Uganda requires its residents to register their motor vehicles and display vehicle registration plates . [1] A serial letter is shown in the right part of the plate. [2]
Uganda Government vehicles are written with red paint on a yellow/orange or white background. They all start with UG, followed by a number then a letter code to identify the ministry, department, or agency.

Previously, Uganda had three agencies responsible for handling issues of license plates and these were; Uganda Revenue Authority (URA), Chief Mechanical Engineer (CME) and the Military Licensing Board (MLB). However, with effect from 1 July 2023 all vehicle registration functions were fully handed over to the Ministry of Works and Transport (MoWT) from Uganda Revenue Authority a move that had been in the pipeline for three years. Uganda faced security challenges such as the several high-profile murders like that of Major Mohammed Kiggundu in November 2016, the Uganda Police spokesperson AIGP Felix Kaweesi in March 2017, Arua Municipality legislator Hon. Ibrahim Abiriga in June 2018, and that of former Buyende district Police Commander Muhamad Kirumira in September 2018 and the failed assassination of former army commander Gen. Katumba Wamala that claimed the life of his daughter in June 2021. [7] [8] [9] [10] [11] All these murders seemed to have one common characteristic which was assailants following victims in their cars, shooting them and the move away with help of boda boda (motor bikes). This led to the birth of ideas of such as installing surveillance cameras in major towns and highways and also the use of digital number plates on all motor vehicles to ease tracking of criminals that had made it a habit to use vehicles to flee scenes of crime and ultimately combat crime.The ideas were majorly fronted by the President of Uganda Rtd. Gen. Yoweri Museveni who even re-echoed the same in his 2021 state of the nation address. [12] [13] [14]
Government of Uganda in 2021 signed an agreement with a Russian firm Joint StockGlobal Security Company to deliver the Intelligent Transport Monitoring System (ITMS) to be used in the tracking of motor vehicles in Uganda [15] [16] However the process that led to contracting the company was contested and even probed by the parliamentary committee on physical infrastructure and later to a classified Committee of the House [17] [18] However the probe and findings did not hinder government from continuing with the plan and the digital number plates drive was successfully launched in November 2023 by Security Minister Rtd Maj. Gen. Jim Muhwezi and his Works and Transport counterpart Gen. Edward Katumba Wamala starting with the installations of the technology enhanced plates on government owned vehicles. [19] [20]

All motorised vehicles plying on public roads in India are tagged with a registration or licence number. The vehicle registration plate is issued by a Regional Transport Office (RTO), the district-level authority on vehicular matters in the respective state or Union Territory. The number plates are mandatory on both front and rear of the vehicle and are required to be in modern Hindu-Arabic numerals with latin letters. Muhoozi Kainerugaba is a Ugandan military officer. He is the son of President Yoweri Museveni and currently serves as the Chief of Defence Forces of the Uganda People's Defence Forces (UPDF). He is also the chairman of the Patriotic League of Uganda, a pressure group lobbying for his presidency.
The Entebbe–Kampala Expressway, also known as the "Kampala–Entebbe Expressway" or the "Entebbe–Kampala Highway", is a four-lane toll highway in the Central Region of Uganda. The highway links Entebbe International Airport, the country's largest civilian and military airport, to Kampala, the country's capital and largest metropolitan area. Originally, the highway was planned for commissioning in 2016, but because of the delayed works, commissioning was done on 15 June 2018 by Uganda's sitting president, Yoweri Museveni. In January 2023, the Uganda Minister for Works and Transport, Gen. Katumba Wamala launched the toll point at Kajjansi along Kampala–Entebbe Road.
The Ministry of Works and Transport is a Cabinet level government ministry of Uganda, that is mandated to plan, develop and maintain an economic, efficient and effective transport infrastructure, and transport services by road, rail, water, and air. The ministry is also mandated to manage public works including government structures and promote standards in the construction industry. The ministry is headed by a Cabinet Minister. The current Minister of Works and Transport is Katumba Wamala.

In this capacity, its role is to preserve, defend and protect the people, property, sovereignty and territorial integrity of Uganda, contributing to regional stability and supporting international peace initiatives.
Monica Azuba Ntege is a Ugandan engineer and politician. She was the Minister of Works and Transport in the Ugandan Cabinet. She was appointed to that position on 6 June 2016 replacing John Byabagambi, who became Minister for Karamoja. She was replaced by Katumba Wamala in the cabinet on 14 December 2019.

Peter Elwelu is a Lieutenant General in the Ugandan military, known formally as the Uganda People's Defence Force (UPDF). Since 24 June 2021, he has been the Deputy Chief of the Defense Forces of the UPDF. He was appointed to that position on 24 June 2021. Since 9 January 2017, he has served as the commander of the land forces, which is the fourth-highest position in the UPDF hierarchy. From June 2013 until January 2017, he was the commander of the UPDF 2nd division, based in Mbarara, the largest town in Uganda's Western Region. Elwelu is most known for the Kasese massacre in which, according to Human Rights Watch, 153 people, including children, were killed. "They deserved to die," he told The Observer in May 2021.
Jane Kiggundu, is a Ugandan lawyer and judge on the High Court of Uganda. She was appointed to that court by president Yoweri Museveni, in May 2008.
Colonel Frank Kaka Bagyenda, is a Ugandan retired military officer in the Uganda People's Defence Forces (UPDF). Effective 20 October 2020, He is Uganda's Ambassador to Angola following his appointment by President Yoweri Kaguta Museveni. He is the former Director General of the Internal Security Organisation, Uganda government's counter intelligence agency, responsible for providing national security intelligence to Uganda's policy makers. A position he held between January 2017 to October 2020.
The Chief of Defence Forces (CDF) is the professional head of the Uganda People's Defence Forces. He is responsible for the administration and the operational control of the Ugandan military. The position was established after the National Resistance Army was reconstituted as the Uganda People's Defence Forces, three years after the NRA's victory in the Ugandan Bush War in 1986. The current CDF is General Muhoozi Kainerugaba.
Hudson Mukasa is a Major General in the Uganda People's Defence Forces (UPDF). Since June 2016, he has been the Military Attaché to Uganda's Embassy to Kenya, based in Nairobi. Before that he served as the Military Attaché at Uganda's Embassy to Burundi, based in Bujumbura.

Kwagalana Group is a members only group of richest businessmen and women in Uganda. Together, the group led by Godfrey Kirumira was estimated to be worth over UGX1,000 billion/USD272 million in 2009. The group was started in 2002 by a group of rich men, but the membership has since grown to include several businessmen like Sudhir Ruparelia of Ruparelia Group Joseph Magandaazi Yiga Hamis Kiggundu among several other rich Ugandans.
