The Executive Council of Mpumalanga is the cabinet of the executive branch of the provincial government in the South African province of Mpumalanga. The Members of the Executive Council (MECs) are appointed from among the members of the Mpumalanga Provincial Legislature by the Premier of Mpumalanga, an office held since March 2018 by Refilwe Mtsweni-Tsipane.
On 3 May 2004, Thabang Makwetla, who was elected Premier of Mpumalanga in the 2004 general election, announced his new Executive Council. [1] [2] Cabinet reshuffles were announced in January 2005 [3] [4] and February 2007. [5] [6] A final, major reshuffle was announced in May 2008, after the 52nd National Conference of the governing African National Congress (ANC) and ahead of the provincial elective conference of the ANC in Mpumalanga. [7]

On 12 May 2009, after his election in the 2009 general election, new Mpumalanga Premier David Mabuza announced his new Executive Council, including the restructuring of the local government and housing portfolio and the merger of the public works portfolio with roads and transport. [8] His first reshuffle was announced on 3 November 2010, [9] [10] and on 19 July 2011 he announced that the MEC for Public Works, Roads and Transport, Clifford Mkasi, would swap portfolios with the MEC for Health and Social Development, Dikeledi Mahlangu. [11] On 18 February 2013, in another reshuffle, Mabuza fired Mkasi and two other MECs, Siphosezwe Masango and Norman Mokoena. [12]

On 30 May 2014, after his re-election in the 2014 general election, Mabuza announced his new Executive Council, restructuring several departments. [13] In August 2016, after the 2016 local government elections, he announced a reshuffle. [14]

In March 2018, Refilwe Mtsweni-Tsipane was officially sworn in as Premier, replacing David Mabuza, who had become Deputy President of South Africa; Mtsweni-Tsipane announced a reshuffle shortly after her inauguration. [15] In July 2017, Mtsweni-Tsipane announced that Health MEC Gillion Mashego would swop portfolios with Public Works MEC Sasekani Manzini; the announcement followed protests by the National Education, Health and Allied Workers' Union, which called for Mashego's dismissal. [16]

In the 2019 general election, Premier Mtsweni-Tsipane was elected to a full term as Premier and on 28 May 2019 she announced her new Executive Council. [17] On 24 February 2021, she announced a reshuffle which removed four MECs, all viewed as political supporters of former Premier Mabuza. [18] [19] In October 2021, she also fired Mandla Msibi as MEC for Agriculture, Rural Development and Land Administration; [20] Busisiwe Shiba, the MEC for Corporate Governance and Traditional Affairs, took over Msibi's portfolio in an acting capacity and then permanently in May 2022. [21] Msibi returned to the Executive Council in an October 2022 reshuffle, which saw two other MECs fired. [22]

