USNS American Explorer (T-AOT-165) was a tanker built for the United States Military Sea Transport Service. The tanker was built by Ingalls SB of Mississippi in 1958, and at the time her keel was laid, the vessel was intended to be the world's first nuclear-powered tanker, but was completed with a conventional steam power plant. The ship was transferred to the US Maritime Administration in 1984 and was part of the US Reserve Fleet, Beaumont Reserve Fleet, Texas. American Explorer was sold for scrap on 8 July 2008 to the Southern Scrap Metal Corporation in New Orleans, Louisiana. [1] On 13 August, two weeks before Hurricane Gustav struck the Southeastern Louisiana coastline, the tanker was moved to New Orleans' Industrial Canal. [2]
During the night of 31 August/1 September 2008, as Hurricane Gustav approached the coast of Louisiana, two clusters (Export Courier) of ships were dislodged from their moorings and broke free. American Explorer was shown in video coverage to be one of two military vessels (along with the former US Navy submarine tender Hunley) that ran into the Florida Avenue Bridge. [3] After hitting the bridge, the ships then ran into two concrete pile-barriers that protect pump station No. 19, which serves the 9th ward of New Orleans. [4] A United States Coast Guard (USCG) tug eventually pinned the ships into position so that they would not move. Joel Dupree of Southern Scrap Metal Corporation claims the Corps of Engineers were testing docks on the Industrial canal which prevented moving the ships prior to Gustav entering the Mississippi River, and that the American Explorer was properly anchored during the storm. [5] However, the level of the surge and winds were sufficient to break their moorings. [6] The USCG, however, said that it had recommended that ships double-up mooring lines prior to the storm. [7] Shortly after the peak of the storm, reporters for a local radio station went to the Florida Avenue bridge and reported the damage as being minor.[ citation needed ]
Another naval ship, the former US Navy cargo ship Courier, and two barges were involved in separate incidents at the Almonaster rail bridge and a nearby pump station. As a consequence of these events, all vessels to be removed from the Industrial Canal in advance of gale-force wind conditions, and Southern Scrap Metal Corporation was told to remove all floating vessels for the duration of the 2008 season. [8] A US Coast Guard Investigation has been launched into the corporation's activities prior to Gustav. [9]
Avondale Shipyard was an independent shipbuilding company, acquired by Litton Industries, in turn acquired by Northrop Grumman Corporation. In 2011, along with the former Ingalls Shipbuilding, the yard was part of Huntington Ingalls Industries. It closed in October 2014. The yard was located on the west bank of the Mississippi River in an area called Bridge City, about 20 miles (32 km) upriver from New Orleans near Westwego, Louisiana. It was the site of the modernization of the battleship USS Iowa in the early 1980s and also constructed some of the lighter aboard ships (LASH). At one time, it was the largest employer in Louisiana, with about 26,000 employees.

The Mississippi River–Gulf Outlet Canal is a 76 mi (122 km) channel constructed by the United States Army Corps of Engineers at the direction of Congress in the mid-20th century that provided a shorter route between the Gulf of Mexico and New Orleans' inner harbor Industrial Canal via the Intracoastal Waterway. In 2005, the MRGO channeled Hurricane Katrina's storm surge into the heart of Greater New Orleans, contributing significantly to the subsequent multiple engineering failures experienced by the region's hurricane protection network. In the aftermath the channel was closed. A permanent storm surge barrier was constructed in the MRGO in 2009, and the channel has been closed to maritime shipping.

The current publication is the result of the 2019 acquisition of The Times-Picayune by the New Orleans edition of The Advocate, which began publication in 2013 as a response to The Times-Picayune switching from a daily publication schedule to a Wednesday/Friday/Sunday schedule in October 2012.
Hurricane Katrina was a destructive Category 5 Atlantic hurricane that caused over 1,800 fatalities and $125 billion in damage in late August 2005, especially in the city of New Orleans and the surrounding areas. It was at the time the costliest tropical cyclone on record and is now tied with 2017's Hurricane Harvey. The storm was the twelfth tropical cyclone, the fifth hurricane, and the third major hurricane of the 2005 Atlantic hurricane season, as well as the fourth-most intense Atlantic hurricane on record to make landfall in the contiguous United States.

