V. Narahari Rao was an Indian civil servant who served the Indian Audit and Accounts Service in the post-independence India. [1] He served as the first Comptroller and Auditor General of India from 1948 to 1954. [2] The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 1954, for his contributions to civil service. [3]

The Padma Bhushan is the third-highest civilian award in the Republic of India, preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri. Instituted on 2 January 1954, the award is given for "distinguished service of a high order...without distinction of race, occupation, position or sex." The award criteria include "service in any field including service rendered by Government servants" including doctors and scientists, but exclude those working with the public sector undertakings. As of 2020, the award has been bestowed on 1270 individuals, including twenty-four posthumous and ninety-seven non-citizen recipients.

The Comptroller and Auditor General of India is the Constitutional Authority in India, established under Article 148 of the Constitution of India. He is empowered to Audit all receipts and expenditure of the Government of India and the State Governments, including those of autonomous bodies and corporations substantially financed by the Government. The CAG is also the statutory auditor of Government-owned corporations and conducts supplementary audit of government companies in which the Government has an equity share of at least 51 per cent or subsidiary companies of existing government companies. The reports of the CAG are laid before the Parliament/Legislatures and are being taken up for discussion by the Public Accounts Committees (PACs) and Committees on Public Undertakings (COPUs), which are special committees in the Parliament of India and the state legislatures. The CAG is also the head of the Indian Audit and Accounts Department, the affairs of which are managed by officers of Indian Audit and Accounts Service, and has 43,576 employees across the country.

Indian Audit and Accounts Service is a Central Group 'A' Civil Service under the Comptroller and Auditor General of India, Government of India. The civil servants under the Indian Audit and Accounts Service serve in an audit managerial capacity, in the Indian Audit and Accounts Department. IA&AS is responsible for auditing the accounts of the Union and State governments and public sector organizations, and for maintaining the accounts of State governments. Its role is somewhat similar to the US GAO and National Audit Office.

Vinod Rai is a former IAS officer who served as the 11th Comptroller and Auditor General of India. He assumed office on 7 January 2008 till 22 May 2013. He is the current chairman of UN Panel of External Auditors and Honorary Advisor to the Railways and a member of the Railway Kaya Kalp Council. He holds a master's degree in Economics from the University of Delhi, and Masters in Public Administration from Harvard University. The most prominent actions of CAG under Vinod Rai was the report that stated that the 2G spectrum allocation by the government had caused a loss of over 1 lac crores to the government. Several ministers of the UPA had to resign, some were arrested. It is widely believed that this report by CAG was the single most important setback for the then UPA government. After years of hearing at the CBI court in Delhi, the judge acquitted all the accused saying that there is not an iota of evidence to show that corruption took place and some people created the scam by artfully arranging a few selected facts and exaggerating things beyond recognition to astronomical levels. Vinod Rai was made the chairman of the Banking Board of India by the new Government of NDA by then. On 30 January 2017, the Supreme Court of India appointed Rai as the interim president of the Board of Control for Cricket in India (BCCI). He is the head of advisory commission of Kerala Infrastructure and Investment Board (KIIFB), appointed by Government of Kerala.

The Public Accounts Committee (PAC) is a committee of selected members of parliament, constituted by the Parliament of India, for the purpose of auditing the revenue and the expenditure of the Government of India. They check that parliament exercises over the executive stems from the basic principle that parliament embodies the will of the people. This committee along with the Estimates committee (EC) and Committee on Public Undertakings (COPU) are the three financial standing committees of the Parliament of India.

The Office of the Comptroller and Auditor General of Bangladesh (C&AG) is the Supreme Audit Institution (SAI) of the country. Like the SAIs in many other countries across the world the institution is established by the Constitution of Bangladesh. This institute is responsible for maintaining accounts of the republic and audits all receipts and expenditure of the Government of Bangladesh, including those of bodies and authorities substantially financed by the government. The reports of the CAG are discussed by the Public Accounts Committee, which is a standing committee in the Parliament of Bangladesh.

Baijayant "Jay" Panda is an Indian politician. He is the national vice president and spokesperson of the Bharatiya Janata Party (BJP). He wrote a best-seller autobiography 'The honest always stand alone'. He had a long career as an IAS officer first in the state of Orissa and next in five central ministries of India.

Vijayendra Nath Kaul was the tenth Comptroller and Auditor General of India (CAG) from 2002 to 2008. He was awarded the Padma Bhushan in 2014.

Rajiv Mehrishi Indian Administrative Service Officer

Rajiv Mehrishi was the 13th Comptroller and Auditor General of India (C&AG) and Vice Chairman of the United Nations Panel of External Auditors. He is a retired Indian Administrative Service (IAS) officer of the 1978 batch belonging to the Rajasthan cadre.
