The Kazakh political change in hierarchy of 2007 began on 8 January 2007 when Prime Minister Daniyal Akhmetov unexpectedly resigned and ended with the Senate's confirmation of Karim Masimov as his replacement on 11 January. Akhmetov did not say why he resigned, but political analysts noted increasing criticism from President Nursultan Nazarbayev of his oversight of the economy. [1]

The Prime Minister of Kazakhstan is the head of government of Kazakhstan and the second most powerful person in the country after the President of Kazakhstan. The Prime Minister heads the cabinet and advises the President in the every day execution of the functions of the Parliament of Kazakhstan.

Senate of Kazakhstan upper house of two chambers in Kazakhstans legislature

The Senate of Kazakhastan is the upper house of two chambers in Kazakhstan's legislature, known as the Parliament (Parlamenti). The Senate is composed of elected members - two from each region, the city of republican importance (Almaty) and the capital city of the Republic of Kazakhstan at joint sessions of the members of all representative bodies of respective regions, city of the republican importance and the capital city of the Republic.

Appointments

Kanat Saudabayev, Kazakhstan's ambassador to the United States, became the secretary of the Kazakh Security Council, replacing Marat Tazhin. [2] Tazhin became the Foreign Minister, replacing Kassym-Jomart Tokayev. [3] Tokayev became the Chairman of the Senate of Kazakhstan, replacing Nurtai Abykayev. Abykayev became Kazakhstan's ambassador to Russia, [4] a position he previously held from January 2002–2003, [5] replacing Zhanseit Tuymenbayev. Tuymenbayev became the Education and Science Minister, replacing Byrganym Aytimova. [6] [7] Aytimova became Kazakhstan's ambassador to the United Nations. [8]

Kanat Saudabayev Soviet/Kazakh diplomat

Kanat Bekmyrzayevich Saudabayev is a Kazakhstani politician who was born next to Alma-Ata, Kazakhstan in 1946. Saudabayev has served as the Secretary of State of the Republic of Kazakhstan since 15 May 2007. On September 4, 2009, he was appointed Secretary of State - Minister of Foreign Affairs of the Republic of Kazakhstan, taking on the responsibility for spearheading Kazakhstan's preparation for and holding of the rotating chairmanship of the Organization for Security and Cooperation in Europe in 2010.

Kazakhstan transcontinental republic in Asia and Europe

Kazakhstan, officially the Republic of Kazakhstan, is the world's largest landlocked country, and the ninth largest in the world, with an area of 2,724,900 square kilometres (1,052,100 sq mi). It is a transcontinental country largely located in Asia; the most western parts are in Europe. Kazakhstan is the dominant nation of Central Asia economically, generating 60% of the region's GDP, primarily through its oil and gas industry. It also has vast mineral resources.

An ambassador is an official envoy, especially a high-ranking diplomat who represents a state and is usually accredited to another sovereign state or to an international organization as the resident representative of their own government or sovereign or appointed for a special and often temporary diplomatic assignment. The word is also often used more liberally for persons who are known, without national appointment, to represent certain professions, activities and fields of endeavor such as sales.

President Nursultan Nazarbayev appointed Economy Minister Aslan Musin to Deputy Prime Minister, replacing Karim Masimov. Masimov replaced Daniyal Akhmetov as Prime Minister. Akhmetov replaced Mukhtar Altynbayev as Defense Minister. President Nazarbayev demoted Altynbayev to Deputy Minister of Defense. Galym Orazbakov replaced Vladimir Shkolnik as the Minister of Industry and Trade. [7] Yerbol Orynbayev, a close aide to Nazarbayev, became Masimov's chief-of-staff. [9] Shkolnick became the Deputy Chief of Staff to the President. [10]

President of Kazakhstan head of state of the Republic of Kazakhstan

The President of the Republic of Kazakhstan is the head of state, commander-in-chief and holder of the highest office within the Republic of Kazakhstan. The powers of this position are described in a special section of the Constitution of Kazakhstan.

Nursultan Nazarbayev First president of Kazakhstan

Nursultan Äbishuly Nazarbayev is the Chairman of the Security Council of Kazakhstan who served as the first President of Kazakhstan, in office from 24 April 1990 until his resignation on 19 March 2019. He was named First Secretary of the Communist Party of the Kazakh SSR in 1989 and was elected as the nation's first president following its independence from the Soviet Union. He holds the title "Leader of the Nation". In April 2015, Nazarbayev was re-elected with almost 98% of the vote, as he ran "virtually unopposed".

Aslan Mussin is the former Speaker of Majilis of the Parliament of Kazakhstan. He has served as the Deputy Prime Minister of Kazakhstan since 10 January 2007. He previously served as Minister of Economy and Budget Planning of Kazakhstan from 4 October 2006 to 9 January 2007. Prior to that he served as the governor of Atyrau province. On October 13, 2008 he was appointed Head of the President's Administration and was recognized to be one of the most influential and successful politicians in Kazakhstan. In October 2012, Musin lost his job as presidential chief of staff and was reshuffled to the role of head of Kazakhstan’s Accounts Committee.