Refilwe Maria Tsipane, known as Refilwe Mtsweni-Tsipane, is a South African politician and a party member of the African National Congress (ANC), who has been serving as the 5th Premier of Mpumalanga since 20 March 2018. She succeeded former Premier David Mabuza after he was appointed Deputy President of South Africa. Mtsweni-Tsipane is also a Member of the Mpumalanga Provincial Legislature and previously served as the MEC for Co-operative Governance and Traditional Affairs.
Busisiwe Paulina "Busi" Shiba is a South African politician who is the current Mpumalanga MEC for Agriculture, Rural Development, Land and Environmental Affairs. She previously served as the Mpumalanga MEC for Cooperative Governance and Traditional Affairs from 2021 to 2022, as the Speaker of the Mpumalanga Provincial Legislature from 2019 to 2021 and as the MEC for Social Development from 2016 to 2019. Shiba is a member of the African National Congress (ANC).
Vusumuzi Robert Shongwe is a South African politician who has served in the provincial legislature and Executive Council in Mpumalanga province. Between September and November 2015, he served as acting Premier of Mpumalanga while Premier David Mabuza was on sick leave. He is a member of the African National Congress and was formerly treasurer of the party's provincial executive committee in Mpumalanga.
Leonah Lindiwe Ntshalintshali is a South African politician who is currently Member of the Executive Council (MEC) for Social Development in the provincial government of Mpumalanga. She was previously MEC for Arts, Sports, Culture and Recreation from 2019 to 2021 and Mayor of Witbank's Emalahleni Local Municipality from 2015 to 2018.
Tsietsi Peter Nyoni is a South African politician and a member of the African National Congress (ANC) who currently serves as the Deputy Director-General for the Mpumalanga Provincial Government. He previously served as one of the executive directors for the Mpumalanga Human Settlements Department until he was removed in 2013 from the position by then Premier David Mabuza. He was appointed to head the Department of Co-operative Governance and Traditional Affairs in the province in August 2016 until February 2020 when current Premier Refilwe Mtsweni-Tsipane made him the provincial government's Deputy Director-General.
Sasekani Janet Manzini is a South African politician who currently serves as the MEC for Health in the Mpumalanga provincial government, appointed in July 2018 as well as the Provincial spokesperson of the African National Congress (ANC) in Mpumalanga. She was elected to serve on the ANC's provincial executive committee (PEC) in December 2015 from the position of provincial African National Congress Youth League (ANCYL) secretary. Manzini served as the MEC for the provincial Department of Public Works, Roads and Transport from August 2016 to July 2018. She has been a member of the Mpumalanga Provincial Legislature since February 2016.
Mandla Jeffrey Msibi is a South African politician and educator who has been a Member of the Mpumalanga Provincial Legislature since May 2019 as well as the Mpumalanga MEC for Co-operative Governance and Traditional Affairs since October 2022. He was the Mpumalanga MEC for Agriculture, Rural Development, Land and Environmental Affairs from February 2021 until his dismissal in October 2021 and before that, he was the MEC for Cooperative Governance and Traditional Affairs from May 2019 to February 2021. Prior to serving in the legislature, he was the speaker and a councillor in the Mbombela Local Municipality. Msibi is a member of the African National Congress.
Gillion Pudumo Mashego is a South African politician who served as the Mpumalanga MEC for Public Works, Roads and Transport from July 2018 until February 2021. He has been a Member of the Mpumalanga Provincial Legislature for the African National Congress since May 2014. He was the provincial Health MEC from May 2014 until July 2018.
Petrus Simon Ngomane, known as Pat Ngomane, is a South African politician. A member of the African National Congress, he was elected to the Mpumalanga Provincial Legislature in May 2014. He served as the Member of the Executive Council (MEC) for Community Safety, Security and Liaison from August 2016 until May 2019, when he was appointed MEC for Finance, Economic Development and Tourism. Ngomane served in the position until an executive council reshuffle in February 2021.
Mohita Latchminarain is a South African politician from Mpumalanga who served as the Member of the Executive Council (MEC) for the Mpumalanga Department of Public Works, Roads and Transport from February 2021 until October 2022. She has been a Member of the Mpumalanga Provincial Legislature since May 2019. Latchminarain is a member of the governing African National Congress.
Speedy Katisho Mashilo is a South African politician who is currently the Member of the Executive Council (MEC) for Human Settlements in Mpumalanga, as well as both the deputy provincial chairperson and acting provincial treasurer of the local branch of the African National Congress (ANC).
Mandla Ndlovu is a South African politician who has been Mpumalanga's Member of the Executive Council (MEC) for Public Works, Roads and Transport since October 2022. He previously served as the MEC for Cooperative Governance and Traditional Affairs May 2022 until October 2022. He has been a member of the Mpumalanga Provincial Legislature since May 2022. Ndlovu is the provincial chairperson of the African National Congress in Mpumalanga.

Cynthia Gabisile Tshabalala, also spelled Gabsile Tshabalala, is a South African politician who has represented the African National Congress (ANC) in the Mpumalanga Provincial Legislature since 2014. She was formerly Mpumalanga's Member of the Executive Council (MEC) for Community Safety, Security and Liaison from May 2019 to February 2021.
Sibusiso Innocent Malaza is a South African politician who served as Mpumalanga's Member of the Executive Council (MEC) for Education between March 2018 and May 2019. He represented the African National Congress (ANC) in the Mpumalanga Provincial Legislature from 2014 until 2019, when he failed to gain re-election.
Nomsa Sammy Mtsweni is a South African politician who has represented the African National Congress (ANC) in the Mpumalanga Provincial Legislature and the National Assembly, including as a Member of the Mpumalanga Executive Council from 2004 to 2007 and from 2014 to 2016. She has also served as Mayor of Thembisile Hani Local Municipality and Dr JS Moroka Local Municipality.
Moses Siphosezwe Amos Masango is a South African politician who represented the African National Congress (ANC) in the National Assembly from 2014 to 2019, during which time he chaired the Portfolio Committee on International Relations and Cooperation. Before that, he served in the Mpumalanga Provincial Legislature and also sat on the Mpumalanga Executive Council.
Jabulani Lukas Mahlangu is a South African politician who represented the African National Congress (ANC) in the Mpumalanga Provincial Legislature and both houses of the South African Parliament from 1994 to 2019. He also served on the Mpumalanga Executive Council from 2004 to 2010 under Premiers Thabang Makwetla and David Mabuza. Most recently, Mahlangu chaired the National Assembly's Portfolio Committee on Telecommunications and Postal Services until the 2019 general election, in which he did not seek re-election.
