The Riigikogu is the unicameral parliament of Estonia. In addition to approving legislation, the Parliament appoints high officials, including the Prime Minister and Chief Justice of the Supreme Court, and elects the President. The Riigikogu also ratifies significant foreign treaties that impose military and proprietary obligations, bring about changes in the law, etc.; approves the budget presented by the government as law and monitors the executive power.

Estonia elects a legislature on the national level. The Riigikogu has 101 members, elected for a four-year term by proportional representation. A head of state – the president – is elected for a five-year term by parliament or an electoral college. Locally, Estonia elects local government councils, which vary in size. Election law states the minimum size of a council depending on the size of municipality. Local government councils are elected by proportional representation too.

Electoral district no. 3 was one of the multi-member electoral districts of the Riigikogu, the national legislature of Estonia. The district was established in 1992 when the Riigikogu was re-established following Estonia's independence from the Soviet Union. It was abolished in 1995. It covered west Tallinn.

I Riigikogu was the first legislature of Estonian Parliament (Riigikogu). The legislature was elected after 1920 elections. It sat between 20 December 1920 and 30 May 1923, before the next round of elections were held.

II Riigikogu was the second legislature of Estonian Parliament (Riigikogu). The legislature was elected after 1923 elections. It sat between 31 May 1923 and 14 June 1926, before the next round of elections were held.

III Riigikogu was the third legislature of Estonian Parliament (Riigikogu). The legislature was elected after 1926 elections. It sat between 15 June 1926 and 14 June 1929, before the next round of elections were held.

IV Riigikogu was the fourth legislature of Estonian Parliament (Riigikogu). The legislature was elected after 1929 elections. It sat between 15 June 1929 and 14 June 1932, before the next round of elections were held.

V Riigikogu was the fifth legislature of Estonian Parliament (Riigikogu). The legislature was elected after 1932 elections. It sat between 15 June 1932 and 2 October 1934, when its activities were suspended. The session formally ended on 31 December 1937.

VI Riigikogu was the sixth legislature of Estonian Parliament (Riigikogu). The legislature was elected after 1938 elections. It sat between 7 April 1938 and 5 July 1940, after which Estonia was occupied by the Soviet Union for the first time. Estonia's previous unicameral parliamentary system had been suspended in 1934 and formally dissolved in 1937; on 1 January 1938, the country's Third Constitution came into force, creating a bicameral National Assembly, consisting of the Chamber of Deputies (Riigivolikogu) and the National Council (Riiginõukogu). These were de facto dissolved when the Soviet Union occupied Estonia and established the Supreme Soviet of the Estonian Soviet Socialist Republic.

VII Riigikogu was the seventh legislature of Estonian Parliament (Riigikogu). The legislature was elected after 1992 election, the first after the Estonian Restoration of Independence.

VIII Riigikogu was the eighth legislature of Estonian Parliament (Riigikogu). The legislature was elected after 1995 election.

IX Riigikogu was the ninth legislature of Estonian Parliament (Riigikogu). The legislature was elected after 1999 election.

XI Riigikogu was the eleventh legislature of Estonian Parliament (Riigikogu). The legislature was elected after 2007 election.

XII Riigikogu was the twelfth legislature of Estonian Parliament (Riigikogu). The legislature was elected after 2011 election.

XIII Riigikogu was the thirteenth legislature of Estonian Parliament (Riigikogu). The legislature was elected after 2015 election.
