Lacey Edward Putney was an American politician. He was a member of the Virginia House of Delegates from January 1962 until January 2014,making him the longest-serving member in the history of the Virginia General Assembly and one of the longest-serving state legislators in American history. He represented a district centered around his hometown of Bedford for his entire career,and at various times represented parts of neighboring Bedford and Botetourt counties.

He currently represents the 1st district in the far southwestern corner of the state,near Cumberland Gap. He graduated with a B.A. from the University of Virginia's College at Wise,previously named Clinch Valley College,and a J.D. from the College of William &Mary's School of Law.

After a very close race and multiple legal issues,Thomas was certified as the winner and was sworn in as scheduled on January 10,2018.

All 100 delegates are elected to two-year terms from single-member districts. Nomination primaries held through the Department of Elections were held June 20,2023. Democrats gained 3 seats,winning back control with a 51-49 majority after having previously lost it in 2021.
