Victor Ochei is a former Nigerian Member of the House of Assembly from Ogbekenu in Onicha Olona Delta State. He was elected as Speaker for the Delta State House of Assembly on 6 June 2011, and as the representative of the Aniocha North constituency, [1] marking the commencement of the Fifth Assembly of the Delta State Legislature. He held the position of Primus Inter Pares of the Delta State Assembly for a period of two years and nine months before his resignation on 18 March 2014.

Early life and education

Ochei Victor Onyekachi was born on February 25, 1969, in Kano and hails from Onicha Olona in the Aniocha North Local Government Area of Delta State. [2] Ochei attended Methodist Primary School and St. Thomas Secondary School in Kano. He later proceeded to the University of Benin, in Benin City, and graduated with a bachelor's degree in chemical engineering. He then performed the mandatory one year National Youth Service at Ondo State.

Ochei has obtained certificates in good governance, effective legislation, and improving secondary school education from the Oxford University, the University of California, and the Harvard Graduate School of Education. He obtained a law degree from Delta State University. He also earned an MBA degree in 1996. [3] [4]

Private Enterprise

Ochei relocated to Asaba, the capital of Delta State. He then began his career in business by printing calendars and other memorabilia. [5]

Ochei also founded DavNotch Nigeria Limited, an engineering company.

Political career

On the political terrain, Ochei vied for a seat in power, and in 2003, he emerged the representative of Aniocha North Constituency and later, Deputy Minority Leader of the Delta State House of Assembly, on the platform of the United Nigerian People's Party (UNPP); a position held till 2006. In his second bid for elective office, he opted for the People's Democratic Party (PDP) and got re-elected on the party's platform into the State Legislature. He became Chairman of the House Committee on Education until the end of the Fourth Assembly of the Delta State Legislature. He contested the 26 April 2011 election and was re-elected to the state legislature for a third term. He was elected by his colleagues as Speaker of the Delta State House of Assembly (DTHA).

Career

Ochei was the former Speaker of the Delta State House of Assembly (DTHA), having served for 2 years and 9 months (6 June 2011 to 18 March 2014)—the longest serving Speaker in the history of the Delta State Assembly. As a member of the house, he has been elected three times as the representative of the Aniocha North constituency. [6] [7] [8]

Professional Affiliations

Ochei earned the Fellowship of the Nigerian Society of Engineers (FNSE) for his contributions to the practice and development of engineering in the country in 2011. He is also a fellow at the Institute of African Studies (IAS) at the University of Nigeria, Nsukka. [9]

Awards

Ochei is an advocate of the maxim that views hard work and discipline as the key ingredients of success; his signature slogan is, "Hard work is the basic foundation for ensuring enduring success". [10] Ochei received various awards, including Awards of Excellence from organizations such as the Delta State House of Assembly (DTHA), the Nigerian Union of Journalists (NUJ), and an "Award of Merit" presented by the Interparty Advisory Council of Nigeria (Delta State Chapter). As State Assembly Speaker, Ochei is the longest-serving Speaker in the history of the Delta State House of Assembly (DTHA).

He has received awards from Anioma Trends: Legislator of the Year in 2011-2012; Warri Development Platform: Best Speaker in Nigeria; Exceptional International Magazine: Exceptional Speaker of the Year; and was nominated for State Assembly Speaker of the Year 2013 for the Nigerian Legislative Excellence Awards. During the 2011 National Engineering Conference and Annual General Meeting at Tinapa Business Resort, Calabar, he was awarded the distinguished Fellow Nigerian Society of Engineers (FNSE) award, making him the youngest Nigerian engineer to attain such an award. [12]

Victor Ochei is also recognized for his educational achievements, with a special focus on inspiring and equipping young people with the tools of success. Some of the awards received in this category include: the National Association of Nigeria Students (NANS) Meritorious Service Award; the Award of Excellence; the Fellowship of the Institute of African Studies at the University of Nigeria, Nsukka; [13] and the Worldwide Distinguished Alumni Award from the University of Benin Alumni Association (UBAA), which was presented at the 41st Founder’s Day Anniversary. [14] He has received an award for excellence from the Ogwashi-Uku Youth Development Association, been voted Patron of the Youth Sports Federation of Nigeria (Delta State), and been named Grand Patron of the Nigerian Wheelchair Basketball Federation (NWBF). [15] Victor Ochei is also the recipient of awards like the Promotion of the Rule of Law and Human Rights Award presented by the Nigerian Union of Journalists (NUJ), the Custodian of Culture Award (Dance Nigeria Consult), the Gentleman Saint Award (De Saints International), the Golden Voice Award (Delta Project Movement), the Growth and Development of the Anioma People Award (Anioma Congress), the Ambassadors’ Award for Outstanding Performance (Ogwashi – Uku Cultural Organization), and the Niger Delta Achievers’ Merit Award.

