In 2006, an acute shortage of food affected the countries in the Horn of Africa (Somalia, Djibouti and Ethiopia), as well as northeastern Kenya. The United Nations's Food and Agriculture Organization (FAO) estimated on January 6, 2006, that more than 11 million people in these countries may be affected by an impending widespread famine, largely attributed to a severe drought, and exacerbated by military conflicts in the region. [1]
Drought is a predictable event in the Horn of Africa, and when combined with other factors it causes conflict and terrible human misery. [2] Previous droughts in 1983–85, 1991–92 and 1998–99 swiftly reversed gradual increase in livestock and caused losses in the cattle population of up to 62%. [2] These conditions of drought, together with other factors including high cereal prices, overpopulation in the region, abandoning traditional rangeland management methods and conflict, are leading to conditions of famine. [2] In the present 2006 drought, claims about factors transforming drought into famine include a ban on livestock imports to markets in the Persian Gulf States, which has reduced the income of livestock-dependent farmers, further increasing food insecurity. [3]
The population in East Africa had increased rapidly in the decades before the food crisis. From 67 million in 1950 to 306 million in 2006. [4]
Djibouti was a severely drought affected; the FAO estimated that about one third of the population (400 000 people) needed food aid. [1]
The FAO estimated that more than one million people [1] in the Somali Region of Ethiopia were facing severe food shortages. Although crops are currently being harvested, shortages are still expected to occur in the country's south-east.
Crop failure, drought and depleted livestock herds led to famine conditions in the Cushitic-inhabited northern and eastern pastoral districts of Mandera, Wajir, and Marsabit. [5] [6] As of January 6, 2006, approximately 30 deaths were reported. Some 2.5 million people (10% of the population) [1] required food aid over the next six months, which led the Kenyan President Mwai Kibaki to declare a national disaster. [7]
Somalia was the least affected out of the four countries. About two million people in the country's southern pastoral regions required humanitarian assistance. [1] The prolonged absence of a strong central government and poor transportation infrastructure also posed problems for the distribution of food aid. [8]
In February 2006, UNICEF warned that 1.5 million children under the age of five were being threatened by the drought and called for $16 million USD to help fund its relief efforts in the region. [9]
A famine is a widespread scarcity of food, caused by several possible factors, including war, natural disasters, crop failure, widespread poverty, an economic catastrophe or government policies. This phenomenon is usually accompanied or followed by regional malnutrition, starvation, epidemic, and increased mortality. Every inhabited continent in the world has experienced a period of famine throughout history. During the 19th and 20th century, Southeast and South Asia, as well as Eastern and Central Europe, suffered the greatest number of fatalities. Deaths caused by famine declined sharply beginning in the 1970s, with numbers falling further since 2000. Since 2010, Africa has been the most affected continent in the world by famine.
A widespread famine affected Ethiopia from 1983 to 1985. The worst famine to hit the country in a century, it affected 7.75 million people and left approximately 300,000 to 1.2 million dead. 2.5 million people were internally displaced whereas 400,000 refugees left Ethiopia. Almost 200,000 children were orphaned.
The People's Democratic Republic of Ethiopia was a socialist state that existed in Ethiopia and present-day Eritrea from 1987 to 1991.
The 2005–2006 Niger food crisis was a severe but localized food security crisis in the regions of northern Maradi, Tahoua, Tillabéri, and Zinder of Niger from 2005 to 2006. It was caused by an early end to the 2004 rains, desert locust damage to some pasture lands, high food prices, and chronic poverty. In the affected area, 2.4 million of 3.6 million people are considered highly vulnerable to food insecurity. An international assessment stated that, of these, over 800,000 face extreme food insecurity and another 800,000 in moderately insecure food situations are in need of aid.
Malawi is one of the world's undeveloped countries and is ranked 170 out of 187 countries according to the 2010 Human Development Index. It has about 16 million people, 53% of whom live under the national poverty line and 90% of whom live on less than $2 per day.
