Elections to the newly created Moray District Council were held on 7 May 1974, the same day as the other Scottish local government elections.
A new system of regional and district governance had been created by the Local Government (Scotland) Act 1973, with Moray District Council encompassing the bulk of the territory covered by the prior Moray County Council. The election saw Independent candidates winning near total dominance of the council, with only 2 seats being taken by a party affiliated candidate.

Highland is a council area in the Scottish Highlands and is the largest local government area in the United Kingdom. It was the 7th most populous council area in Scotland at the 2011 census. It shares borders with the council areas of Aberdeenshire, Argyll and Bute, Moray and Perth and Kinross. Their councils, and those of Angus and Stirling, also have areas of the Scottish Highlands within their administrative boundaries.
The County of Nairn is a historic county, registration county and lieutenancy area of Scotland. The county was used for local administration until the county council, based at the county town of Nairn, was abolished in 1975 under the Local Government (Scotland) Act 1973, the area becoming one of the eight districts of the two-tier Highland region. Each ward elected either 3 or 4 members, using the STV electoral system. Previously there were single-member wards which used the first past the post electoral system. The election resulted in a previously Independent council becoming an Independent/Conservative coalition, with a majority of four. An SNP victory in a subsequent by-election held in February 2008 had reduced the Independent/Conservative majority to 2 seats.