Philanthropy

Ochei is a patron of the Nigerian Wheelchair Basketball Federation and chairman of the Delta State Wrestling Association. [16]

In community service, Ochei is a donor to Rotary International and a member of the De Saints International Club. [17]

  5. A scholarship up to university level was awarded to Miss Christabel Ogbeide, who came third in the first edition of the Delta State Spelling Bee Competition, initiated by his amiable wife, Mrs. Hanatu Ochei.
  6. Proposed modern lecture theater at the Oleh Campus of Delta State University. The architectural plan for the gigantic project is ready.
  7. Institution of awards for the 10 best graduating students from the 10 departments of the Federal College of Education, Asaba, which will run throughout his lifetime.
  8. Financial empowerment of the best investigative reporter in Delta State as a way of encouraging in-depth investigative journalism
  9. Sponsorship of inter-school debate among secondary schools under the platform of the De Saints International Club, an international philanthropic organization. The project seeks to promote scholarship and help students improve their spoken English. [19]
  10. Thousands of Aniocha North and South indigenes and beyond have immensely benefited from Ochei through private and government job placements and direct political appointments.
  11. Civil contractors and service providers from Aniocha North and beyond have greatly benefited from government and personal patronage made possible by Ochei.

Education - Based Constituency Projects

During his three (3) consecutive tenures as the Representative of the Aniocha North Constituency in the Delta State House of Assembly, Ochei has spearheaded many educational and infrastructural development projects within the constituency. One of the significant projects among these initiatives was the renovation, modernization, and provision of educational aids for 19 basic, secondary, and tertiary institutions in the Aniocha North Constituency. The Roman Catholic Diocese of Issele-Uku is a diocese located in the city of Issele-Uku, Delta State in the ecclesiastical province of the Roman Catholic Archdiocese of Benin City, Edo State, Nigeria. It lies on the west bank of the Niger River between Benin City to the west and Onitsha to the east. The diocese comprises six local government areas in the northern portion of Delta State. The Archdiocese of Onitsha borders it on the east and the Archdiocese of Benin City borders it on the west. The Diocese of Uromi is to its north and the Diocese of Warri borders it on the south.

Enuani is an Igbo dialect spoken in Nigeria by the Anioma people of Delta State, Onitsha, Obosi and Ogbaru in Anambra State, Mgbidi in Imo State, Ndoni in Rivers State and some parts of Ibaji in Delta state. Enuani is tonal like the rest of Anioma dialects and is particularly related to the standard Igbo pronunciation in many regards. The Enuani dialect is the dominant Anioma dialect in Delta State.

The Ekumeku Movement consisted of a series of uprisings against the rising power of the Royal Niger Company of the British Empire by Anioma people in present-day Delta State. The British penetration of Nigeria met with various forms of resistance throughout the country. In the south, the British had to fight many wars, in particular the wars against the Aro of Eastern Igboland in 1901–1902, and from 1883 to 1914, the Anioma in Western Igboland.

Aniocha North is a Local Government Area of Delta State, Nigeria, with its headquarters in Issele Ukwu. It comprises the Igbo subgroup of Anioma and towns. The National Youth Service Corps (NYSC) permanent orientation camp for Delta state is located at Issele Ukwu town.

Obomkpa is an Igbo town in the Aniocha North local government area of Delta State, Nigeria.

Ogwashi Ukwu, sometimes spelt as Ogwashi-Uku, is an Igbo town in Delta State, Nigeria. Located west of the state capital Asaba, it is the headquarters for the Local Government Area, Aniocha South. The population of Ogwashi-Ukwu is about 50,234.. However, its number has increased vastly and keeps increasing. It is an Anioma region of Delta State which is home to the Igbo-speaking people of Delta State. Its natives are the Enuani (Igbo) people, who are predominantly farmers and fishers. The villages in Ogwashi-Ukwu include Ikelike, Umu Dei, Azungwu, Agidiase, Agidiehe, Ogbe Akwu, Ishekpe, Ogbe Onicha, Ogbe Ubu, Ogbe Ani and Umu-okwe.

