This is a list of former municipalities of Norway , i.e. municipalities that no longer exist.
When the local council system was introduced in Norway in 1837-38, the country had 392 municipalities. [1] In 1958 the number had grown to a total of 744 rural municipalities, 64 city municipalities as well as a small number of small seaports with ladested status. A committee led by Nikolai Schei, formed in 1946 to examine the situation, proposed hundreds of mergers to reduce the number of municipalities and improve the quality of local administration. Most of the mergers were carried out, albeit to significant popular protest. [2]
As of January 2006 there are 431 municipalities in Norway, and there are plans for further mergers and political pressure to do so. In 2002 Erna Solberg, Minister of Local Government and Regional Development at the time, expressed a wish to reduce the current tally with 100. The Ministry spent approximately 140 million NOK on a project to elucidate the possibilities in this field, and referendums were held in several municipalities in conjunction with the municipal elections of 2003. [3] A small number of municipalities agreed to the plan; for instance the municipality of Frei merged with Kristiansund on January 1, 2008. [2] Others rejected the possibility following the referendums, such as Hobøl and Spydeberg or Hol and Ål. [4] The project was abandoned by Solberg's successor Åslaug Haga in early 2006. [3] In 2016 and 2017, when Erna Solberg was the Prime Minister of Norway, she and her government pushed for further municipal consolidations that mostly took place in 2020, reducing the number of municipalities to 356. [5]
Some municipalities ceased to exist only for a limited amount of time, such as Flakstad and Hole (which were former municipalities between 1964 and 1976). In cases like these, the mergers of municipalities were reversed and the former municipalities once again became self-governing. On the other hand, a small number of newly created municipalities were abolished in the same way, for instance Tolga-Os, which came into being as a result of a 1966 merger which was reversed in 1976.

Kristiansund is a municipality on the western coast of Norway in the Nordmøre district of Møre og Romsdal county. The administrative center of the municipality is the town of Kristiansund, which is the major town for the whole Nordmøre region. Other notable settlements in the municipality include the villages of Kvalvåg, Rensvik, and Nedre Frei.

Frei is a former municipality in Møre og Romsdal county, Norway. The 65-square-kilometre (25 sq mi) municipality existed from 1838 until its dissolution in 2008 when it was incorporated into Kristiansund Municipality. It was located between the Kvernesfjorden and Freifjorden, primarily including the island of Frei and the smaller surrounding islands.

Bremsnes is a former municipality in Møre og Romsdal county, Norway. The 120-square-kilometre (46 sq mi) municipality existed from 1897 until its dissolution in 1964. Bremsnes municipality surrounded the Bremsnesfjorden and it included parts of the islands of Averøya, Frei, and Nordlandet. Bremsnes essentially encircled the town of Kristiansund on the west, south, and east sides. The administrative centre of Bremsnes was the village of Bremsnes, where Bremsnes Church is located.
Vestre Gausdal is a former municipality in the old Oppland county, Norway. The 959-square-kilometre (370 sq mi) municipality existed from 1879 until its dissolution in 1962. The area is now part of Gausdal Municipality. The administrative centre was the village of Forset.
Holt is a former municipality in the old Aust-Agder county in Norway. The 176-square-kilometre (68 sq mi) municipality existed from 1838 until its dissolution in 1960 when it was merged into the present-day municipality of Tvedestrand which is now in Agder county. The administrative centre of Holt was located just south of the village of Fiane where Holt Church is located.
Tiller is a former municipality in the old Sør-Trøndelag county, Norway. The 24-square-kilometre (9.3 sq mi) municipality of Tiller existed from 1899 until its dissolution in 1964. The municipality encompassed part of the south-central part of what is now the municipality of Trondheim in Trøndelag county. The municipality was generally located between the river Nidelva in the east and the Dovrebanen railway line. The administrative centre was located at Heimdal, on the western edge of the municipality. The local Tiller Church was built shortly after the creation of the municipality (1901) to serve its residents.
Bent Høie is a Norwegian politician from the Conservative Party who has served as county governor of Rogaland since 2021. He previously served as Minister of Health and Care Services from 2013 to 2021, and a member of the Storting from Rogaland from 2000 to 2021.

The Register for Governmental Approval of Financial Obligations is a Norwegian government register of municipalities and counties who have not submitted a balanced budget. The consequence of being in the registry is that resolutions of incurring debt, or entering long-term rental contracts must be approved by Norwegian Ministry of Local Government and Regional Development in order to be valid. Budgets must be approved by either the ministry or the County Governor.
Madla is a former municipality in Rogaland county, Norway. The 15.75-square-kilometre (6.08 sq mi) municipality existed from 1930 until 1965 when it was merged into Stavanger Municipality. The small municipality now exists as the borough of Madla inside the city of Stavanger, on the northeast side of the Hafrsfjorden. It was one of the smallest municipalities in Rogaland county, with only four farms: Malde, Revheim, and North- and South-Sunde. The municipal centre was located at Malde, now known as Madlamark.

Hopen is a former municipality in Møre og Romsdal county, Norway. The 50-square-kilometre (19 sq mi) municipality existed from 1915 until its dissolution in 1960. It covered the northeastern part of the island of Smøla, plus the small islands to the north such as Veiholmen, Hammarøya, and Haugøya. The administrative centre of the municipality was the village of Hopen where the Hopen Church is located.
Grip is a former municipality in Møre og Romsdal county, Norway. With a land area of only 0.48 square kilometres and a population of 104, Grip was the smallest municipality in Norway during its existence from 1897 until it merged with Kristiansund in 1964. Grip municipality included all the islands in the Grip archipelago. The administrative centre of the municipality was the one fishing village in the municipality, known as Gripholmen, where the historic Grip Stave Church is located.
The 2023 Norwegian local elections were held on 11 September 2023. Voters elected representatives to municipal and county councils, which are responsible for education, public transportation, healthcare, elderly care, waste disposal, the levy of certain taxes, and more. All council seats were up for election across the 15 counties and 357 municipalities of Norway.
