This is a breakdown of the results of the 2013 German federal election. The following tables display detailed results in each of the sixteen states and all 299 single-member constituencies.

Electoral system

According to Article 38 of the Basic Law for the Federal Republic of Germany, members of the Bundestag shall be elected in general, direct, free, equal and secret elections; everyone over the age of eighteen is entitled to vote. [1]

In 2008, some modifications to the electoral system were required under an order of the Federal Constitutional Court. The court had found a provision in the Federal Election Law by which it was possible for a party to experience a negative vote weight, thus losing seats due to more votes, violated the constitutional guarantee of the electoral system being equal and direct. [2]

The court allowed three years for these changes, so the 2009 federal election was not affected. The changes were due by 30 June 2011, but appropriate legislation was not completed by that deadline. A new electoral law was enacted in late 2011, but declared unconstitutional once again by the Federal Constitutional Court upon lawsuits from the opposition parties and a group of some 4,000 private citizens. [3]

Finally, four of the five factions in the Bundestag agreed on an electoral reform whereby the number of seats in the Bundestag will be increased as much as necessary to ensure that any overhang seats are compensated through apportioned leveling seats, to ensure full proportionality according to the political party's share of party votes at the national level. [4] The Bundestag approved and enacted the new electoral reform in February 2013. [5]

The Bundestag is elected using mixed-member proportional representation, as of February 2013 this means each voter has two votes, a first vote for the election of a constituency candidate (by method of first-past-the-post [6] ), and a second vote for the election of a state list. [7] The Sainte-Laguë/Schepers method is used to convert the votes into seats, [8] in a two-stage process with each stage involving two calculations. First, the number of seats to be allocated to each state is calculated, based on the proportion of the German population living there. Then the seats in each state are allocated to the party lists in that state, based on the proportion of second votes each party received. [9]

In the distribution of seats among state lists, only parties that have obtained at least five percent of the valid second votes cast in the electoral area or have won a seat in at least three constituencies are taken into consideration. [9]

The minimum number of seats for each party at federal level is then determined. This is done by calculating, for each party state list, the number of constituency seats it won on the basis of the first votes, as well as the number of seats to which it is entitled on the basis of the second votes. The higher of these two figures is the party’s minimum number of seats in that state. Adding together the minimum number of seats to which the party is entitled in all of the states produces a total representing its guaranteed minimum number of seats in the country as a whole. [9]

In order to ensure that each party receives its guaranteed minimum number of seats when the seats are allocated using the Sainte-Laguë/Schepers method, it may become necessary to increase the number of seats in the Bundestag. Then it must be ensured that the seats are distributed to the parties in line with their national share of the second votes. [9]

Additional "overhang seats" (or "balance seats") are created to ensure that the distribution of the seats reflects the parties' share of the second votes and that no party receives fewer than its guaranteed minimum number of seats. Balance seats are also necessary to ensure that each party requires roughly the same number of second votes per seat. Once the number of seats which each party is entitled to receive across the country has been determined, the seats are allocated to the parties' individual state lists. Each state list must receive at least as many seats as the number of constituencies which the party won in the state in question. [9]

    The Social Democratic Party of Germany is a centre-left social democratic political party in Germany. It is one of the major parties of contemporary Germany.

    Mixed-member proportional representation is a mixed electoral system which combines local majoritarian elections with a compensatory tier of party list votes, which are used to allocate additional members in a way that aims to produce proportional representation overall. In most MMP systems, voters get two votes: one to decide the representative for their single-seat constituency, and one for a political party. Some countries use single vote variants of MMP, although this article focuses primarily on dual vote versions of MMP.

    Overhang seats are constituency seats won in an election under the traditional mixed-member proportional (MMP) system, when a party's share of the nationwide votes would entitle it to fewer seats than the number of individual constituencies won. The electoral reform in Germany removed the overhang seats, and replaced with Zweitstimmendeckung.

    The Webster method, also called the Sainte-Laguë method, is a highest averages apportionment method for allocating seats in a parliament among federal states, or among parties in a party-list proportional representation system. The Sainte-Laguë method shows a more equal seats-to-votes ratio for different sized parties among apportionment methods.

    At a national level, Greece holds elections for its legislature, the Hellenic Parliament.

    Federal elections were held in Germany on 16 October 1994 to elect the members of the 13th Bundestag. The CDU/CSU alliance led by Helmut Kohl remained the largest faction in parliament, with Kohl remaining Chancellor in a narrowly re-elected coalition with the Free Democratic Party (FDP). This elected Bundestag was the largest in history until 2017, numbering 672 members.

    Federal elections were held in Germany on 2 December 1990 to elect the members of the 12th Bundestag. This was the first all-German election since the Nazi show election in April 1938, the first multi-party all-German election since that of March 1933, which was held after the Nazi seizure of power and was subject to widespread suppression, and the first free and fair all-German election since November 1932.     <span class="mw-page-title-main">2013 German federal election</span>

    Federal elections were held on 22 September to elect the members of the 18th Bundestag of Germany. At stake were all 598 seats to the Bundestag, plus 33 overhang seats determined thereafter. The Christian Democratic Union of Germany/Christian Social Union of Bavaria (CDU/CSU) of incumbent chancellor Angela Merkel won their best result since 1990 with nearly 42% of the vote and nearly 50% of the seats, just five short for an overall majority. The Free Democratic Party (FDP) failed to meet the 5% vote electoral threshold in what was their worst showing ever in a federal election, denying them seats in the Bundestag for the first time in their history.

    The German federal election system regulates the election of the members of the national parliament, called the Bundestag. According to the principles governing the elections laws, set down in Art. 38 of the German Basic Law, elections are to be universal, direct, free, equal, and secret. Furthermore, the German Basic Law stipulates that Bundestag elections are to take place every four years and that one can vote, and be elected, upon reaching the age of 18. All other stipulations for the federal elections are regulated by the Federal Electoral Act. Elections always take place on a Sunday. Mail votes are possible upon application.

    Federal elections were held in Germany on 24 September 2017 to elect the members of the 19th Bundestag. At stake were at least 598 seats in the Bundestag, as well as 111 overhang and leveling seats determined thereafter.

    The Italian electoral law of 2017, colloquially known by the nickname Rosatellum bis or simply Rosatellum after Ettore Rosato, the Democratic Party (PD) leader in the Chamber of Deputies who first proposed the new law, is a parallel voting system, which acts as a mixed electoral system, with 37% of seats allocated using a first-past-the-post electoral system and 63% using a proportional method, with one round of voting. The Chamber and Senate of the Republic did not differ in the way they allocated the proportional seats, both using the largest remainder method of allocating seats.

    In the federal system of the Federal Republic of Germany, the state parliaments embody the legislative power in the sixteen states. In thirteen of the sixteen German states, the state parliament is known as the Landtag. In the states Free Hanseatic City of Bremen and Free and Hanseatic City of Hamburg, the state parliament is called Bürgerschaft (Citizenry), in Berlin it is called Abgeordnetenhaus.

    The 2021 Berlin state election, ruled invalid in 2022 and repeated in 2023, was held on 26 September 2021, on the same day as the 2021 German federal election, which also had to be repeated in parts of Berlin due to irregularities. Thus, the 19th Abgeordnetenhaus of Berlin was elected twice.