Effects

Foreign Minister Tazhin said Kazakhstan would continue "to pursue a multi-vector policy governed by the economic and political interests of our country," but Prime Minister Masimov is expected to take Kazakhstan's foreign policy farther in the direction of China based on his past political service and education background. Joanna Lillis of EurasiaNet has speculated that the shuffle may be tied to Kazakhstan's campaign to chair the Organization for Security and Cooperation in Europe in 2009. [9]

The lingering scandals over the suspicious deaths and trials of opposition leaders Altynbek Sarsenbayev and Zamanbek Nurkadilov had little impact on the shakeup as Interior Minister Baurzhan Mukhamedzhanov, who received a considerable amount of criticism, maintained his position. [9]

Zamanbek Nurkadilov Politician, public figure of Kazakhstan

Zamanbek Qalabayuly Nurkadilov served as the Mayor of Almaty in Kazakhstan and Minister of Emergency Situations in the Nazarbayev administration. In March 2004, he began to strongly criticize President Nazarbayev. On 11 November 2005, three weeks before the 2005 presidential election, someone shot him twice in the chest and once in the head. The Government of Kazakhstan ruled his death a suicide, but Radio Free Europe alleges he is the victim of an assassination. Which led people many believe that President Nazarbayev was responsible for the assassination.

Dariga Nursultanqyzy Nazarbayeva is a Kazakhstani politician who is the incumbent Chairwoman of the Senate of Kazakhstan. She is the daughter of former President of Kazakhstan Nursultan Nazarbayev. She was Deputy Prime Minister from 2015 to 2016.

Imangali Tasmagambetov Politician, ambassador, former PM of Kazakhstan

Imangali Nurgaliuly Tasmagambetov is a Kazakh politician and is the current Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the Russian Federation since February 3, 2017. He served as Deputy Prime Minister of Kazakhstan from September 2016 to February 2017. He served as Minister of Defense of Kazakhstan from October 2014 to September 2016. He was the mayor of Astana from April 2008 to October 2014. From December 2004 to April 2008 he was the mayor of Almaty. Before that, from 28 January 2002 to 11 June 2003, he was the Prime Minister of Kazakhstan.

Serik Nyghmetuly Akhmetov was Prime Minister of Kazakhstan from 2012 to 2014. He served as the Minister of Defense from April to October 2014.

Mukhtar Altynbayev Kazakhstani military officer; former Minister of Defense and General of the Army of Kazakhstan

Mukhtar Qapashuly Altynbayev served as the Minister of Defense and General of the Army of Kazakhstan twice, most recently from December 2001 to 10 January 2007. Prime Minister Karim Massimov replaced him with former Prime Minister Daniyal Akhmetov in a political shakeup. Previously, Kazakh President Nursultan Nazarbayev dismissed Altynbayev from his post as Defense Minister in August 1999 along with Nurtay Abikayev, the head of the National Security Committee. According to Radio Free Europe, they were dismissed for "failing to properly investigate" the illegal sale of Mikoyan-Gurevich MiG-21 fighter aircraft to North Korea. In March 2000 he became commander of Kazakhstan's Air Defense Force.

Karim Qajymqanuly Massimov is a Kazakh politician who served as Prime Minister of Kazakhstan from 10 January 2007 to 24 September 2012 and again from 2 April 2014 to 8 September 2016.

Adilbek Ryskeldiuly Zhaqsybekov is current Head of the Executive Office of the President of the Republic of Kazakhstan. He served as the minister of defence from June 2009 to April 2014. He was the head of Kazakh President Nursultan Nazarbayev's administration. He served as the Mayor of Astana from 1997 to 2003 and from 2014 to 2016. Marat Tazhin Kazakhstani politician

Marat Muhanbetuly Tazhin is a Kazakh politician. He served as the Foreign Minister in the Government of Kazakhstan from 2007 to 2009. He previously served as Secretary of the National Security Committee (NSC). In September 2009 he was named an advisor to President Nursultan Nazarbayev and secretary of Kazakhstan's Security Council. Marat Tazhin was appointed First Deputy Head of the Executive Office of the President of the Republic of Kazakhstan in January 2017.

Nurtai Abykayev Kazakhstani diplomat

Nurtai Abykayevich Abykayev is the current Chairman of the National Security Committee of Kazakhstan. Previously he was Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the Russian Federation and before this chairman of the Senate of Kazakhstan from 2004 to 2007. He is a long-time friend and assistant to President Nursultan Nazarbayev, and is viewed as the leader of one of the political "clans" that make up Kazakhstan's elite.

Alnur Mussayev Kazakhstani intelligence chief

Alnur Mussayev was the former head of Kazakhstan's National Security Committee (KNB) under the tenure of President Nursultan Nazarbayev. He served from May 1997 to September 1998, then returned for a second term from August 1999 to May 2001 after his predecessor Nurtai Abykayev was sacked in a scandal over the sale of old MiG fighter planes to North Korea.

The Order of the First President of Kazakhstan – Leader of the Nation Nursultan Nazarbayev, also referred to simply as the Order of Nazarbayev a state award of the Republic of Kazakhstan. It was established on 1 January 2001 in honor of President Nursultan Nazarbayev who was at the time, the first and only President of Kazakhstan.
