The city of Ottawa, Canada held municipal elections on December 5, 1927 to elect members of the 1928 Ottawa City Council.
Controller Arthur Ellis defeated incumbent mayor John P. Balharrie and future mayor Patrick Nolan in a three-way race. Ellis won all but two of the city's nine wards, losing just the western wards of Dalhousie and Victoria to Nolan.

The Ottawa City Council is the governing body of the City of Ottawa, Ontario, Canada. It is composed of 23 city councillors and the mayor. The mayor is elected at large, while each of the councillors represent wards throughout the city. Council members are elected to four year terms with the last election being on October 22, 2018. The council meets at Ottawa City Hall in downtown Ottawa. Much of the council's work is done in the standing committees made up sub-groups of councillors. The decisions made in these committees are presented to the full council and voted upon.
Arthur Ellis was a Canadian lawyer and politician. He was mayor of Ottawa from 1928 until 1929.
Richard "Rick" Chiarelli is a politician in Ontario, Canada. He is an Ottawa City Councillor, and the second cousin of former Ottawa mayor Bob Chiarelli. He represents the College Ward covering part of Nepean and Ottawa's west end. On council, Chiarelli is known for being an "independent voice, often voicing dissent on issues his fellow councillors support". He is currently the longest serving municipal politician on Ottawa's city council.

The 1927 Chicago aldermanic election happened on February 22 to elect the 50 aldermen of the Chicago City Council, on the same day as the primary elections for the mayoral election. Candidates ran as nonpartisans, and if no candidate received a majority of votes in a given ward the top two candidates in that ward faced off in a runoff election on April 5, the same day as the general mayoral election.