Issele-uku is an Anioma town in Nigeria's Delta State and headquarters for the Local Government Area of Aniocha North. It is also the Episcopal See of the Bishop of the Roman Catholic Diocese of Issele-Uku. It has its own post office and is served by the nearby new Asaba International Airport.

<span class="mw-page-title-main">Ubulu Ukwu</span>

Ubulu-Uku is an Anioma town situated in Aniocha South Local Government Area of Delta State. It shares boundaries with Ogwuashi-Uku to the east, Obior to the west, Isselu-Uku to the north, and Ubulu-Unor to the south. Ubulu-Uku is ruled by HRH Eze Chukwuka Noah Akaeze 1 since 2016. The main occupation of the town is farming with its major produce as cassava, maize, yam, palm produce, cashew, timber, cocoyam, cotton and poultery. The men are expert hunters and palm wine tappers while the women are renowned for their cloth weaving.

<span class="mw-page-title-main">Idumuje-Unor</span> Place in Nigeria

Idumuje Unor is a town situated in the Aniocha North Local Government Area of Delta State, Nigeria, lying between 6020’ 01.4’’ N and 60 22’ 06.5’’ N and between 60 25’ 01.4’’ E and 60 27’ 06.6’’ E. It is located 5 kilometers from Issele-Uku, the headquarters of Aniocha North and has a growing land area of 16sq km and current estimated population of about 20,000 inhabitants. It is bordered to the west by Onicha-Ugbo, to the North by Idumuje-Ugboko and Ewohinmi in Edo State, to the East by Onicha-Uku and Ugbodu and to the south by Issele-Uku. The name Idumuje in the Esan language could be translated to mean; Idumu - Community/Quarters and Oje - King/Royal. In other words, Idumuje means Royal Quarters or Kings' Quarter. Worthy to note: Another Idumuje named location could be found at present in Benin. The suffix "Unor" is an inclusion to the town's name so as to differentiate it from the breakaway community Idumuje -Ugboko; by a man called Nwoko and his supporters some 300 years ago. Ugboko is translated to mean "Ugbo" - Farm & "Oko" - a shortening of the name Nwoko.

Joan Onyemaechi Mrakpor is a Nigerian Christian evangelist and politician of Anioma heritage. She is a member of the People's Democratic Party and has since 2015 represented Aniocha North-Aniocha South-Oshimili North-Oshimili South in the House of Representatives. Prior to her election into national level politics, Onyemaechi served as a member of the Delta State House of Assembly for Aniocha South from 2007 to 2015.

The Olukumi people a bilingual Anioma group of the Aniocha North area of the Delta State, Nigeria. They originate from Yoruba people and settled in this area long ago. The Olukumi occupy eight communities west of the Niger river, and are together known today as the Odiani Clan in Aniomaland. Ukwu Nzu town is the historical headquarters of the Olukumi people and is traditionally headed by the Obi of Ukwu Nzu, Agbogidi. The present Obi is H.R.M. Obi Ogoh 1. Olukumi villages select leaders through the Okpala Obi system, which is the Okpala (gerontocracy).

Onicha Olona town is a town in the Aniocha North local government area of Delta State, Nigeria. It is the HQ of the former Onochi Kingdom, first ruled by Oba Ugbe, the brother of Oba Orhogbua. Originally, it was ruled by the descendants of Oba Ugbe who reside in the present day Idumu-Ugbe Qtrs before the arrival of the British.

The 2023 Delta State gubernatorial election will take place on 18 March 2023, to elect the Governor of Delta State, concurrent with elections to the Delta State House of Assembly as well as twenty-seven other gubernatorial elections and elections to all other state houses of assembly. The election—which was postponed from its original 11 March date—will be held three weeks after the presidential election and National Assembly elections. Incumbent PDP Governor Ifeanyi Okowa is term-limited and cannot seek re-election to a third term.

The 2019 Delta State House of Assembly election was held on March 9, 2019, to elect members of the Delta State House of Assembly in Nigeria. All the 29 seats were up for election in the Delta State House of Assembly.