Various international and local diplomatic and humanitarian efforts in the Somali Civil War have been in effect since the conflict first began in the early 1990s. The latter include diplomatic initiatives put together by the African Union, the Arab League and the European Union, as well as humanitarian efforts led by the Office for the Coordination of Humanitarian Affairs (OCHA), UNICEF, the World Food Programme (WFP), the Puntland Maritime Police Force (PMPF) and the Somali Red Crescent Society (SRCS).
A large-scale, drought-induced famine occurred in Africa's Sahel region and many parts of the neighbouring Sénégal River Area from February to August 2010. It is one of many famines to have hit the region in recent times.
Occurring between July 2011 and mid-2012, a severe drought affected the entire East African region. Said to be "the worst in 60 years", the drought caused a severe food crisis across Somalia, Djibouti, Ethiopia and Kenya that threatened the livelihood of 9.5 million people. Many refugees from southern Somalia fled to neighboring Kenya and Ethiopia, where crowded, unsanitary conditions together with severe malnutrition led to a large number of deaths. Other countries in East Africa, including Sudan, South Sudan and parts of Uganda, were also affected by a food crisis.
In the early months of 2017, parts of South Sudan experienced a famine following several years of instability in the country's food supply caused by war and drought. The famine, largely focused in the northern part of the country, affected an estimated five million people. In May 2017, the famine was officially declared to have weakened to a state of severe food insecurity.
In 2017 a drought ravaged Somalia that has left more than 6 million people, or half the country's population, facing food shortages with several water supplies becoming undrinkable due to the possibility of infection.
Cyclonic Storm Sagar was the strongest tropical cyclone to make landfall in Somalia and Somaliland in recorded history until Gati in 2020, and the first named cyclone of the 2018 North Indian Ocean cyclone season. Forming on May 16 east of the Guardafui Channel, Sagar intensified into a cyclonic storm on the next day, as it gradually organized. The storm turned to the west-southwest and traversed the entirety of the Gulf of Aden, making landfall over Somaliland on May 19, farther west than any other storm on record in the North Indian Ocean. Sagar weakened into a remnant low on May 20.
The African country of Ethiopia has made massive strides towards alleviating poverty since 2000 when it was assessed that their poverty rate was one of the greatest among all other countries. The country has made great strides in different areas of the Millennium Development Goals including eradicating various diseases and decreasing the rate of child mortality. Despite these improvements, poverty is still extremely high within the country. One of the leading factors in driving down poverty was the expansion of the agricultural sector. Poor farmers have been able to set higher food prices to increase their sales and revenue, but this expansion has come at a cost to the poorest citizens of the country, as they could not afford the higher priced food. One of the biggest challenges to alleviating this issue is changing the structure of Ethiopia's economy from an agricultural-based economy to a more industry-based economy. The current strategy for addressing poverty in Ethiopia is by building on existing government systems and development programs that are already in place within the country.
Chad currently suffers from widespread food insecurity. A majority of the population of Chad now suffers some form of malnutrition. 87% of its population lives below the poverty line. Because the country is arid, landlocked, and prone to droughts, many Chadians struggle to meet their daily nutritional needs. While international aid into the country has brought some relief, the situation in Chad remains severe due to broader famine in the Sahel region. The World Food Programme has declared a state of emergency in the region since early 2018, stating that, “...adding to the poverty, food insecurity and malnutrition which already affects [the nations of the Sahel] to varying degrees, drought, failed harvests and the high prices of staple foods have hastened the arrival of this year’s ‘lean season’ – the worst since 2014.” Malnutrition is high, especially among women and children, with a significant majority of all children in Chad suffering from some form of stunted growth or adverse health effects as a result. As such, health in Chad is greatly affected by lack of food. Food insecurity is a symptom of broader instability in Chad, which suffers from political, ethnic, and religious instability. These issues have contributed to long-term food insecurity in Chad.
The 2018–2021 Southern Africa drought was a period of drought that took place in Southern Africa. The drought began in late October 2018, and negatively affected food security in the region. In mid-August 2019, the drought was classified as a level 2 Red-Class event by the Global Disaster Alert and Coordination System. The alert level was reduced to the Orange-1.7 by 12 December 2019, as the new wet season had started. In September 2020, the drought was classified as a level 2 Red-Class event. The drought continued into early 2021. Beginning in October 2021, South Africa experienced above average rainfall and reservoirs refilled by early 2022.
