Although at the end of the previous season they relegated, Oțelul managed to retain [1] their spot in Divizia A after the merger of FC Astra Ploieşti and newly promoted Petrolul Ploieşti. After 15 rounds played in Divizia A, Costel Orac was fired [2] in December and replaced with Sorin Cârţu. [3]

The 2003–04 Divizia A was the eighty-sixth season of Divizia A, the top-level football league of Romania. Season began in August 2003 and ended in June 2004. Dinamo București became champions on 3 June 2004.
In December 2004, with 2 months left on his contract, Sorin Cârţu and president Nicu Boghici agreed for a departure. January 2005 came with rumors which said that Mittal Steel would take over the team, for which they already were shirt sponsors. Soon after, Viorel Anghelinei, former player of Oțelul and referee, was appointed as the new president of the club. The new manager of Oțelul, Mihai Stoichiţă was announced on the 23rd of January.
In the summer of 2002, coach Marius Lăcătuş refused to extend his contract saying that he is unhappy with the current financial situation at Oțelul and left the team. Soon after, many players whose contracts were expiring also left the team. They were joined by vice-president Mihai Stoica, who signed for Steaua. President Ion Ionică appointed Costel Orac as the new manager. Later in that summer, Igor Pîrvu is named as the new president of the club.
Victor Roşca who was appointed on July 4, 2001 left the team in February 2002. Few days later, Lăcătuş was appointed as the new manager.
