The Yam Lal Kandel cabinet is the current 4th cabinet of Karnali Province, formed on 10 April 2024 after Yam Lal Kandel was sworn in as the new Chief Minister of Karnali Province by Governor Tilak Pariyar. [1] [2] Kandel was appointed chief minister as per Article 168(2) of the constitution, after Raj Kumar Sharma of the CPN (Maoist Centre) resigned from the Chief Minister on 3 April 2024. [3] [4] [5]

History

Kandel's claim for chief minister was supported by the Communist Party of Nepal (Maoist Centre) and Communist Party of Nepal (Unified Socialist), alongside his own Communist Party of Nepal (Unified Marxist-Leninist). [6] [7] Chief Minister Kandel took his oath office on 10 April 2024. [8]

On 25 April 2024, Kandel won a vote of confidence with 23 votes in his favor, 11 votes against and one was neutral out of the 35 members present in the 40-member Karnali Provincial Assembly, where he was supported by the CPN (Unified Marxist-Leninist) and CPN (Maoist Centre) with the Nepali Congress staying in opposition. The cabinet was then expanded to include six ministers and one state minister on 30 April 2024. [13] [14] Meanwhile, Ran Singh Pariyar [15] , who was inducted into the Cabinet on 24 April 2025 as a minister without portfolio, has been assigned to the Ministry of Water Resources and Energy Development on same days. [16]

On 22 July 2024, all ministers from the CPN (Maoist Centre) resigned from the government, with the party also withdrawing its support, after national level alliance was formed between two major parties the Nepali Congress and CPN (Unified Marxist-Leninist). [17] [18] [19]

On 4 August 2024, Kandel has reshuffled the cabinet by appointing four ministers from the Nepali Congress. [20] [21]

Kandel won a vote of confidence with 23 votes in his favor and 14 votes against and out of the 37 members present in the 40-member Karnali Provincial Assembly on 5 August 2024, where he was supported by the CPN (Unified Marxist-Leninist) and Nepali Congress with the CPN (Maoist Centre) and CPN (Unified Socialist) staying in opposition. <span class="mw-page-title-main">Chief minister (Nepal)</span> Head of government of each province in Nepal

In Nepal, the chief minister is the elected head of government of each of the seven provinces. The chief minister is appointed by the governor of the provinces according to Article 167 of the Constitution of Nepal.

The chief minister of the Lumbini Province is the head of government of Lumbini Province. The chief minister is appointed by the governor of the province according to Article 167 of the Constitution of Nepal. The chief minister remains in office for five years or until the provincial assembly is dissolved, and is subject to no term limits, given that they have the confidence of the assembly.

The Jeevan Bahadur Shahi cabinet is the council assembled by Jeevan Bahadur Shahi, who was sworn in as Chief Minister of Karnali Province on 3 November 2021. This government was supported by CPN(Maoist-Centre) and CPN.

Prakash Jwala is a Nepali politician currently serving as minister of physical infrastructure and transport of Government of Nepal. He also served in the House of Representatives from 1999 until 2008 and in the Karnali Provincial Assembly from 2018 until his expulsion in April 2021, representing the Salyan 1 constituency as a member of the Communist Party of Nepal. After his expulsion, Jwala joined the newly-formed Communist Party of Nepal, and is running as one of its candidates for the House of Representatives in the 2022 Nepalese general election.

The first Karnali Provincial Assembly was elected by the 2017 provincial elections. 40 members were elected to the assembly, 24 of whom were elected through direct elections and 16 of whom were elected through the party list proportional representation system. The term of the assembly started on 4 February 2018 and ended in September 2022. Mahendra Bahadur Shahi from the CPN and Jeevan Bahadur Shahi from the Nepali Congress served as chief ministers during the term of the assembly. Raj Bahadur Shahi served as the speaker of the assembly and Pushpa Bahadur Gharti served as the deputy speaker.

The 2nd Madhesh Provincial Assembly was elected through the provincial elections held on 20 November 2022. The assembly has 64 constituency seats in which members are elected through direct elections and 43 proportional representation party list seats. The term of the assembly is 5 years unless dissolved earlier. The first session of the assembly started from 2 January 2023.