The Industrial Canal is a 5.5 mile (9 km) waterway in New Orleans, Louisiana, United States. The waterway's proper name, as used by the U.S. Army Corps of Engineers and on NOAA nautical charts, is Inner Harbor Navigation Canal (IHNC). The more common "Industrial Canal" name is used locally, both by commercial mariners and by landside residents.
The 17th Street Canal is the largest and most important drainage canal in the city of New Orleans. Operating with Pump Station 6, it moves water into Lake Pontchartrain. The canal, along with the Orleans Canal and the London Avenue Canal, form the New Orleans Outfall Canals. The 17th Street Canal forms a significant portion of the boundary between the city of New Orleans and Metairie, Louisiana. The canal has also been known as the Metairie Outlet Canal and the Upperline Canal.
Though Hurricane Katrina did not deal the city of New Orleans a direct hit on August 29, 2005, the associated storm surge precipitated catastrophic failures of the levees and flood walls. The Mississippi River Gulf Outlet ("MR-GO") breached its levees in approximately 15 places. The major levee breaches in the city include the 17th Street Canal levee, the London Avenue Canal, and the wide, navigable Industrial Canal, which left approximately 80% of the city flooded.
The Florida Avenue Bridge is a vertical lift bridge spanning the Industrial Canal in New Orleans, Louisiana. The bridge has one railroad track, two vehicle lanes and two sidewalks. A parallel high-elevation four-lane roadway bridge is planned.
USS Manitowoc (PF-61), a Tacoma-class frigate in commission from 1944 to, was the first ship of the United States Navy to be named for Manitowoc, Wisconsin. After commissioned service in the U.S. Navy from 1944 to 1946. After her Navy service, she served in the United States Coast Guard for a few months in 1946. Sold to France in 1947, she commissioned into service in the French Navy as Le Brix (F715) in 1948 and operated as a weather ship until scrapped in 1958.
ING 4727 was a barge belonging to Ingram Barge Company that became infamous when it went over or through a levee and landed in a residential neighborhood of New Orleans, Louisiana during Hurricane Katrina.
Carnival Fantasy was a cruise ship operated by Carnival Cruise Line. She was the first ship of her namesake class, which was the largest by number of ships, before the scrapping of the Fantasy, Inspiration, Imagination, and the selling of the Fascination in 2020. Built by Kværner Masa-Yards at its Helsinki New Shipyard in Helsinki, Finland, she was floated out on December 9, 1988, completed on January 27, 1990 and formally named on March 1, 1990, as Fantasy by Tellervo Koivisto, wife of the then President of Finland, Mauno Koivisto. During 2007, in common with all of her Fantasy-class sisters, she had the prefix "Carnival" added to her name.
The Claiborne Avenue Bridge, officially known as the Judge William Seeber Bridge, is a vertical lift bridge in New Orleans, Louisiana over the Industrial Canal. It was built by the Louisiana Department of Highways and opened to vehicular traffic in 1957. The bridge has suffered numerous disasters: A barge hit the bridge in 1993, Hurricane Katrina damaged it in 2005, and a car plunged into the canal in 2008 due to a malfunction.
USS Hunley (AS-31) was a submarine tender of the United States Navy launched on 28 September 1961 and commissioned 16 June 1962. The Hunley was designed to tend most of the long-term requirements of the Polaris Class of submarines. The ship achieved several records and milestones in its service. The Hunley was decommissioned from the regular navy, in 1995 transferred to the US Maritime Commission, and in 2007 sold as scrap to a metal recycling company in Louisiana. In September 2008, during Hurricane Gustav, the decommissioned ship broke free of its moorings in the New Orleans Inner Harbor, but caused little or no damage while adrift.
Hurricane Gustav was the second most destructive hurricane of the 2008 Atlantic hurricane season. The seventh tropical cyclone, third hurricane, and second major hurricane of the season, Gustav caused serious damage and casualties in Haiti, the Dominican Republic, Jamaica, the Cayman Islands, Cuba and the United States. Gustav caused at least $8.31 billion (2008 USD) in damages.
USNS Courier was a cargo ship of the National Defense Reserve Fleet. The cargo ship was built by Sun Shipbuilding and Drydock Company, Chester, Pennsylvania, at the request of the US Maritime Administration in 1962. The ship was 470 ft in length and has a breath of 73 and weighs 11420 tons, empty. The ship was originally administered by American Export Lines under the civilian name SS Export Courier and eventually became part of the James River Reserve Fleet. The company ran into financial trouble in 1977. Before 1981, Farrell Lines, which took over parts of the dissolved American Export Lines, transferred administration of the Courier to the Military Sealift Command, which renamed the ship USNS Courier. The ship was officially accepted as part of the Maritime Administration in February 1983. From 1981 it was stationed with the Beaumont Reserve Fleet or docked at Port Neches, Beaumont Texas. Service records indicate repairs after Operation Desert Storm. In 2001 the ship was transferred to the National Defense Reserve Fleet and remained in this status until July 2008 when it was sold to Southern Scrap Metal Corporation of New Orleans, Louisiana and subsequently transferred to New Orleans' Industrial Canal on 13 August, a little more than two weeks before Hurricane Gustav reached Louisiana's southeastern coast.
USCGC Tupelo WAGL/WLB-303, was a Cactus (A) Class 180-foot buoy tender vessel built by Zenith Dredge Company of Duluth, Minnesota. Her keel was laid 15 August 1942, launched 28 November 1942 and commissioned on 30 August 1943. She was built as a WAGL and redesignated a WLB in 1965.
