under the 2016 Paris Climate Agreement. The Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB), under minister Barbara Hendricks, led the development of the plan. The plan was progressively watered down since a draft was first leaked in early May 2016. Projections from the environment ministry in September 2016 indicate that Germany will likely miss its 2020 climate target.
Climate change is leading to long-term impacts on agriculture in Germany, more intense heatwaves and coldwaves, flash and coastal flooding, and reduced water availability. Debates over how to address these long-term challenges caused by climate change have also sparked changes in the energy sector and in mitigation strategies. Germany's energiewende has been a significant political issue in German politics that has made coalition talks difficult for Angela Merkel's CDU.
The Under2 Coalition is a coalition of subnational governments that aims to achieve greenhouse gases emissions mitigation. It started as a memorandum of understanding, which was signed by twelve founding jurisdictions on May 19, 2015 in Sacramento, California. Although it was originally called the Under2 MOU, it became known as the Under2 Coalition in 2017. As of October 2022, the list of signatories had grown to 270 governments which represented over 1.75 billion people and 50% of the world economy. The Under2 MOU was conceived through a partnership between the governments of California and Baden-Wurttemberg, with The Climate Group acting as secretariat.
Green economy policies in Canada are policies that contribute to transitioning the Canadian economy to a more environmentally sustainable one. The green economy can be defined as an economy, "that results in improved human well-being and social equity, while significantly reducing environmental risks and ecological scarcities." Aspects of a green economy would include stable growth in income and employment that is driven by private and public investment into policies and actions that reduce carbon emissions, pollution and prevent the loss of biodiversity.
As the most populous state in the United States, California's climate policies influence both global climate change and federal climate policy. In line with the views of climate scientists, the state of California has progressively passed emission-reduction legislation.
Carbon pricing in Canada is implemented either as a regulatory fee or tax levied on the carbon content of fuels at the Canadian provincial, territorial or federal level. Provinces and territories of Canada are allowed to create their own system of carbon pricing as long as they comply with the minimum requirements set by the federal government; individual provinces and territories thus may have a higher tax than the federally mandated one but not a lower one. Currently, all provinces and territories are subject to a carbon pricing mechanism, either by an in-province program or by one of two federal programs. As of April 2023 the federal minimum tax is set at CA$65 per tonne of CO2 equivalent, set to increase to CA$170 in 2030.
The Netherlands is already affected by climate change. The average temperature in the Netherlands rose by more than 2 °C from 1901 to 2020. Climate change has resulted in increased frequency of droughts and heatwaves. Because significant portions of the Netherlands have been reclaimed from the sea or otherwise are very near sea level, the Netherlands is very vulnerable to sea level rise.
The Initial IMO Strategy on the reduction of GHG emissions from ships, or Initial IMO GHG Strategy, is the framework through which the International Maritime Organization (IMO) aims to reduce greenhouse gas (GHG) emissions from international maritime shipping. GHG emissions from shipping are about 3% of total GHG emissions, and under this strategy the IMO envisions their elimination within this century. However many companies and organizations say shipping should be decarbonized by 2050.
