William James Kerr, OBE KPM ,is a Northern Irish police officer,serving as Chief Constable of Devon and Cornwall Police.
Kerr served as a police officer in Northern Ireland for 27 years,serving with both the Royal Ulster Constabulary (RUC) and its successor,the Police Service of Northern Ireland (PSNI),eventually attaining the rank of assistant chief constable,leading on serious crime and counter terrorism. [1] [2] In 2018,he joined Police Scotland,becoming deputy chief constable,and in December 2022 joined Devon and Cornwall Police. [1] [2]
He was elected as a European delegate to Interpol's executive committee in November 2021. [3]
In July 2023,he was suspended on suspicion of misconduct. [1] [2]
Kerr was appointed an Officer of the Order of the British Empire (OBE) in the 2015 Birthday Honours [4] and awarded the King's Police Medal in the 2023 New Year Honours. [5]

He served as Commanding Officer of the 1st Battalion,the Green Howards in Northern Ireland during The Troubles and later became Commander of the 39th Infantry Brigade in Northern Ireland. He deployed as Senior British Military Representative and Deputy Commanding General,Multi-National Force –Iraq during the Iraq War. Later,he became Chief of Joint Operations at Permanent Joint Headquarters and served as Vice-Chief of the Defence Staff until assuming the position of CDS. Houghton retired from the British Army in July 2016,and was succeeded as CDS by Air Chief Marshal Sir Stuart Peach.

Andrew Christopher Hayman CBE QPM is a retired British police officer and author of The Terrorist Hunters. Hayman held the rank of Chief Constable of Norfolk Constabulary and Assistant Commissioner for Specialist Operations at London's Metropolitan Police,the highest-ranking officer responsible for counter-terrorism in the United Kingdom. Hayman was directly responsible for the investigation into the 7 July 2005 London bombings.
