The University of the Philippines High School Cebu (UP High School Cebu) is a high school run by the University of the Philippines Cebu. It is one of the four high schools administered by the University of the Philippines. [1] [2] The other three are the UP Integrated School (UPIS) in UP Diliman, the UP Rural High School (UPRHS) in UP Los Baños, and the UP High School Iloilo (UPHSI) in the Iloilo City campus of UP Visayas.

History

The University of the Philippines High School Cebu was established on May 3, 1918 [3] [4] after the Board of Regents of the University of the Philippines approved the formal petition for a branch of UP in Cebu. It was then known as the Junior College of Liberal Arts. Three years later, the Junior College of Liberal Arts became a separate unit of the University and was renamed the Junior College of the UP.

World War II brought about the closure of the College. It reopened in 1947 with only 56 students: 20 were enrolled in the third year and 36 in the fourth year. During the graduation exercises for the school year 1949-1950, 17 graduates received their high school diplomas.

The College had to close for the second time when its appropriation was omitted from the 1950-51 Appropriations Act.

Although the College reopened in 1963, it was only on May 31, 1972 that the Board of Regents authorized the establishment of a high school at the University of the Philippines in Cebu. This high school was intended as a feeder for the College and as a laboratory for the graduate students. Nine teachers and a guidance counselor composed the high school staff. There were only 151 first and second-year students.

Democratized Access to Tertiary Education

In the late 1980s, UP High School Cebu was under threat of closure due to budget issues. [5] To avert this threat, the school adopted a policy of democratized admission for students in the high schools of the UP System. This was initially implemented during the school year 1989-1990 and was fully implemented during the school year 1990-1991.

UP's adoption of the policy of democratized admission means that "every high school in UP is a program for helping economically disadvantaged but deserving students gain access to tertiary level education in UP." [6] [7] Mandated thus, UP High School Cebu admits incoming Grade 7 and Grade 11 students from low-income families only.

The school uses experimental and innovative teaching strategies designed to maximize student learning so that, upon graduating, UP High School Cebu students' academic skills and proficiencies would be on par with, or better than, those of students from economically capable families, consequently giving them equal chance as their peers in accessing tertiary education, especially from the UP System where they can avail themselves of subsidized education through the socialized tuition system.

Admission

Grade 7 (Junior High School)

Incoming Grade 7 students from any public or private elementary school in the Philippines may be admitted into UP High School Cebu after passing the Junior High School Admission Test (JHSAT). Only those applicants who meet the following requirements [6] are allowed to take the admission test:

  1. must be an elementary school graduate by the end of the current school year or academic year;
  2. must not have previously studied in another junior high school;
  3. must have an average grade of 85 or better in mathematics, science, English or reading, civics or social studies, and Filipino subjects at the time of filing of application;
  4. must not have a grade lower than 80 in any other subject;
  5. must have a conduct grade of at least B or its equivalent; and
  6. must come from a family whose total gross annual income does not exceed ₱250,000, unless the applicant is a dependent of some UP personnel.

Grade 11 (Senior High School)

Likewise, incoming senior high school students from any public or private junior high school in the Philippines may, after passing the Senior High School Admission Test, apply for admission into UP High School Cebu, provided that they meet the following conditions: [7]

  1. must have completed Grade 10 by the end of the current school year or academic year;
  2. must not have previously studied in another senior high school;
  3. must have an average grade of 88 or better in mathematics, science, English or reading, civics or social studies, and Filipino subjects at the time of filing of application;
  4. must not have a grade lower than 80 in any other subject;
  5. must have a conduct grade of at least B or its equivalent; and
  6. must come from a family whose total gross annual income does not exceed ₱250,000, unless the applicant is a dependent of some UP personnel.

Curriculum and Academics

The school follows a special science curriculum simultaneously with UP High School Iloilo. The curriculum's strength lies in mathematics and the sciences, as well as in research.

UP High School Cebu students excel in academics not just through subject content exposure within the confines of the classrooms, but also through the co-curricular and extracurricular opportunities that the school offers to its students.

In 2016, the Board of Regents of the University of the Philippines voted (7 to 1) to move the start of classes in all four UP-administered high schools to August, starting in the academic year 2016-2017. [1]

Students are encouraged to participate in various curriculum-oriented and extracurricular student organizations. One of the hallmarks of an education in the University of the Philippines is that most of the learning happens not inside the classroom—but outside of it, through student organizations.

Student council

The Student Council is the highest governing body of the student population. The officials in the Council are elected by the students themselves. The following are the elective positions in the Council:

School paper

The official school paper of the high school is the UP Tambuli. It aims to serve as the watchdog of the students' rights and the voice of the students through the school paper. The school paper also aims to serve as a laboratory for the development its staff members' writing and journalistic skills. Any bona fide UP High School Cebu student is qualified to join as writer of the UP Tambuli. Students who wish to be admitted to the UP Tambuli undergo a written examination that will test their journalistic skills. The screening is supervised by the faculty adviser.
