ProfessorV.K. Kapoor is Vice Chancellor [1] of Raffles University, Neemrana, Rajasthan. He is also head and professor [2] of the Department of Law. He has worked as Professor of law for four decades in various University including University of Jammu [3] and distinguished visitors of various universities. He has thirteen papers published in journals, has drafted the J & K Jail Manual, has guided many PhDs, and has organised many seminars, conferences and moot courts.[ citation needed ]

Neemrana is an ancient historical town in Alwar district of Rajasthan, India, 66 km (41 mi) from Alwar city, 122 km (76 mi) from New Delhi and 150 km (93 mi) from Jaipur on the Delhi-Jaipur highway in Neemrana tehsil. It is between Behror and Shahajahanpur. Neemrana is an industrial hub.It is the site of a 15th-century hill-fort occupied by Chauhans till 1947.
