Zerubabel Mijumbi Nyiira is a Ugandan agriculturalist and politician. He served in the Cabinet of Uganda as State Minister of Agriculture from 27 May 2011 to 1 March 2015 [1] and State Minister of Fisheries from 1 March 2015 [2] to 6 June 2016. Zerubabel Nyiira is also the elected Member of Parliament for Buruuli County, Masindi District. [3]

Background and education

He was born in Masindi District, Western Uganda, on 29 February 1940. He attended local elementary and secondary schools. In 1964, at the age of 24 years, he graduated from Paddington Technical College in England, with a Certificate in Science & Technology. He obtained the degree of Bachelor of Science in Agriculture from the California Polytechnic State University in San Luis Obispo, California, in 1968. He returned to Uganda and continued his education at Makerere University, graduating with the Master of Science in Agriculture in 1970. His degree of Doctor of Philosophy in Agriculture was obtained in 1975, from the University of Nairobi. [3]

Career

His long career in public service began in 1972, when he began work with the Uganda Ministry of Agriculture as the Head of Entomology and Nematology Research, serving in that role until 1978. From 1978 until 1981, he worked as the chief agricultural research officer at the Ministry. From 1981 until 1983, he was a senior research fellow at the International Food Policy Research Institute (IFPRI), at that time known as International Service for National Agricultural Research (ISNAR). From 1983 until 1985, he was the senior principal research scientist at the International Centre of Insect Physiology and Ecology (ICIPE), in Nairobi, Kenya. From 1986 until 1990, he was the Director for International Cooperation & Training at ICIPE.

In 1992, he returned to Uganda and was appointed as executive secretary of the Uganda National Council for Science and Technology, serving in that capacity until 2005. From 2005 until 2010, he worked as a consultant to the United Nations and as an adviser on science and the economy to the Government of Uganda. From 2006 to 2010, he also served as the Executive Director of the National Foundation for Research and Development. From 2001 until 2011, he was the Chairperson of the Gulu University Council Appointments Board. [3]

In 2011, he was elected to the parliamentary seat of Buruuli County in Masindi District. [3] In May 2011, he was appointed as State Minister of Agriculture, [1] replacing Henry Bagiire, who was dropped from the Cabinet. On 1 March 2015, he was transferred to the Fisheries portfolio, as State Minister. [2]

Other considerations

Zerubabel Nyiira is married. He belongs to the ruling National Resistance Movement political party. He is of the Anglican faith. [3]

Hope Ruhindi Mwesigye is a Ugandan lawyer and politician. She is the former Minister for Agriculture, Animal Industry & Fisheries from 16 February 2009 until 27 May 2011. Prior to that, she served as the State Minister for Local Government, from June 2006 until February 2011. In the cabinet reshuffle of 27 May 2011, she was dropped from the cabinet and replaced by Tress Bucyanayandi.

John Nwoono Nasasira is a Ugandan engineer and politician. He was most recently the Minister of Information and Communication Technology in the Cabinet of Uganda, but resigned as an MP in August 2016, citing "ill health." He was appointed to that position on 23 May 2013, replacing Ruhakana Rugunda. Before that, from 27 May 2011 until 23 May 2013, he served as the Chief Government Whip. Earlier, from 1996 until 2011, he served as the Minister of Works and Transportation. He also represents Kazo County, Kiruhura District in the Parliament, a position he has occupied continuously since 1989.

Israel Kibirige Ssebunya was a Ugandan cytogeneticist, agricultural researcher, academic and politician. He served as the State Minister for Agriculture, Animal Industry & Fisheries, from 1999 to 2008. Prior to that, he served as director of research at Kawanda Agricultural Research Institute (KARI). He was also the elected Member of Parliament (MP), representing Kyadondo County North in Wakiso District. He served in that capacity continuously from 1996 until his death in 2008.

Tress Bucyanayandi is a Ugandan agriculturalist and politician. He was the Minister for Agriculture, Animal Industry and Fisheries in the Ugandan Cabinet. He was appointed to that position on 27 May 2011. He replaced Hope Mwesigye, who was dropped from the Cabinet, and was replaced on 6 June 2016. He is also the elected Member of Parliament (MP) for Bufumbira County South parliamentary constituency, Kisoro District, in the Ugandan Parliament.

Peter Nyombi was a Ugandan lawyer and politician. He was an Attorney General and member of the Ugandan Cabinet, appointed on 27 May 2011. He replaced Kiddu Makubuya who became Minister for General Duties in the Office of the Prime Minister. In the cabinet reshuffle of 1 March 2015, he was dropped from the cabinet and was replaced by Fred Ruhindi. He was also the elected Member of Parliament for "Buruuli County" in Nakasongola District.

Stephen Chebrot also serves as the elected Member of Parliament for "Tingey County", in Kapchorwa District.

Vincent Bamulangaki Ssempijja is a politician, in Uganda. He has served as the Minister of Defence since June 2021. He previously served as the Cabinet Minister of Agriculture, Animal Industry and Fisheries from 2016 to 2021. He previously served as State Minister for Agriculture, between 1 March 2015 and 6 June 2016. He also serves as the elected Member of Parliament, representing "Kalungu County East", in Kalungu District.

Ruth Achieng is a Ugandan politician. She was appointed, but she never served as, State Minister for Fisheries in the Cabinet of Uganda on 6 June 2016, replacing Zerubabel Nyiira. Ruth Achieng served in the 9th Parliament (2011–2016) as the Kole District Woman Representative before losing in the 2016 election cycle. Her name was withdrawn at the last minute and she was not vetted by the parliamentary appointments committee, resulting in her not being sworn in on 22 June 2016.

Uganda National Academy of Sciences is a nonprofit, scientific organization in Uganda, that brings together scientists from the behavioral, biological, physical and social sciences. These scientists work together to promote excellence in sciences by "offering independent, evidence-based advice for the prosperity of Uganda", according to the academy's brochure.
