The Walter Sisulu Local Municipality council was formed in 2016, [1] and consists of twenty-two members elected by mixed-member proportional representation. Eleven councillors are elected by first-past-the-post voting in eleven wards, while the remaining eleven are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
In the election of 1 November 2021, the African National Congress (ANC) won a reduced majority of twelve seats.

Walter Sisulu Local Municipality is an administrative area in the Joe Gqabi District of the Eastern Cape in South Africa. The municipality was formed by the merging of Maletswai and Gariep Local Municipality immediately after the August 2016 Local Municipal Elections.
The uMdoni Local Municipality council consists of thirty-seven members elected by mixed-member proportional representation. Nineteen councillors are elected by first-past-the-post voting in nineteen wards, while the remaining eighteen are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 3 August 2016 the African National Congress (ANC) won a majority of twenty-three seats on the council.

In the election of 1 November 2021 the African National Congress (ANC) won a plurality of thirty-one seats on the council but failed to win an overall majority by eight seats.
The uMhlathuze Local Municipalityl council consists of sixty-seven members elected by mixed-member proportional representation. Thirty-four councillors are elected by first-past-the-post voting in thirty-four wards, while the remaining thirty-three are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
The Nala Local Municipality council consists of twenty-four members elected by mixed-member proportional representation. Twelve councillors are elected by first-past-the-post voting in twelve wards, while the remaining twelve are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
The Endumeni Local Municipality council consists of thirteen members elected by mixed-member proportional representation. Seven councillors are elected by first-past-the-post voting in seven wards, while the remaining six are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