Long term aid to those in need creates a fear of having those provided with aid falling into the dependency theory. The rationale is that those who are benefiting will lose motivation to improve their lives on their own. Some may even work to worsen their condition in order to qualify for the aid. Additionally, one argument is that peripheral countries, such as Ethiopia, will not move out of needing aid because of the advanced economy's control. On average, Ethiopia has received 700,000 tons of food aid per year for the past 15 years. In rural Ethiopia, food aid has been provided for over three decades.
Between June 2019 and February 2022, a major outbreak of desert locusts began developing, threatening food supplies in East Africa, the Arabian Peninsula and the Indian subcontinent. The outbreak was the worst to hit Kenya in 70 years, and the worst in 25 years for Ethiopia, Somalia, and India.
Beginning with the onset of the Tigray War in November 2020, acute food shortages leading to death and starvation became widespread in northern Ethiopia, and the Tigray, Afar and Amhara Regions in particular. As of August 2022, there are 13 million people facing acute food insecurity, and an estimated 150,000–200,000 had died of starvation by March 2022. In the Tigray Region alone, 89% of people are in need of food aid, with those facing severe hunger reaching up to 47%. In a report published in June 2021, over 350,000 people were already experiencing catastrophic famine conditions. It is the worst famine to happen in East Africa since 2011–2012.
During 2022 and 2023 there were food crises in several regions as indicated by rising food prices. In 2022, the world experienced significant food price inflation along with major food shortages in several regions. Sub-Saharan Africa, Iran, Sri Lanka, Sudan and Iraq were most affected. Prices of wheat, maize, oil seeds, bread, pasta, flour, cooking oil, sugar, egg, chickpea and meat increased. Causes included disruption of supply chains due to the COVID–19 pandemic, an energy crisis, the Russian invasion of Ukraine, and significant floods and heatwaves in 2021 which destroyed key crops in the Americas and Europe. Droughts were also a factor; in early 2022, some areas of Spain and Portugal lost 60-80% of their crops due to widespread drought.
The 2020–present Horn of Africa drought is an ongoing drought that hit the countries of Somalia, Ethiopia, and Kenya. The rainy season of 2022 was recorded to be the driest in over 40 years, with an estimated 43,000 in Somalia dying in 2022. As of 2023, the region is now in its 5th failed rainy season and a 6th failed season is predicted.
Desertification in Africa is a form of land degradation that involves the conversion of productive land into desert or arid areas. This issue is a pressing environmental concern that poses a significant threat to the livelihoods of millions of people in Africa who depend on the land for subsistence. Geographical and environmental studies have recently coined the term desertification. Desertification is the process by which a piece of land becomes a desert, as the word desert implies. The loss or destruction of the biological potential of the land is referred to as desertification. It reduces or eliminates the potential for plant and animal production on the land and is a component of the widespread ecosystem degradation. Additionally, the term desertification is specifically used to describe the deterioration of the world's drylands, or its arid, semi-arid, and sub-humid climates. These regions may be far from the so-called natural or climatic deserts, but they still experience irregular water stress due to their low and variable rainfall. They are especially susceptible to damage from excessive human land use pressure. The causes of desertification are a combination of natural and human factors, with climate change exacerbating the problem. Despite this, there is a common misconception that desertification in Africa is solely the result of natural causes like climate change and soil erosion. In reality, human activities like deforestation, overgrazing, and unsustainable agricultural practices contribute significantly to the issue. Another misconception is that, desertification is irreversible, and that degraded land will forever remain barren wastelands. However, it is possible to restore degraded land through sustainable land management practices like reforestation and soil conservation. A 10.3 million km2 area, or 34.2% of the continent's surface, is at risk of desertification. If the deserts are taken into account, the affected and potentially affected area is roughly 16.5 million km2 or 54.6% of all of Africa. 5.7 percent of the continent's surface is made up of very severe regions, 16.2 percent by severe regions, and 12.3 percent by moderate to mild regions.
